ROLE OF GOVERNMENT
Indonesia Table of Contents In the early years of nation building, from 1950 to 1957, a variety of moderate policies were pursued to support the pribumi through subsidized credit from the state-owned Bank Rakyat, or People's Bank, and through limiting certain markets to pribumi business. The nation's first five-year development plan (1956-60) proposed a realistic level of government investment in public infrastructure, but offered little regulation or overall guidance to the private sector. This plan was superseded by dramatic developments in the political and economic sphere, including the 1957 takeover of Dutch enterprises initiated by workers, which led ultimately to state control of this important segment of the economy. About 300 Dutch plantations and 300 firms in other areas such as mining, trade, finance, and utilities ultimately came under the control of the Indonesian government. Dutch management was replaced by Indonesian civil servants or military officers, most of whom had little managerial experience. The de facto expansion of the state was sustained by a general policy shift to justify greater state intervention in the economy. Sukarno's Guided Economy was initiated in a new eight-year development plan begun in 1959, which entailed a twelvefold increase in government project expenditure from the previous plan, without clear sources of finance. By the mid-1960s, central bank credit to the government accounted for half of government expenditures. This deficit spending led in turn to mounting inflation, which peaked at 1,500 percent between June 1965 and June 1966. At the same time, foreign debt mounted, both from the West and increasingly from the Soviet Union. In spite of a highly visible public building campaign, the economy stagnated and by 1966 per capita production was below the 1958 level.

Indonesian MPs call for 'acceptable government'
Wahid, with daughter, threatens 'tough action' against, what he says, lawmakers' attempts to violate the constitution By staff and wire reports JAKARTA, Indonesia In a rare show of unity, Indonesia's political parties have come together to warn that without an acceptable government the fragile country's huge problems will never be resolved. Leaders of various political factions in Indonesia's parliament including those from President Abdurrahman Wahid's National Awakening Party (PKB) met Wednesday to discuss a wide range of issues. However, they refused to say whether they had spoken about impeaching Wahid. The president is under increasing pressure after parliament censured him twice following allegations of his roles in two multi-million dollar financial scandals. Opposition lawmakers have indicated they would like to hold a special session to impeach Wahid, who so far has denied any wrongdoing in the scandals.

Indonesian government pledges early elections
Prisoners to be released; Suharto wealth to be investigated
May 25, 1998 Web posted at: 8:54 a.m. EDT (1254 GMT)
Latest developments:
JAKARTA, Indonesia (CNN) Indonesia will hold parliamentary elections "as soon as possible" pending changes in election laws, the government's principal spokesman announced Monday. In two other developments that would have been unheard of a month ago, the government said it would release two prominent dissidents from prison and take back some of the wealth accrued by the Suharto family. Meanwhile, military chief Gen. Wiranto said 14 members of the army are suspects in the killing of six anti-Suharto demonstrators at Trisakti University earlier this month. They should be swiftly brought to trial, he said. The May 12 slayings and anger over rising prices sparked rioting that killed at least 500 in Jakarta alone.

Indonesia's Government Indonesia's government is based on a set of beliefs known as Pancasila. Indonesia's form of government is Republic but, it has a central government controlling the local and regional governments. The political division includes 26 provinces, 2 special autonomous districts, and 1 metropolitan district. The voting age for Indonesia's president and government is 17. There were largely excluded jobs in the government and the military. The Chinese in small towns are generally shoe keepers and merchants; in the cities they often control huge business conglomerates. The government in Indonesia resisted pressures to carry out economic reforms demanded by the International Monetary Fund in exchange for a massive financial rescue package, including subsidies on consumer goods and requirements that monopolies enriching then-president Suharto's family and friends be dismantled. In September the government admitted nearly 20 million people, and faced food shortages, due largely to the fact that rice and other staples have become unaffordable.Indonesia, a member of the Organization of Petroleum. The constitution of August 1945 was restored on July 5, 1959 in place of two provisional constitutions adopted in 1950. Executive power is given to the president, who is elected by the people's Consultative Assembly for a one year term, and in the president's appointed cabinet.

Indonesia is important to world energy markets because of its OPEC membership and substantial, but declining, oil production. Indonesia also is the world's largest liquefied natural gas (LNG) exporter. The information contained in this report is the best available as of July 2004 and can change. GENERAL BACKGROUND
Indonesia's economic growth surpassed expectations in 2003, largely fueled by consumer spending. Indonesia's real gross domestic product (GDP) grew at a rate of 4.1% in 2003, up from 3.7% in 2002. Real GDP growth is forecast to be 4.7% for 2004, although imbalances in the macroeconomic picture, such as increasing budget deficits caused by oil price subsidies on the local market, could lead to future problems. Tension exists between the central government in Jakarta and leadership at the regional level. The distribution of oil and gas revenues between the central government in Jakarta and regional governments in areas which produce oil and gas has been regularly disputed. Since Indonesia's transition to democracy in 1999, the country's regional governments have been pressing for a greater share of oil and gas revenues. In particular, the separatist movement in Aceh continues to cause security problems for oil and gas companies in that region, despite the government's energetic offensive against the separatists this year.

Moderates in Indonesia are warning the government of Susilo Bambang Yudhoyono that democracy is under threat from Islamic radicals.
Indonesia's senior clerics from the Ulema Council last week issued a series of edicts or fatwas calling for bans against certain religious groups, mixed marriages and liberal interpretations of Islam.
Critics of the conservative Council say the fatwas are interpreted literally by hardliners who have taken violent action against some of the groups named.
Respected Islamic scholar and president of the State Islamic University, Professor Azyumardi Azra, has made a direct appeal to the Mr Yudhoyono.
"I appeal to the Indonesian government, to President Susilo Bambang Yudhyono, to summon the Council of the Ulema to dialogue on this very crucial issue," he said.
"I think the Indonesian government should make it clear that these edicts have some negative consequences for the life of the nation."
