Master of Education in Special Education
The Master's of Education concentrations in special education seek to provide breadth and depth to professionals holding an initial degree in special education. The program also provides options for those seeking initial licensure in special education from general education or unrelated fields. Additionally, the concentrations allow specialization in the following areas: mild disabilities; moderate/severe disabilities; early childhood special education; gifted education and emotional/behavioral disabilities. The program and department are accredited by the Southern Association of Colleges and Schools and the National Council for Accreditation in Teacher Education. Program Requirements A program of study for the student is prepared in consultation with the faculty of the program. A typical program of study includes the following:

Special  Learning  Needs  Consultant Estimates of the percentage of U.S. school-age children with learning difficulties are as high as 30 percent. [1]  In its 1987 report to Congress, the Interagency Committee on Learning Disabilities summarized a review of available learning disabilities prevalence research and concluded that: In the absence of good prevalence data, the Committee believes that 5 percent to 10 percent is a reasonable estimate of the percentage of persons affected by learning disabilities.  It is clear the prevalence is somewhat higher among socio-economically disadvantaged populations. [2] In studies conducted by the President’s Committee on Employment for People with Disabilities it was found that 10 to 14 percent of adults in the workplace have learning disabilities. [3] A survey of 567 adults with learning disabilities conducted by the association for Children and Adults with Learning Disabilities (now Learning Disabilities Association of America) found that 210 (37 percent) were unemployed. oclarke@nwitimes.com

Jessica Neal wants to be the type of special education teacher her sister didn't always have. "She came out of high school not knowing how to read," Neal said. "Nobody took the time to help her. That made me mad. I wish I could have done something. Maybe I could help someone else." When Neal graduates in June from Lowell Senior High School she plans to attend Purdue University Calumet and become a special education teacher. A good special education teacher can mean everything to a student's future, yet some educators say not enough special ed teachers exist to satisfy demands. Growing groups of students with certain disabilities, high burnout rates for teachers and changes in requirements can create this shortage. "Some teachers just aren't right for the job," Neal said. "Some schools don't even have a special education program. What are they supposed to do?" In 2003, 14.7 percent of the total Illinois public school enrollment, ages 6 to 21, received special education services. This percentage is above the national percentage of 11.6 percent, according to a 2003 Illinois State Board of Education annual state report.

Often this means going to a due process hearing in order to force the schools to comply with the federal and state protections afforded children with special needs.
Parents frequently do not know what their children's rights are in terms of the education and services offered by the schools, and they frequently feel intimidated by school staffs during case conference committee meetings and feel that they have little input into the child's Individualized Education Plan (IEP).
These problems can have serious impact and their children's progress can be hampered by that lack of knowledge.
"What we have is what you get" is NOT what the federal and state laws provide.
The schools are required, by law, to devise an INDIVIDUALIZED education program for a child, based on that child's individual needs (not on the school's staffing or budget problems) that is reasonably calculated to confer MEANINGFUL educational benefit.

Making Education Work for Children with Special Needs
Tips for families from the Indiana Parent Information Network, Inc.
Children with Disabilities or chronic illnesses often need special supports to help them learn. Your child may need an individual education plan, special equipment, special meals at school, nursing care or other kinds of help. There are Several federal laws that protect the rights of children with special needs. Depending on the needs and age of your child, you may want to ask for services under one or more of the following laws:
  • Birth to Three: Individuals with Disabilities Education Act. Early Intervention (Part C) Three to Twenty-One: Individuals with Disabilities Education Act. Special Education (Part B) All Ages: Section 504 of the Rehabilitation Act
You may also want to learn about other lawas like The Americans with Disabilities Act (ADA), Family Educational Rights and Privacy Act (FERPA), Carl D. Perkins Vocational Act, and the Technology-Related Assistance for Individuals with Disabilities Act (Tech Act).
Birth to Three
Part C of the Individuals with Disabilities Education Act(IDEA) provides many kinds of services and special supports for eligible infants and toddlers: In Indiana, this is called the First Steps Early Intervention System. First steps offer services to children birth to three who:
