Indiana's debate over special ed students and testing
Indiana's Chronicle-Tribunes states that educators are "divided" over the treatment of special education students by the NCLB Act Special education students have for years avoided taking grade-level exams and, instead, have taken alternative exams that measure their progress toward individual academic goals. But the No Child Left Behind Act, signed by President George W. Bush in January 2002, requires all students, even those with serious learning disabilities, to pass the same reading and math tests as other students their age. The goal: to ensure that even disabled students become proficient in those subjects. "There is no doubt that we have much work to do in the area of special education to make sure students are taught the very same curriculum that they are assessed on," said Lynn Gosser, director of the Grant County Special Education Cooperative... Although the gaps are smaller in lower grades, by the 10th grade, they are in the double digits...Those numbers prompted Gosser to send a letter to the Indiana Department of Education last October requesting a change in the accountability system. It would mean a student's performance would be tracked not to the school the student attends, but to the one in which the student's legal residence falls. All five superintendents in Grant County supported the letter. The state DOE has not yet rendered a decision.

Is America truly a divided country? The Bush administration maintains that the No Child Left Behind Act established the purest form of public school accountability to date, a touchstone of education policy since the days of John Dewey.
But local educators speak of that law as the undoing of the public school system as we know it. President Bush's landmark education initiative holds schools responsible if students special education, general education, poor, minority and otherwise don't meet minimum test scores.
In January, on the two-year anniversary of the act, Bush hailed it as "a great piece of legislation which is making a difference around our country."
Six days later, the National Education Association, on behalf of more than 2.7 million educators nationwide, released a blistering study that showed No Child Left Behind has been severely underfunded and poorly executed in short, a failure.
    Are any children left behind?

Instead of protecting medical privacy rights, the attorney general is selling them out to his fishing expedition," Planned Parenthood of Indiana CEO Betty Cockrum said. "We take our patients' privacy very seriously." Earlier this month, an agent of the Medicaid Fraud Control Unit (MFCU) of the Office of the Indiana Attorney General entered three Planned Parenthood health centers in Indiana (in Bloomington, Franklin and Lafayette), and demanded medical information of specific minors who had received reproductive health services. Information regarding eight patients was turned over to the agent. On Friday, March 11, the director of the Indiana Medicaid Fraud Control Unit informed us of his intent to seize an additional 73 medical records from 19 Planned Parenthood health centers.
