Meeting an Exceptional Student's Learning Expectations
When an IPRC identifies a student as an exceptional pupil, the principal must ensure that an Individual Education Plan (IEP) for that student is developed and maintained.     Autism Education Services for Children - the Law
    Introduction
    The rules or guidelines for special education in the United States and its territories are outlined in a federal law known as the Individuals with Disabilities Education Act (IDEA), formerly known as the Education of the Handicapped Act (EHA). Each state or territory develops its own policies for carrying out this Act. (You can read more about this law later in this document.) You'll need to find out what the early intervention or special education guidelines are in your state and area.
    The Rehabilitation Act of 1973, Section 504,
    prohibits discrimination against handicapped people. This law outlines procedures for providing services to students who have physical or mental impairments. Federal regulations under Section 504 are very similar to those under IDEA. The primary difference between the two federal statutes is that Section 504 requires reasonable accommodation to ensure non discrimination, while IDEA provides a sortof Affirmative A ction for students who qualify under the Act.

The purpose of annual review is to discuss your students' progress and to plan services for the upcoming school year. Several things need to be considered at the conference including:
    • Relevant information from instructional and/or related services providers, regarding the student's performance in academic and functional skill areas, social and adaptive behavior. Progress to date toward achieving long term goals and short term objectives or benchmarks in the student's IEP. Revisions to be made to the IEP. What transition services are needed for students aged 14.
    IEP teams are made up of parents and educators who serve the student. Sometimes parents will invite advocates or others to attend IEP meetings. Required members of the IEP team include:

    The delivery of special education services is governed by the federal law called IDEA (Individuals with Disabilities Education Act). Other students, however, perhaps because of medication side effects or slowed memory, have major problems with learning. Parents should know there is help for their struggling children with epilepsy in the form of an Individual Education Plan or IEP.     Individuals with Disabilities Education Act (IDEA) : IDEA was restructured in 1997. The act has four sections: I. General Provisions, II. Assistance for Education of All Children with Disabilities, III. Infants and Toddlers with Disabilities, and IV. National Activities to Improve Education of Children with Disabilities. One particularly important aspect of the restructuring effort was the changes made to Individual Education Plans (IEPs) for students with disabilities. Also, as the American Speech and Language Association website explains, “The IEP members have also been expanded to include, among others, the special education teacher, and the regular education teacher, as appropriate. Related services personnel may be specified as team members by the school or the parents.”

    By Sherryl Berti The inclusion program at Chelsea Vocational High School concluded its fourth year in June 2002 with eleven students, five paraprofessionals and a District 75 special education teacher. (District 75, services students with moderate to severe disabilities in New York Citys five boroughs.) Having a variety of strengths and areas of concern, three students were fully included in general classes and eight received the support of one study period per day; all received full or part time paraprofessional assistance in their general education classes and the help of the special education teacher during study and/or as needed. District 75 provided paraprofessionals with individualized support and weekly group meetings for training in observation, strategies and adaptations. The role of the inclusion paraprofessionals was many-faceted: they encouraged all learners in the class, adapted class work to inclusion students needs, and monitored the process-oriented goals of each inclusion students Individual Education Program (IEP) .

    Each of these will be defined briefly:
    • Description of child: Present level of functioning: The first section of the IEP includes both demographic information about the child and a description of the child's strengths and needs. Parents should be sure to include information about what the child can do, what his or her strengths are, and what learning style he or she presents (e.g. He needs visual cues for directions; he works best in small, quiet spaces). This section also includes results of the initial observations and testing.
      Goals and Objectives: Goals are written for the results that the team would like to see the child achieve during that year (annual goals). They are to be written in a positive, measurable way (e.g. Given a picture board, Sean will make his needs clear to his teachers). Objectives are shorter-term benchmarks, designed to measure progress along the way to the goal. They may include how much assistance the child is to be given, how accurate the child must be, how often a behavior is to be shown, etc.

    The reauthorized Individuals with Disabilities Education Improvement Act, which takes effect July 1, 2005 will usher in sweeping changes to schools' special-education programs. Among them: Individual Education Plans for most students no longer will contain short-term goals, parents now will bear the burden for proving that a child's disruptive behavior stems from a disability and special-ed teachers will have to be "highly qualified" under the law's provisions. When new IDEA starts, school-home communication will be more vital than ever: Even though IEPs after July 1 no longer will include short-term goals, parents should still feel free to ask teachers what steps their child needs to take toward the long-term goals.
