Dear Minister of Agriculture, As a geneticist and biophysicist with more than 30 years experience in research and teaching in universities, I was drawn into the genetic engineering debate in 1994 as scientific advisor to the Third World Network. Indonesia: Transition and Regional Conflict
On July 23, 2001, Indonesia’s parliament forced out President Abdurrahman Wahid and replaced him with Megawati Sukarnoputri, who until then had been his vice-president. Wahid had come to power in October 1999 following Indonesia’s most democratic elections in more than four decades. He was a reformer committed to cleansing the government of its authoritarian inheritance, but he managed in his year and a half in office to alienate nearly all potential coalition partners (his party controlled only 11% of the votes in parliament).
President Megawati, daughter of Indonesia’s first president Sukarno, has broader political support but faces many of the same daunting obstacles that President Wahid was unable to surmount. Indonesia remains divided, with many regions still a tinderbox and basic reforms in many areas barely off the ground if underway at all. The government itself is split between reformers and an old guard still defending old interests. The economy remains in crisis. And the army, still operating largely beyond the reach of the law, has regained much of the political clout it had lost with the 1998 ouster of dictator and former general Soeharto.
Major human rights concerns in Indonesia today include continuing abusive behavior by security forces against civilians in Aceh and Papua (Irian Jaya); massive internal displacement of populations due to political, ethnic, and religious conflict; judicial corruption; and the government’s continued failure to prosecute commanders responsible for past atrocities, including the 1999 scorched earth destruction of East Timor and dozens of other cases dating all the way back to the army-backed massacres in 1965 that accompanied Soeharto’s rise to power.

Summary
Just months after East Timor's independence vote, President Abdurrahman Wahid's cabinet is divided on how to quell urgent separatist movements in the restive provinces, particularly Aceh, that threaten to rip the country apart. A growing debate over Wahid's proposed solution - turning highly centralized Indonesia into a federal system - divides his three-month-old government. Ultimately, Wahid may find his power and agenda checked by a union of nationalists that recalls the days of Sukarno: a union of Vice-President Megawati Sukarnoputri and the armed forces.
Analysis
On December 7, Indonesian Defense Minister Juwono Sudarsono joined the raging debate in the government concerning the merits of transforming Indonesia into a federalist system as the solution to its widespread separatist problems. He echoed the position of many Indonesians by saying that federalism is the "first step toward uncontrollable separatism". The debate over transforming unitary Indonesia into a group of federated states - an idea championed by President Abdurrahman Wahid himself - has struck at the heart of nationalist sentiment in Indonesia. It has created deep rifts in the president's cabinet, which now prevent it from being the "government of national reconciliation" that Wahid had intended. More dangerously, it has allied two powerful nationalist forces that stand firmly opposed to federalism: Vice-President Megawati, whose party has the largest presence in the legislature, and the Indonesian armed forces, which still wield substantial control over the country. As a result, Wahid may soon be forced to abandon his own agenda for national reconciliation.

Banda Aceh, Indonesia The drive reminded me that while the images and reporting focused on the tsunami, this disaster was prompted by a massive earthquake, which caused many buildings to collapse into rubble April 16 th, 2:15 pm Located on the northern tip of Sumatra, Aceh is renown for its desire for political independence and resistance to the Indonesian government. Recently Aceh witnessed renewed conflict between the Indonesian military and separatist movements. This conflict is rooted in cultural and religious issues and the control over natural resources - particularly oil. Weeks before we arrived, the Indonesian government threatened to remove all non-Indonesian aid workers out of Aceh, in order to prevent international assistance to separatist movements, and to further consolidate Indonesian control of Aceh. The political situation is tense, but fortunately the Indonesian government has yet to follow through with their threats. However, many of the international and Acehnese NGOs we contacted were weary of the motives behind the Indonesian government assistance. The drive from the airport in Banda Aceh was incredibly difficult to take in all at once. The airport is not situated near the coast, but the road takes you from the outlying rural, agricultural area into the city center of Banda Aceh. The drive reminded me that while the images and reporting focused on the tsunami, this disaster was prompted by a massive earthquake, which caused many buildings to collapse into rubble. Along the way houses and businesses were flattened into piles of debris.
