Supreme Court highest court of land. Politics: Emphasis on consensus, unity, and controlled political development. Political ideologies other than Pancasila illegal. Since 1973 all political groups identified with three legal political organizations: Golkar, government surrogate party; and two opposition parties, Muslim-oriented United Development Party (PPP) and secularist Indonesian Democratic Party (PDI). DPR elections every five years preceding MPR session. Golkar has held absolute majority since early 1970s. Administrative Divisions: Twenty-four provinces (propinsi), two special regions (daerah istimewa), and one special capital city region (daerah khusus ibukota). These divisions subseparated into districts (kabupaten) and municipalities (kotamadya). Lower levels comprise subdistricts (kecamatan) and villages (desa).

Gingerich has looked out from the 21st floor office of Baker McKenzie headquarters in the Jakarta Stock Exchange building and seen something other than luxury high rises juxtaposed with metal roofed shacks, congested motorways, and the fleeting green of city parks which dot this sprawling city of more than 10 million people. Since 1997, his eyes have been drawn to the dozens of skeleton buildings, their interiors decaying as the elements pounded them day after day since the Asian Financial Crisis hit, bringing construction here to a screeching halt.     By 1992 Suharto had been inaugurated five times as president, and a central political question since his fourth term had been that of succession. The succession issue could be resolved only with interplay among the leading political forces and institutions: ABRI, the bureaucracy, Islam, business groups, and the presidencybut, as of late 1992, a sixth term for Suharto seemed likely to many observers who instead watched more avidly the selection of a vice president. With the exception of the presidency, none of these groups or institutions was monolithic. They all had factions, dividing not only on issues of interest but also on religion, race, and ethnicity.     Speedy and better coordination of relief work by the Indonesian Government could help Aceh recover
    Asian Human Rights Commission is deeply concerned by reports of delays in aid distribution in Indonesia, especially in the worst hit region of Aceh. Since the tsunamis hit Sumatra and Aceh, there has been an overwhelming international will and response for Indonesian victims. However, lack of clear distribution procedures, the limited capacity of the central government, and strict control of TNI over aid stocks, coupled with logistical issues faced on the ground, is making it impossible for international aid to reach survivors. AHRC urges the Indonesian Government to take positive steps to ensure the speedy delivery of international aid and assistance to people by sharing the responsibility of distribution with national and international humanitarian actors.
    Most of the north-west coast of Aceh province is obstructed by a mountain range and cut off from supply overland, with its bridges, roads, and harbours destroyed as a result of the tsunami. Reports from Indonesia suggest that at least 100,000 people have died and enormous numbers have become homeless.  Many are also suffering from skin and other diseases and most lack fresh water and food supplies.

    "A government official and a labor observer said on Thursday the widespread abuse of Indonesian migrant workers (TKI) was caused by the absence of an integrated system of protection during their employment." Ministry of Manpower and Transmigration spokesman Hotma Pandjaitan said the country had been developing its labor export sector for over 20 years, but had not yet taken the necessary measures to provide maximum protection for migrant workers. In addition, Jakarta had not yet signed any bilateral agreements with countries where Indonesian workers were employed, nor posted labor attaches to provide counsel and guidance to affected workers. "The government has submitted a draft law on labor protection to the House of Representatives and appointed manpower minister Jacob Nuwa Wea as its representative during the bill's deliberation. The government expects the bill to be endorsed in September," Hotma told The Jakarta Post by telephone. He was responding to the U.S.-based Human Rights Watch (HRW) report released on Wednesday, which declared the rampant abuse of migrant workers in Malaysia most of whom are Indonesian was directly related to the two countries' lack of laws protecting workers.
