    The National Security Council NSC ) of the United States is the principal forum used by the President of the United States for considering national security and foreign policy matters with his senior national security advisors and cabinet officials . Since its inception under President Harry Truman , the function of the Council has been to advise and assist the President on national security and foreign policies. The Council also serves as the President's principal arm for coordinating these policies among various government agencies.

    NSA seal The National Security Agency / Central Security Service (NSA/CSS) is a United States government agency responsible for both the collection and analysis of message communications , and for the security of government communications against similar agencies elsewhere. It is a part of the Department of Defense . Its eavesdropping brief includes radio broadcasting , both from organizations and individuals, the Internet , and other intercepted forms of communication, especially confidential communications. Its secure communications brief includes military diplomatic , and all other sensitive, confidential or secret government communications. Despite having been described as the world's largest single employer of Ph.D. mathematicians , the owner of the single largest group of supercomputers , and having a budget much larger than that of the CIA , it has had a remarkably low profile until recent years.     The paper will also include one or two foreign policy simulations in which students will be given the opportunity to play the roles of various U.S. decision-makers as (more or less) hypothetical crises are played out. The simulations will require some research, writing, and oral presentations. COURSE REQUIREMENTS Each student must submit one essay (length to be discussed in class) by 18 June 1993 on a topic related to the course. Topics must be submitted to Professor Taylor in the form of a research design or prospectus by 26 March 1993. The graded essay will make up 20% of the course grade. Students will also participate in one or two national security/foreign policy simulations which will require research, writing, and oral presentations. Students will be graded on the quality of their participation in the simulation(s). This grade will constitute 20% of the course grade. Each class period will consist of lecture and discussion. Students must attend each class and the quality of their participation in the discussions will make up 10% of the final grade.

Steinberg The attacks on September 11, 2001 awakened the people of the United States and the world to a profound shift in the international landscape; a shift that was well underway long before that tragic date. At least since the end of the Cold War in the late 1980s, the principal challenge to American security no longer came from established states whose interests were adverse to those of the United States. Instead, the most immediate and serious threats were those associated with the forces of disorder, closely connected to the process that has loosely been called "globalization." As the 1990s unfolded, senior political leaders in the United States and abroad increasingly came to recognize both the opportunities and threats of this new world. In 1995, on the occasion of the fiftieth anniversary of the signing of the United Nations Charter, President Clinton said: The next year, in March, representatives from 29 countries and institutions (including leaders from the Middle East, Europe, United States, Japan, Russia and Canada) met in Sharm-el-Sheikh, Egypt in an anti-terrorism summit following a wave of suicide bombings in Israel. Later that summer, the G7 in Lyon decided to focus on the problems of global terrorism and crime, including through the creation of the Lyon Group to provide an ongoing mechanism of international coordination.

One of the most important components of our national security apparatus is intelligence gathering. Our intelligence-gathering services have been deteriorating over the past 30 years. We have fewer fewer and less-qualified translators, analysts, and experts to digest the information our dwindling number of operatives gathers. The cooperation between different intelligence agencies is poor as well. As a former CIA operative, I can tell you that there is no substitute for human intelligence. Sept. 11 was a wake-up call for all of us.
    • Congress took a bold step late last year (before I took office) when it approved a sweeping overhaul of our nation's intelligence services. My duty is to make sure these reforms are carried through, and to make sure our government is doing all it can to improve our human-intelligence capabilities.

    The framework for the FBI's national security mission is set out in a strategy known as the National Security List (NSL). The NSL is composed of two related lists: * Specific activities which trigger an FBI counterintelligence or counterterrorism response.
