The U.S. Department of Education has published final regulations designed to reduce administrative burdens for student-aid program participants. The new regulations were developed as the result of two negotiated rulemaking panels on student-loan issues and other program issues earlier this year. With the exception of new regulations governing the packaging of GEAR UP scholarships, which are effective Dec. 2, 2002, all of the regulations are effective July 1, 2003. Postsecondary institutions, education lenders, guarantors and state grant agencies may, at their discretion, choose to implement all of the provisions of the new rules prior to their effective date.     Ordinance Wildlife and Waterfowl Feeding Policy Parks contain hazards that you or your family may not normally encounter. Please obey the following regulations while visiting the county parks to make your visit an enjoyable and safe visit. A partial list of our regulations is as follows:
    • Alcoholic beverages are prohibited. Smoking is not permitted in park lodges. ATV's, snowmobiles and motorized trailbikes are prohibited on county park lands. Bicycles are prohibited on park hiking trails. Pets are permitted, but they must be leashed at all times. The leash may not exceed 6 feet in length. Fires are permitted only in grills or fire rings. Swimming is not permitted in park lakes or streams. Observe a reduced and safe driving speed. Fireworks are prohibited. Firearms are prohibited, except in areas designated for hunting. Hunters should obey all safety zones and game laws of the PA Game Commission.

    CBA Points to Strong Consumer Protections with Federal DNC Rules
    ARLINGTON, Va., Feb. 17, 2005 – The Consumer Bankers Association pointed to strong consumer protection rules under federal do-not-call regulations, in response to allegations by the Indiana Attorney General that citizens would be harmed if the Indiana do-not-call rules are superceded. The Federal do-not-call list incorporates everyone who signed up for the Indiana list, and in addition, federal law requires that every company maintain its own separate do-not-call list, to ensure that citizens are protected from unwanted calls, CBA said. Federal law prohibits companies from calling anyone who has requested not to be called, contrary to suggestions CBA and its members support the Federal do-not-call system, which has good consumer protection rules. We simply want one set of consumer protection rules, rather than rules in different states,” CBA President Joe Belew said. CBA asked the Federal Communications Commission to determine whether the federal Telephone Customer Protection Act (TCPA) supercedes state laws in Indiana, Wisconsin and New Jersey.

    Indiana law does not specifically address home-schooling. Parents who choose to educate their children at home are considered home-school operators, although no permission is required from the state. Home schools are required to provide at least 180 days of instruction each year and to keep attendance records, although no oversight is provided. In a policy brief, Kunzman notes that Indiana superintendents surveyed on the subject of home-schooling called for more regulation. As the number of home-schoolers continues to increase, the demand for accountability grows. Indiana should look to states with stricter regulations for models. New York and Pennsylvania, for example, require annual notice to local superintendents. They specify subject areas for instruction and require annual assessments. Greater accountability would allow the state to separate parents who are serious about education from those who are looking for a loophole.

  • The full realization of the 1997 reauthorization of IDEA has resulted in changes in state regulations and procedures. For example, the Indiana State Board of Education is currently revising Article 7, Special Education Rules, to reflect modifications of services to children with special educational needs. SLPs must be familiar with the federal and state requirements so that they may modify communication therapy to comply with regulations. To best meet the needs of students with communication disorders, continuing education opportunities for SLPs are needed. SLPs working in schools are requesting instruction to allow them to stay informed of current developments within the profession. Additionally, there are SLPs who have worked within healthcare settings who are now interested in working in public schools and therefore require additional education to prepare them for working in school settings.     Find People Background Recognizing the need to safeguard the rights and welfare of human subjects who participate in social and behavioral science research, The National Research Act of 1974 requires institutional review for research involving human beings. The Federal Policy for the Protection of Human Subjects, known as the Common Rule and published in the Federal Register, Vol. 56, No. 117, June 18, 1991, represents the latest Federal regulations for protection of human subjects. As of October 1, 2000, the National Institutes of Health (NIH) requires researchers with NIH funding to have institutional certification of educational training with respect to the use of human subjects in research. Indiana University has developed a web based educational module on the basic principles and procedures of human subjects research, available at : In order to be certified by Indiana University, researchers must successfully take a multiple choice, web based test covering these basic principles and provide evidence of participation in an education program on the use of human subjects in research. Completion of the module or participation in a workshop will satisfy this requirement. Renewal of the certification will be required every three years. This is now a campus requirement, regardless of funding. See
