EDUCATION AND THE PROFESSIONS Before the Civil War, African-American children were barred by state law from attending public schools, although in a few individual cases they appear to have attended "white" schools. For the most part such schooling as they received was in schools financed out of their own meager resources. A fortunate few attended two private academies, the Union Literary Institute in Randolph County and the Eleutherian Institute in Jefferson County. In 1869 the state legislature provided that Blacks might attend public, racially segregated schools. In 1877 the law was amended to allow school officials to decide whether to maintain separate schools. In towns in the southern part of the state schools were segregated. In Indianapolis most elementary schools were segregated, but there was no separate high school for African-Americans until the 1920s. As a result of the "great migration" of Blacks from the South, powerful white groups began to demand the tightening of segregation. Indiana area residents enjoy the “best of both worlds” – the benefits of proximity to a major city, as well as the more placid lifestyle and sense of community afforded by a smaller town. The total population of the district is approximately 32,000. Indiana is also home to Indiana University of Pennsylvania (IUP), the largest university in the State System of Higher Education More than 14,000 students are enrolled in IUP’s undergraduate and graduate programs. IUP is the area’s largest employer and its presence in the community offers accessibility to many educational, cultural, and recreational opportunities exclusive to a university town. The District: Indiana Area School District is located in the county seat of Indiana County and encompasses 82 square miles. The District serves students from Indiana and Shelocta Boroughs and the surrounding White and Armstrong Townships respectively.

Project Grant Proposal: Implementation of IPM in the Monroe County School Corporation

1.) Project Summary This program has been developed by, and is designed to be implemented in a partnership including MCCSC, IU's School of Public and Environmental Affairs (IU, SPEA), and Purdue U's Cooperative Extension (Entomology Dept.). 2.) Project Rational The primary rational for this project is to demonstrate, via expanding the existing pilot program, to this school district and other school districts in Indiana that insect pest management can be more economical while presenting less liability in terms of pesticide exposure to humans and the environment. This project would rely foremost on what these institutions are about - education. This application proposes that an IPM program be implemented in the local school corporation. The logic of this approach is two fold: 1) The use of pesticides in and around schools (landscape and turf) is a concern of parents and teachers in terms of possible exposure, and does contribute to the overall run-off of pesticides into the waters of this region. It has been determined that the use of pesticides in this system can be significantly reduced; 2) By involving the staff, faculty and students (and by extension-their parents) of these schools, an effective, economical, and transferable pollution prevention program could be demonstrated to the majority of household throughout the region. Which then could be exampled to the other users (farmers, foresters, landscapers) of pollution prevention technologies.

Indiana School Boards Association What is ISBA? As the voice of over 1,683 Indiana school board members, the Indiana School Boards Association is proud to be of service. ISBA represents community leaders who are entrusted with instructing and molding the kindergarten through 12th grade population of the state. The mission: to assist local school boards in their respective governance roles through education, services, information, and legislative advocacy, ensuring the opportunity for the highest quality public education for all children. Looking back to the Association's beginning, it is easy to see the program has continuously changed as the problems and the needs of local school boards have changed. In 1949, the Indiana School Boards Association was officially organized. Prior to 1949, the ISBA was defined as an ineffective and harmless "Ladies' Aid Society," where the board members attended one annual dinner at which time they were to be seen and not heard. Gradually the ISBA added new members, increased its budget and expanded its services. Since 1949, the ISBA has grown from just one executive director to seven professional and three support staff members.

Vanderstel The constitution of 1816 served Indiana well during the earliest years of statehood. However, over the ensuing three decades, Indiana experienced numerous changes which necessitated a revision of the document. The population grew from approximately 64,000 in 1816 to 988,000 by 1850 ; the economy moved beyond pioneer subsistence to a more diverse, specialized system which depended upon mercantile, manufacturing, and agricultural production ; and the society in general became much more complex. Consequently, Hoosiers recognized that they needed to rewrite their constitution in order to address the problems and issues that had emerged during these early years and to prepare the state for the years to come. Since the original state constitution was the product of a concern for popular democratic government, it provided the means by which the citizens of Indiana could amend or alter their governing document in later years. Article 8 stated that "every twelfth year, . . . at the general election held for Governor there shall be a poll opened, in which the qualified Electors of the State shall express, by vote, whether they are in favour of calling a convention, or not." Between the years 1820 and 1847, Hoosiers attempted fifteen times to call a convention for the purpose of revising their constitution; they were successful five times in bringing the matter to a referendum vote. It was not until 1848, however, that Governor James Whitcomb, members of the General Assembly, and Indiana voters in general united in a call for a constitutional convention.

    Indiana Schools Take Note of Gender Gap
    Friday, February 18, 2005 Monday, January 17, 2005 A recent article in the Indianapolis Star describes local school districts' growing concern of gender-based achievement gaps. The article notes that the state-level leadership is not taking much note of the problem, but districts and individual schools are starting to act. Some of the potential causes the article suggests are familiar enough: developmental differences, fewer male role models in a era of increasingly common no-father families and dwindling numbers of male teachers (especially in primary grades). The article also notes the probable wide impact of pro-girl programs and strategies. Several schools have tried the approach of segregating classes by gender; the general sense is that this has been successful so far, but more concrete results will be forthcoming in the spring when a round of standardized testing will hopefully confirm teachers' and parents' impressions: From a teacher: "We don't have an answer yet," Norlin-Weaver said. "But I think we have in place all of the tools that we need to not only increase the awareness of gender but also to try to identify what the appropriate programs and services are."

    Maintaining discipline while maximizing educational opportunities
    BLOOMINGTON, Ind. The Center for Evaluation and Education Policy at Indiana University in Bloomington and the Indiana Youth Services Association are releasing major new findings on out-of-school suspension, expulsion and disciplinary alternatives in Indiana in an effort to contribute to a statewide dialogue on school discipline. This week the project, Children Left Behind, released a set of three briefing papers focusing on the extent to which school exclusion is effective or necessary in maintaining safe and productive school climates. While schools must make every effort to ensure safe school climates, the findings of the CLB project reveal that out-of-school suspension and expulsion do not appear to contribute to that goal. Key findings of the project include:
    • At the national level, higher rates of out-of-school suspensions are associated with poorer school climate, higher dropout rates and lower achievement.
