State Department of Education Requirements Although all states must comply with the federal provision of No Child Left Behind, many states have programs for mid-career changers individuals who already have a bachelor's degree—that are alternatives to the traditional route to teacher certification. Just as teacher certification requirements differ from state to state, so do alternative certification program offerings. In the State Departments of Education directory, RNT provides resources developed by the National Center for Alternative Certification: a coded list of alternative certification programs offered in each state, and an alternative licensure key that describes details about the types of programs offered by each state.

Holly Zanville, Associate Vice Chancellor for Academic Affairs, and Andrew Duncan, Director, the Southwestern Oregon University Center conducted the study. The study's key purposes were to:

  • Special Education A Career in Special Education Teaching students with disabilities can offer unique challenges and personal satisfaction. Job opportunities for graduates of special education programs are plentiful. In fact, Indiana and many other states have reported at least moderate shortages of special education teachers in all areas of disabilities. Since Ball State's programs focus mainly on preparing teachers, most graduates become teachers in special education programs in public schools. Other graduates become resource-room teachers or, at the master's degree level, consultants, coordinators, or supervisors. Many other graduates find jobs in residential schools like the Indiana School for the Deaf, community agency programs like sheltered workshops, rehabilitation programs, hospitals with large pediatric units, and preschools operated by United Cerebral Palsy, the Society for Crippled Children and Adults, and the Association for Retarded Citizens.

    Ivy Tech Community College of Indiana has now been approved by the State of Indiana to be a provider of Certification Renewal Units (CRUs), which are required for Indiana master's degreed teachers to renew their state teaching licenses.

    Indiana teacher licenses are initially valid for a period of 10 years. After that initial term, the professional license must be renewed every five years . The license may be renewed by completing six semester hours of approved college courses or 90 CRUs every five years.
    Ivy Tech has been approved for a total of 55 credit courses in the areas of Computer Information Systems, Visual Communications, and Design Technology, along with 28 non-credit continuing education courses. Additional courses may be added to meet recertification needs.

    The search for an alternate route to certify teachers has generated ideological debates revolving around educational quality. Supporters of traditional teacher certification argue that to improve the quality of education it is imperative to ensure that both professional knowledge and subject-matter competency are grounded in a solid foundation of pedagogical training (Roth, 1986; Shulman, 1986, 1987; Watts, 1986; Kennedy, 1990).
    DEFINITIONS
    The alternative certification process includes holding a bachelors degree in the subject to be taught; achieving a passing score on a certification test; undergoing brief, intensive teacher training; and completing a supervised teaching internship, after which certification is recommended by the employing school district. It generally is a process designed to certify candidates who have subject-matter competencies, without going through formal teacher preparation. Alternative certification programs are being experimented with in 39 states, with the general goals of attracting talented people and career changers to the teaching profession and averting teacher shortages where they exist. Feistritzer and Chester (1991) identified about 91 alternative routes to certification with varying programmatic characteristics.

    The National Academy of Needlearts offers a Teachers' Certification Program which includes training in all aspects of embroidery instruction, from the development of teaching and presentation skills to study in design and color and the production of the written work necessary for the successful teaching of needle arts. NAN's program is suited to either the novice or the experienced teacher of the needlearts who wishes to develop and refine her/his instructional skills. Full certification requires three years of intensive study. During that time the candidate designs and develops several classes in her/his chosen medium, and compiles a viable portfolio of her/his own original teaching pieces.
