We the undersigned Canadian organizations and representatives are writing to highlight the need for the World Bank to strengthen its draft OP 4.10 in order to ensure that the policy sufficiently meets international standards and guarantees on the rights of Indigenous Peoples. In our opinion, for the operational policy to be seen to be credible and effective it must contain mandatory provisions that:
    • Are consistent with protections for Indigenous Peoples’ rights under existing international human rights standards, in particular the right to self-determination;
    • Prohibit the World Bank from funding projects that risk contravening a borrower’s obligations under international human rights and environmental agreements;

    reviewed by Kimberley Wilde
    This is, firstly, a book written for Indigenous researchers by an Indigenous researcher. Non-Indigenous researchers are not excluded from this project; there is an implicit invitation to participate in the transformation of research processes, and the broader social contexts in which research is conducted. However, the centering discourse of this book is the repositioning of Indigenous peoples and Indigenous knowledge systems, and the development of research methodologies, methods, and ethical guidelines that are inherently Indigenous.
    Tuhiwai Smith has designed her approach as a series of essays that challenge the historical and contemporary epistemology of Western knowledge. The intersections of imperialism, knowledge and research are the territory in which alternative knowledge systems and ways of knowing are explored by the author. Smith likens imperialism to a virus that finds new ways to re-form and re-create itself, resistant to antibodies. Colonialism, as an outpost of imperialism, drawn from imperialist imaginations, becomes an image of an imperialist future self...

    The Constitution of Brazil, of 1988, assured indigenous peoples a respect for their social organization, customs, languages, beliefs and traditions, and recognized their original right over the lands that they have traditionally occupied. These were important conquests in the defense of the Rights of the indigenous peopl who live in Brazil. It was the result of a long process of obtaining public support, awareness, mobilization and pressure on the part of the indigenous movement and support for the indigenous peoples. During the work of the Constituent Assembly that prepared the Constitution between 1987 and 1988, the indigenous peoples and their allies were active in Congress, demanding their rights, discussing proposals and influencing congressmen and public opinion in general. The result was the approval of the rights consecrated in previous constitutions and an expansion of the definition of other important guarantees in the current Brazilian constitution, promulgated on October 8, 1988. NAIROBI, Kenya, February 8, 2001 (ENS) - Native farmers high in the Andean mountains grow abundant yields of potatoes and quinoa despite floods, frosts, and droughts. They use a system of terraces, canals and raised fields that evolved over 3,000 years ago. The Turkana tribe of Kenya plans crop planting around knowledge of the behavior of frogs and birds, such as the ground hornbill, spotted eagle owl and nightjar, which are revered as "prophets of rain." The BaAka pygmies of the Central African Republic use plants to cure many of their most common illnesses. Several plants are known and used to treat the same disease. Because they grow in different types of forest, the pygmies can cure themselves when travelling. A new report carried out on behalf of the United Nations Environment Programme (UNEP) warns that such indigenous systems for environmentally harmonious living may soon be lost forever as a result of growing globalization. The study, based on work by hundreds of academics, claims many indigenous languages and cultures are already teetering on the brink of extinction in the face of globalization.

    Pakiwaitara : A visually arresting and wonderful "Story Index" of 20 Maori storytelling sites; 19 of them offer one tale each, many told by Hana Weka in evocative, powerful prose (several of the others are nicely illustrated with photos of geological features "explained" by their myths). Near the bottom of the list is "Legends from Rotorua": if you click on this one, you'll access 12 more tales at a site called "Maori Memories, Legend and Folklore." For yet one more additional tale, look near the top of the list for "How the Kiwi Lost His Wings" (a great little tale! to save the trees, which were being killed by bugs, the little kiwi sacrificed his wings in order to remain grounded forever, eating the bugs): if you click on this tale and read to the bottom, its homepage link will give you access to yet one more story, "Te Houtaewa," about a swift running trickster. Note : see under "COMMON THEMES: Earth Goddesses" for direct links to three of Hana Weka's narratives about the Earth-Mother and her offspring; and "COMMON THEMES: Sky Gods" for Hana Weka's re-telling of the "forgotten brother" who stayed with his Sky-God father.
