Search Assessment Instrument Glossary Home Search Assessment In the clinical context, the primary goal of assessment is to determine those characteristics of the client and his or her life situation that may influence treatment decisions and contribute to the success of treatment. Additionally, assessment procedures are crucial to the treatment planning process, which involves the integration of assessment information concerning the person's substance use behavior, substance-related problems, and other areas of psychological and social functioning. Assessment instruments may also be geared towards assessing the treatment and treatment process itself, or in assessment of treatment outcomes. Norms Norms allow the test performance of a given client to be compared with that of a large, relevant group of individuals. No instrument is validly useful for all people. While norms are essential to describe a single case of a sample by comparison to a larger group, they are less important, for example, in contrasting pretreatment and post-treatment behavior in an individual. In determining the importance of normative information, the clinician should be concerned about whether norms are available that would assist in making clinical decisions in a particular case. Phrased differently, would the demographic characteristics of a client affect the interpretation of the score and influence choice of treatment?

"OTHER TRANSACTION" Description of Instruments "Other transaction" is a shorthand expression used to refer to any instrument other than a procurement contract, grant, or cooperative agreement. Accordingly, the term includes multiple instrument types that can be very different from each other. The term "other transaction" gained currency following the 1989 enactment of section 2371 of title 10, United States code, which authorizes the use of instruments other than contracts, grants, and cooperative agreements for carrying out research projects. The authority's primary purpose is to help broaden DoD's technology and industrial base by allowing development and use of instruments that reduce barriers to participation in defense research by commercial firms that traditionally have not done business with the Government. The 10 U.S.C. 2371 authority can be used for this purpose because "other transactions" are not subject to statutes or regulations whose applicability is limited to contracts, grants, and/or cooperative agreements. The Defense Grant and Agreement Regulatory System (DGARS) governs any awards that may be made for assistance or other non-acquisition purposes using this authority. Congress subsequently provided additional authority to use transactions other than contracts, grants, and cooperative agreements for certain acquisitions. Section 845 of the National Defense Authorization Act for Fiscal Year 1994 augmented the 10 U.S.C. 2371 authority, authorizing the Defense Advanced Research Projects Agency to use "other transactions" for prototype projects directly relevant to weapon systems proposed to be acquired or developed by DoD. Section 804 of the National Defense Authorization Act of 1997 (PL 104-201) broadened the authority to include the Military Departments and other designated officials and extended it to September 30, 1999.
