Chapter 5. Financial Assistance for Health Coverage
Help is available to certain low-income residents of Indiana who cannot afford to buy health insurance. Medicaid, the Breast and Cervical Cancer Early Detection Program and other programs offer frees or subsidized health insurance coverage, direct medical services and other help. This chapter provides summary information about these programs and contact information for further assistance. In addition, the federal Health Coverage Tax Credit (HCTC) Program provides tax credits to early retirees and some workers who lose their jobs or whose work hours and wages are reduced as a result of increased imports. This chapter provides summary information about these programs and contact information for further assistance.
Medicaid
Medicaid is a program that provides health coverage to some low-income Indiana residents. Hoosier Healthwise is the Medicaid managed care program that covers families with children and pregnant women if state and federal guidelines are met. The elderly, and people with disabilities can also enroll in Medicaid if state and federal guidelines are met. Legal residents who are not U.S. citizens may be eligible for Medicaid. Non-citizens who do not have immigration documents cannot enroll in Medicaid, but may be covered if treated for an emergency condition.

  • As part of the 1999-2004 Plan of Work, Purdue University Extension Staff have worked hard to institutionalize programming for At-Risk Audiences (children, youth and families). Although there were 16 major issues identified, only seven of those dealt with programming for At-Risk Audiences. Instead of developing one common vision, we have developed common visions for each of the seven (7) issue areas listed above. Each of the POW Issue teams is now developing outcomes and outcome indicators. New outcome instruments have already been developed in the areas of parenting, nutrition, and youth development.

Anita Risdon, Family and Social Services Administration 317-232-1149 "Access to healthcare is vital to the health and well-being of Indiana's children," said Dr. Judy Monroe, state health commissioner. "That is why it is so important for state agencies such as the Department of Health, the Department of Education and Family and Social Services to work together to ensure that families know about existing programs and services like Hoosier Healthwise." Studies indicate that in 2005, approximately 785,000 Indiana residents will be uninsured for the entire year. Uninsured children are seven times more likely to go without needed medical care than children with insurance, which can lead to hospital visits or serious illness that could have been prevented. Unfortunately, many uninsured families are faced with the difficult decision of whether to pay for medical care or to buy groceries.

This page maintained by Peggy Wild Introduction This document includes several components that define Family and Consumer Sciences Education in Indiana: (1) curriculum rationale , (2) statement of philosophy , including vision and mission statements, (3) summary of state rules , including approved middle level requirements high school course titles for FACS and O'FACS , definitions for approved programs (vocational status) majors minors , and social studies requirement for graduation, technology requirement for graduation, and teacher license requirements for all FACS courses (4) curriculum frameworks for thirteen of the approved high school Family and Consumer Sciences courses and course descriptions for the remaining courses, and (5) the plan for developing of the remaining state-approved high school Family and Consumer Sciences courses for which curriculum frameworks are yet to be developed. This work has been accomplished through a highly participatory process in which hundreds of Family and Consumer Sciences professionals, other education personnel, and representatives of business and industry have contributed their expertise and perspectives. This material provides guidelines for local schools to use in evaluating, developing, and revising their own Family and Consumer Sciences programs. As a "work in progress", it is being distributed to Family and Consumer Sciences teachers across the state for their use and critique. The expectation is that as teachers use the materials, they will provide feedback for use in regular revising and up-dating so that the Family and Consumer Sciences program stays relevant as changes occur in family and society and in the educational community.

Indiana Programs and Services for People with Developmental Disabilities There are a variety of programs and services in Indiana for children and adults with developmental disabilities. Following is a list of government funded programs and services, and organizations that may provide additional advocacy, information, or services Supplemental Security Income (SSI)
SSI is federal financial assistance, in the form of a monthly check, for eligible individuals who have disabilities and who have little income or assets. Children with disabilities may be eligible for SSI, depending on their level of disability and family income. National toll free number

Early intervention services are available to all infants and toddlers (birth to age 3) with a disability, or at-risk of disability, through the First Steps program. Indiana Organ Procurement Organization (IOPO) is a nonprofit health service dedicated to advancing organ, tissue, and eye donation throughout Indiana. IOPO has regional offices in Fort Wayne, South Bend, Evansville and Indianapolis to serve the people of Indiana and more than 130 Indiana hospitals. IOPO is the link between people waiting for a transplant and potential donors. IOPO coordinates organ donation with UNOS, Indiana donor families, the transplant teams, the donor and recipient hospitals and recipient families. Since our founding in 1988, IOPO has served as a conduit for nearly 3,000 organ transplants in Indiana. In Indiana, transplants are performed at Lutheran Hospital of Indiana in Fort Wayne, Clarian Health (Methodist, IU, Riley) in Indianapolis, and St. Vincent Hospital and Health Services in Indianapolis. Transplant teams and tissue recovery teams travel to hospitals statewide to perform donor procedures. Donation procedures are complex, especially with organs that must be transplanted within hours. Coordination can entail more than 100 phone calls to take care of notification, scheduling, and transportation. IOPO has special teams that take care of all these details.
IOPO also gives young members of donor families a cuddly Forget-Me-Not Bear. Originally, the bear was intended for children who lost a loved one who was a donor, but it seems to comfort people of all ages and all walks of life.

I. Strategic Planning Process Defined
Successful RBA efforts involve strategic planning, implementation, monitoring, and evaluation (which will ultimately provide data that will be used in future planning and implementation efforts). Strategic planning, an essential first step in the development of a results-based accountability system, is defined as the process of addressing the following questions:
  • Where are we?
  • What do we have to work with?
  • Where do we want to be?
  • How do we get there?
This process is undertaken by states, organizations, programs, and sub-programs. The steps involved in developing a strategic plan are described below. Although this process appears systematic and rational, it is often iterative and evolves substantially over time. Further, it is subject to political pressure and will be modified accordingly. Some strategic planning efforts may not include all the steps described. The elements and process described in the next section should be modified depending on context.
