Provides energy, economics, and environmental curricular materials and workshops to kindergarten through grade 12 classroom teachers across Indiana. The Energy, Economics, and the Environment publication consists of case studies supported by classroom activities, actions, and issues. Completing the Cycle-It's Up to Me contains 55 interdisciplinary lessons that focus on recycling and the environment. This curriculum for kindergarten through grade 8 was written by classroom teachers from Frankfort Community Schools and Crawfordsville Community Schools. The Phase I booklet is designed for use in kindergarten through grade 3 and Phase II is for use in grades 4 through 8. A minimal charge will be assessed for each publication. A list of other available environmental and energy education materials is available upon request. A State education agency that provides primary school and secondary school teachers with staff development programs and curricular assistance in environmental and energy education.

Regional Educational Laboratory Support of the
Comprehensive School Reform Program
(May 2003-March 2004)
Overview
The Regional Educational Laboratory (REL) Network continues to provide focused support to national, state, and local efforts in the implementation of the Comprehensive School Reform (CSR) program during this contract. The support that was given encompasses the following areas:
  • Service and technical assistance to states, districts, and schools. Tools and resources developed to assist states, schools, and districts with their implementation of the CSR Program. Research on school reform program implementation and sustainability.
The goal of the network's focused support at all levels is to ensure that schools understand how to analyze their needs and choose research-based school reform models and strategies that best work to meet those needs. The REL Network also strives to:
  • Help schools successfully design and implement comprehensive plans that encompass the 11 components of the CSR Program. Modify their plans until there is ongoing school and student success.

By Sue Merritt Based on the success of the states’ No Child Left Behind (NCLB) Cost Consortium, which is concluding soon, CCSSO announces the formation of a cost consortium for 2005-2006. The consortium provides an opportunity for states to pool scarce funds to accurately calculate the cost of implementing NCLB on a state specific template, obtain technical assistance with the template, and create a forum for discussion of cost issues.

Charter schools—public schools that are exempt from many of the procedural regulations that apply to regular public schools—are a widespread but poorly-studied form of education reform. With nearly 2,700 charter schools now educating more than 684,000 children nationwide, policymakers and parents need to know how the education charter schools provide compares to that provided by regular public schools.
Assessing the academic performance of charter schools is difficult, because many charter schools are targeted toward specific populations such as at-risk students, disabled students, and juvenile delinquents. This makes it very challenging for researchers to draw a fair comparison—comparing targeted charter schools to regular public schools is like comparing apples and zebras. As a result, there are very few reliable research findings on the academic quality of charter schools as compared to regular public schools.
