    No. 56 October-
December 1998 Worshipping cancer sticks The tobacco industry keeps the government afloat, but at a huge cost in ordinary lives.
    Catherine Reynolds.
One of the most evocative scents of Indonesia is the smell of kretek clove cigarettes. But behind the smoke haze of this rich sensory aroma few people contemplate the economics of Indonesia's tobacco industry. It is the government's largest source of revenue after oil, gas and timber, a reliable internal revenue, unlikely to suffer from external market fluctuations. This revenue recouped a staggering Rp 4.49 trillion in excise in 1997/98. That's over AU$ 2 billion at pre-crash exchange rates. Amazingly, the tobacco industry is also the second largest employer after government. Employment estimates range from 4 - 17 million workers, in areas such as farming, trading, transportation and advertising, as well as those actually involved in producing cigarettes. The Indonesian government is critically dependent on the industry. As a result, opposition to it is discouraged and cigarette advertisers have free rein. In 1996 for instance, Indonesia's Health Minister confirmed that 'the government had no intention of trying to regulate smoking through legislation'. PT Sampoerna is one of the largest Indonesian tobacco companies. They confidently noted in their 1995 Annual Report:

    Indonesian government pledges early elections
The new Cabinet met for the first time Monday May 25, 1998 Web posted at: 5:05 a.m. EDT (0905 GMT)
Vote will require changes in election laws
JAKARTA, Indonesia (CNN) Indonesia will hold parliamentary elections "as soon as possible" pending changes in election laws, the government's principal spokesman announced Monday. The government also announced that two prominent political prisoners jailed by former President Suharto will be released from prison as part of a continuing push for reform. Demands for new elections and political reform have intensified since Suharto resigned last week amid a crippling economic crisis, nationwide protests and violent riots. Legal experts say the changes and preparations for elections will happen soon. "If we can make it in six months or earlier, that would be good," State Secretary Akbar Tanjung said. "But it might also take one year." Tanjung made the announcement after the first meeting of Indonesia's new Cabinet, which was sworn in Sunday. President Bacharuddin Jusuf Habibie assumed office Thursday, after Suharto resigned, ending 32 years of authoritarian rule.

Introduction Indonesian Islamist Organisations What Kind of Threat do Indonesian Islamist Organisations Pose? What is the Presence of Al Qaeda and Other Transnational Extremist Organisations? ... Endnotes Introduction In the wake of the 11 September attacks on the United States, attention has turned to Indonesia, and the possibility of Islamic terrorist groups operating from or within that country. Indonesia has experienced a resurgence of Islamic activity since the fall of President Soeharto in 1998, but the vast majority of Indonesian Muslims practice a moderate form of the religion. Indonesia is the world's largest Islamic country, with 170 to 180 million Muslims out of a total population of around 215 million. Although most Indonesians are concerned with the response of the United States to the terrorist attacks, the vast majority do not as yet support militancy. However, some Islamist organisations have become increasingly vocal in the weeks since the attacks. In addition, a number of reports have pointed to connections between these groups and transnational terrorist networks such as Al Qaeda, the organisation headed by Osama bin Laden. Rohan Gunaratna from the St Andrew's University Centre for the Study of Terrorism and Political Violence has stated recently that the Al Qaeda network has a number of cells active in Indonesia.

This Advice is current for Friday, 23 September 2005.
The Advice was issued on Thursday, 22 September 2005, 17:22:39, AEST. This advice has been reviewed and reissued. It contains new information on health issues. The overall level of the advice has not changed. Australians are advised to defer non-essential travel to Indonesia. Australians in Indonesia who are concerned for their safety should consider departing. Australians who consider their presence in Indonesia to be essential should exercise extreme caution. The recommendation that Australians defer non-essential travel applies to Indonesia as a whole, including Bali. We continue to receive a stream of credible reporting suggesting that terrorists are in the advanced stages of planning attacks against Western interests in Indonesia. Attacks could occur at any time, anywhere in Indonesia and could be directed at any locations known to be frequented by foreigners. The bomb attack outside the Australian Embassy on 9 September 2004 underscores that the threat to Australians in Indonesia is real. On 29 August, Indonesian President Yudhoyono called for heightened security in Indonesia during September and October due to the risk of terrorist attack.

Indonesia Table of Contents By 1992 Suharto had been inaugurated five times as president, and a central political question since his fourth term had been that of succession. The succession issue could be resolved only with interplay among the leading political forces and institutions: ABRI, the bureaucracy, Islam, business groups, and the presidencybut, as of late 1992, a sixth term for Suharto seemed likely to many observers who instead watched more avidly the selection of a vice president. With the exception of the presidency, none of these groups or institutions was monolithic. They all had factions, dividing not only on issues of interest but also on religion, race, and ethnicity.
