AS-16-2003 A Statement by the Asian Human Rights Commission - AHRC Due to harassment by militia gangs and political elites connected to the Soeharto military rule, Indonesia's first preliminary investigations into the 1965-66 Massacre and the 1998 May Riot by the National Human Rights Commission (Komnas HAM) are both in danger of being shelved. The Commission was given a limited six-month timeframe to complete these inquiries. The period, which comes to a close on 15 May 2003, itself should be extended as it would be impossible for the execution of a proper and credible investigation; however, both of these inquiries have come under immense pressure to be terminated. Furthermore, the Commission has been pressured to make compromising recommendations calling for amnesty-based reconciliation efforts. Failure of the continuation of the inquiry will only reinforce and exacerbate the culture of impunity that continues to cloud the Indonesian government since the Soeharto regime. Under the direction of General Soeharto, between 1965-66 approximately 500,000 to two million people alleged to be communists were murdered, tortured, detained and abused by military order. In May 1998, 1,217 unarmed Indonesians, most of whom were Chinese Indonesian, were killed and 66 raped in riots organized by the military its final attempt to maintain Soeharto's power.

Traditional Political Culture
On Java power historically has been deployed through a patrimonial bureaucratic state in which proximity to the ruler was the key to command and rewards. This power can be described in terms of a patron-client relation in which the patron is the bapak (father or elder). The terms of deference and obedience to the ruler are conceived in the Javanese gustikawula (lord-subject) formulation, which describes man's relationship to God as well as the subject's relationship to his ruler. The reciprocal trait for obedience is benevolence. In other words, benefits flow from the center to the obedient. By extension government's developmental activities are a boon to the faithful. Bureaucratically Javanese culture is suffused with an attitude of obediencerespect for seniors, conformity to hierarchical authority, and avoidance of confrontation characteristics of the preindependence priyayi class whose roots go back to the traditional Javanese courts.

While the nation is made up of a number of differing language groups, there has long been a unity brought about by the national language, Bahasa Indonesia which has not only been politically unifying and a boon to business but has also developed its own beauty, partly because of the nature and the cultures of the people who use it. From time to time this culture section will feature special stories and reports which we feel are best labelled under this category. At the same time it would be difficult to find a story about Indonesia which is not "cultural" in some aspect.

Indonesia is the largest archipelago in the world. It consists of five major islands and about 30 smaller groups. The archipelago is on a crossroad between two oceans, the Pacific and the Indian, and bridges two continents, Asia and Australia. This strategic position has always influenced the cultural, social, political, and economic life of the country which has achieved independence from the Netherlands in 1949.
Current issues include: implementing IMF-mandated reforms of the banking sector, effecting a transition to a popularly elected government after four decades of authoritarianism, addressing charges of cronyism and corruption, holding the military accountable for human rights violations, and resolving growing separatist pressures in Aceh and Irian Jaya.

Those organizations are in the form of: foundations, institutions, informal organizations, and government institutions. The biggest number among them is informal organizations. The NPOs play very significant roles in promoting and protecting culture and arts. Each form of organization has specific area of activities. The main activities of culture and arts foundations are giving information regarding traditional culture, through publishing journals, multimedia information, training, seminars, coordinating exhibition and organizing festivals. Whitfield, III An expatriate manager asking about Indonesian employee motivation recently sent me the following question: Can you advise me how I can motivate my employees towards work without giving them financial alteration? Any strategy? I keep trying to explain to them how I work. Why we need to build our company and make money. They never understand WHY they are working and what for. Most of them have no motivation towards how they can improve themselves at work. I believe in this world that 'motivation' is the key to having a direct effect on change and a company’s growth and financial outcome in the long term. Any suggestion/comments? Employee motivation is one of the most important topics in my programs. It goes to the core of many an expatriate manager’s role while working in Indonesia. People are motivated by many different factors, of course. Expatriate managers working here may be motivated by the prospect of future promotion, high living standards, overseas experience, adventure, and many other factors. Indonesian managers, however, are working in their own country and are working in their own cultural support systems. Motivation differs between Indonesian business culture and standard Western business culture. In Indonesia, where business is always personal, motivation depends strongly, but not unsurprisingly, on more personal factors than those of the West.
