Nonprofit trade associations, coalitions, service delivery networks, and other NGOs are valuable sources of information on school health. Nearly 70 national NGOs collaborated with EDC on the book Health is Academic: A Guide to Coordinated School Health Programs . They appear with an asterisk (*) next to their names. Federal Agencies Listed here are the major federal agencies that address different aspects of school health in its broadest definition and in specific or targeted initiatives. Viewing Changes from a Long-Term Perspective
The last 25 years of the 20th century witnessed fundamental changes in state postsecondary education structures. These changes reflect broader societal trends, including shifting economic conditions, as well as movements in the prevailing views about the role of government in domestic policy. Notwithstanding these changes, though, certain policy issues appeared consistently in the debates about governance throughout this period.
Changes Reflecting Broader Societal Trends
A few states established statewide governing or coordinating structures in the first half of the 20th century, but the most dramatic increase in states with these structures occurred in the 1960s. Two forces spurred these changes: Pressures to manage proliferation of institutions and programs, and to curb unnecessary duplication as states responded to dramatic enrollment increases The prevailing public management approaches of the time emphasizing rational planning and quantitative analysis.

Improving Lives: Ensuring the Academic Success of Low-Income Adults
- This three-year project from the American Council on Education seeks to identify policies and programs that allow low-income adults to meet their educational goals. This Web site also highlights policy barriers that impede the academic progress of adult learners. An online resource guide of state and federal programs targeted toward low-income adults is featured, as are numerous reports.
Low-Income Adults in Profile: Improving Lives Through Higher Education
- This report from the American Council on Education presents data about low-income adults and adult college students, including background characteristics, academic profiles and the policy and institutional obstacles faced by low-income adult learners. The report also features an essay by economists Anthony Carnevale and Donna Desrochers outlining the economic and social imperatives of investing in the education of low-income adults. US State Government Aid The Free Application for Federal Student Aid (FAFSA) is used to apply for most state loan, grant and scholarship programs, in addition to the federal loans and grants. When you submit the FAFSA to the US Department of Education, they forward the information on the form to the state student assistance agency. Each state has a different FAFSA submission deadline. If you submit your FAFSA by March 1, you will be in time for all state deadlines, other than Michigan. If you miss the deadline, you will be ineligible to receive state aid for the entire academic year. Procedures for applying for state prepaid tuition programs and the national guard differ from state to state. The amount of information provided on the state web sites varies from state to states. Some states provide comprehensive information about residency requirements , loan, grant, scholarship and prepaid tuition programs and other state aid programs. Others provide minimal information. Description
Representatives from NCREL and various educational service agencies (ESAs) from states throughout the North Central region (Iowa, Illinois, Indiana, Michigan, Minnesota, Ohio, and Wisconsin) have been engaged in an ongoing, collaborative alliance since June 1992. Over the years, NCREL and the ESAs have attempted to create and put into operation both a "knowledge utilization system" and a "network" of governance and service delivery providers in the North Central region. Composed of three directors from each of the North Central region's statewide educational service units, the ESA Alliance serves as a market research group, a product and service dissemination network, and a partner in joint development initiatives with NCREL.

State Department of Education Requirements Although all states must comply with the federal provision of No Child Left Behind, many states have programs for mid-career changers individuals who already have a bachelor's degree—that are alternatives to the traditional route to teacher certification. Just as teacher certification requirements differ from state to state, so do alternative certification program offerings. In the State Departments of Education directory, RNT provides resources developed by the National Center for Alternative Certification: a coded list of alternative certification programs offered in each state, and an alternative licensure key that describes details about the types of programs offered by each state.
As this information about alternative certification is subject to change, you will still want to call for the most up-to-date information. Some states offer this information online and others will mail you a packet about state-approved alternative certification programs and requirements.
