Summary Report on the NCREL Capacity Building Conference on No Child Left Behind
Naperville Illinois
September 18, 2002 This conference was designed to help state and local education agencies, as well as education service providers, move the comprehensive NCLB legislation into the field with as much ease as possible. Over 100 participants, representing a variety of stakeholders from throughout the NCREL region, gathered to discuss strategies for effectively putting NCLB into practice. State-level educational representatives shared implementation plans with districts; topical experts contributed their insight on building capacity to respond to NCLB; and education professionals met with others with similar responsibilities to discuss options to leverage resources in response to NCLB. This summary includes an overview of participant questions from your states and customized responses from the corresponding state education agencies. Gina Burkhardt, Executive Director of NCREL, opened the meeting with a welcome address and a meeting outline. Paul Kimmelman, Special Advisor to the Executive Director at NCREL, presented an overview of NCLB regulations and guidelines. Susan Sclafani, Counselor to the U.S. Secretary of Education, Rod Paige, gave the keynote address, in which Dr. Sclafani provided an overview of the strengths of the NCLB legislation. She emphasized that the new legislation is serious that no child will be left behind. The four pillars of No Child Left Behind are accountability, local control and flexibility, parental choice, and doing what works. The goal of the legislation is that all students be proficient by 2014. She said that while she understands that change is difficult, the old ways of public education are no longer acceptable.

Educational Accountability
Acknowledging the current accountability debate of whether or not it is discriminatory to measure disaggregated student achievement, President Bush responded, "It is discriminatory not to measure, because guess who gets shuffled through the system? Guess who just gets shoved through? It's generally children whose parents don't have money. It's generally minority kids. We're just going to move them through, and hope they come out okay in the end. Well, they don't come out okay in the end" (The White House, 2003). The No Child Left Behind (NCLB) Act has required states to implement a system that holds schools and districts accountable for the academic achievement of all While the legislation creates a unique opportunity for educators and empowers parents with information about the quality of their child's school, complying with the accountability component of the NCLB Act can be challenging for educators and policymakers. The North Central Regional Educational Laboratory (NCREL) has compiled an extensive list of resources to help bring understanding and capacity to the issue. Reference The White House. (2003, September 9).

This bill would change Indiana law such that no person shall be required, as a condition of training, employment, pay, promotion, or privileges, to dispense either (A) a medical device or drug that may result in, or that is intended to result in, an abortion; or (B) artificial birth control. So the nurse who refused to give emergency contraception to a rape victim, the pharmacist who refused to fill your prescription for birth control pills, and the gas station attendant who refused to sell you condoms would all be protected by law. Senate Bill 166—misuse of education funds This bill would require each Indiana school corporation to include instruction regarding human fetal development in its high school health education curriculum, including descriptions and photographs of each stage of fetal development and health consequences of early termination of pregnancy. In a state that does not require school corporations to teach sex education, this would be a needless misuse of both state and local education resources, and could potentially result in a curriculum designed solely as anti-choice propaganda.

Admission
In addition to the general admission requirements for IUSB, prospective music students must take the following steps:
  • Students must audition on their major instrument. A later change of major instrument will require an additional audition. For information about audition dates and repertoire, contact the School of the Arts office. All entering students must complete an assessment process to determine their placement in music theory and music history classes. There is no charge for this examination, which is scheduled every semester. Contact the School of the Arts office for examination dates.
  • Once the above steps are completed, the student may be certified as a music major. However, up to the time when 45 credit hours are successfully completed, the student may transfer to another academic program, either at the student’s request or on the recommendation of the music faculty.
    Transfer Students
Transfer students must audition in a major performing area for admission to a particular curriculum. Applicants with cumulative grade point averages below the requirement may petition for admission on probationary status on the basis of musical talent demonstrated by an audition before music faculty members.

A small but growing number of school-aged children will not routinely spend time in a school classroom this year. Instead, these children engage in HOME SCHOOLINGthat is, they will pursue learning at home or elsewhere in the community. There is no one way to do it. One family may begin with opening ceremonies to signal the start of the daily routine and follow a scheduled curriculum. Another family may opt for child-led learning, where parents provide help as the child expresses interest in a topic. Usually parents provide supervision and help, but most children assume increasing responsibility for choosing and carrying out projects as they mature. Most families involved in home schooling organize activities with other families. Some children spend part of their time at a local public or private school, or a nearby college.
WHAT ARE THE ORIGINS OF HOME SCHOOLING?
