Education Welcome to Country Welcome to Country, also known as the Traditional Welcome, is where the Traditional Owners of the region (usually an Elder) welcome people to their land. It usually occurs at big events and formal functions involving people from other parts of the country and other countries and allows the Traditional Owners to give their blessing for the event to take place on their land. Acknowledging the Traditional Owners As a sign of respect for Aboriginal and Torres Strait Islander protocol, it is also appropriate for non-Indigenous speakers at a meeting or public event to acknowledge the Traditional Owners of the place of the event at the beginning of the event. It is also a significant and symbolic reconciliation gesture. 'Acknowledgement of Country' may also occur when Traditional Elders are not available to provide an official 'Welcome to Country'. Some suggested examples of the appropriate way to Acknowledge the Traditional Owners, are listed below.

Author's Note: In the above work, notice the sense of expanding serenity and groundedness, the feeling of being held within multiple flowings of vast energy. The three women are seen from above, not as portraits (which in any event would be ephemeral since their essential home is in Dreamtime), but as integrated energy-fields composed of the same energies as the world around them.     UNDP - Associate Expert on Indigenous People (Main body of report converted to HTML by SDNP Guyana, 1999) Guyana, located in the northeast of South America, is a rather small multiracial and English-speaking country. The approximately 740,000 people living in the country is made up out of Amerindians (5.3 %), Blacks (30.5 %), East Indians (51.4 %), Chinese (0.2 %), White (2.1 %), and Mixed (10 %). During the last decade, popula- tion figures have been declining due to the out-migration of Guyanese for economic reasons, mainly to the United States of America. There are 4 natural regions : For administrative purposes, Guyana is divided into 10 regions : Guyana is also known as "the land of many waters", because of the many rivers in the country. Most regional boundaries are following the natural features of rivers. The name "Indigenous People" is an alien term for Guyanese to the extent that almost everybody, indigenous persons included, speak about the "Amerindians". Originally, the Guyana Shield counted many more tribes as in today's situation. Scientists like W. Edwards, found proof that the Amerindian occupation of Guyana goes back as far as 12,000 years. But since early colonization many peoples, among which the Maiongkongs, the Maopityans, the Drios, Tarumas, Amaripas and Pianoghottos, disappeared or assimilated with the mainstream of Guyanese society. In today's Guyana, there still exist nine indigenous tribes living scattered all over the Country. These are the Akawaio (3,800), Arekuna (475), Arawak (15,000), Macushi (Braz. Macuxi - 7,000), Wapishanas (6,000), Patamuna (4,700), Waiwai (198), Warrau (4,700) and Carib (2,700). They belong to three different linguistic groups : the Arawakan, the Cariban and the Warrauan. There are also a few members of other tribes in Guyana (Trio, Atorad, Taruma). In most cases, these people immigrated from neighboring countries and settled in Guyana, as in the case of the Trio at Cashew Island in the vicinity of the Rio Novo.

    This article explores the entitlement of indigenous peoples to preferential treatment in linguistic affairs, relative to other individuals. This is due not to their position as a minority, but to the acknowledgement in international law, as well as in some national jurisdictions, that indigenous peoples occupy a unique political and legal niche, with corresponding privileges not necessarily available to others.     Indigenous peoples In recent years, there have been significant advances in international thinking and action on indigenous issues and rights. The International Decade of the World's Indigenous People, being celebrated between 1995-2004, has brought with it advances such as the establishment of the Permanent Forum on Indigenous Issues. The theme for the Decade is 'Indigenous People: Partnership in Action'. The main objective is the strengthening of international cooperation for the solution of problems faced by indigenous people in such areas as human rights, the environment, education and health. In 2001, a Special Rapporteur on the situation of the human rights and fundamental freedoms of indigenous people was appointed in order to gather and receive information and communications from all relevant sources, including Governments, indigenous people themselves and their communities and organizations, on violations of their human rights and fundamental freedoms. The United Nations, its partners and indigenous peoples have developed a programme of work that sets standards in regards to indigenous peoples and their rights. An equally important process has been to review developments regularly. The Working Group on Indigenous Populations (WGIP) has attended to both these activities since 1982.

    From the perspective of political economy, the cultural characteristics of indigenous life which most directly relate to ecology are currently the most marginalized. That is, indigenous peoples are often the target of external economic domination by multinational businesses which seek to exploit indigenous homelands often with the help of the nation-state in which indigenous peoples reside. These issues of diversity and economic exploitation are central to any discussion of indigenous traditions and ecology as many of the indigenous peoples, their cosmologies, and ritual practices discussed below are actually in danger of being extinguished by absorption into mainstream societies and by destruction of indigenous homelands through resource extraction.
