A major emphasis for the Indiana Center for Family, School & Community Partnerships is on expanding the "Parents As Teachers" (PAT) program to reach more Hoosier families. PAT gives parents of children birth to five information about child development and parenting practices that optimize children's intellectual, physical and social growth. National research clearly shows that the program works. Children of families who have been in PAT demonstrate advanced language development, problem-solving and social skills, not only at age three, but into elementary school. Once in school, they have a lower grade retention rate and higher acheivement test scores. The Center is partnering with two Indiana agencies to increase the number of families participating in PAT: Birth-to-Five, Inc.

Indiana Partnership for Statewide Education Course Development Proposal
Preparing Teachers for Literacy Instruction in the Elementary School
Ball State University
  • Abstract Due to significant changes in the field of literacy instruction and shifts in teacher licensure and assessment, there is a need for a course that prepares teachers for literacy instruction in the 21 st century. For the proposed course, learners will access weekly modules through a web page in which they will learn about current theories of literacy learning as well as current methods of instruction, grouping, and evaluation. For each topic, students will be involved in a variety of learning opportunities that are unique to the Internet such as on-line discussion groups, chat groups, and listservs. Funding in the amount of $7000.00 is requested for released time for the Project Director, which will allow her the opportunity to develop the course.
    Narrative
  • Needs to be addressed and learners to be served The field of literacy education has undergone significant change in the past decade, from a focus on phonics, to a focus on whole language and literature-based methods, and back to a focus on phonics again. In addition, tremendous advances in instructional technology have left many teachers in the dust. It is difficult for practicing teachers to keep up with these changes. The proposed course would be a way for these busy elementary school teachers to become apprised about what is happening in the field of literacy education. Furthermore, teacher licensure is also changing in Indiana. Teachers will soon be subjected to performance-based assessment. They will have to be able to demonstrate and document that they are proficient teachers of reading and writing in their elementary schools and that they can and do use technology effectively to enhance learning.

We recommend that you seek Indiana licensing even if you do not think that you will want to teach in Indiana. Having been licensed in the State usually will make it easier to seek licensing in other states and may exempt you from future changes in Indiana licensing requirements. Application forms and information packets for Indiana teacher licensing are available in the Registrar’s Office. When you have completed the application, return it to the Registrar’s Office with all of the required materials so that we can complete the recommendation portion and forward it to the State. Refer to the form headed Process for Obtaining an Indiana Teacher’s License in the information packet for complete instructions.
