    Three Southern Indiana Cities to Link Through $50 Million Greenway Project
    6/3/2003 8:34:56 AM The Greenway will create a park like setting along the banks of the Ohio River connecting three municipalities: New Albany, Clarksville, and Jeffersonville. The project area is approximately seven miles in length and includes land access to the Falls of the Ohio National Wildlife and Conservation Area. The connection of each community to one another is a project that involves state, federal, and local funds. The estimated cost, allocated over the construction phases, will be approximately 50 million dollars. Major construction features include access through floodwalls and bridges spanning Mill Creek and Silver Creek. Recreation features and access routes, including a roadway and a combined bicycle and pedestrian walkway, will be constructed in phases culminating in a seamless project. One of the primary aims of the project is to provide actual and visual access to the Ohio River. The project will include overlooks, picnic areas, and historical interpretation. It is envisioned that each community will coordinate activities with one another and create a "people?s place" with active and passive recreation. The area will be transformed from a series of disconnected and in some cases, unplanned landscapes into an attraction that highlights the cultural resources, business community, and recreational opportunities that are possible. The quality of life in the entire region will benefit from the Greenway?s success.

    Ind. Law - State may jump on red-light camera bandwagon
    "State may jump on red-light camera bandwagon: Local intersections would be among those getting watchdogs under legislative plan." This is the headline to this story today in the Indianapolis Star . Some quotes: Indianapolis drivers could be among the first in the state to face intersection cameras intended to nab those who blow through red lights if lawmakers approve the idea this year, city officials said Tuesday. The proposal would let 10 Indiana cities and towns test the $55,000 cameras, which snap pictures of license plates on cars that run a stoplight, and Indianapolis would apply to be a part of the pilot program. Despite privacy concerns, red-light cameras are gaining popularity nationwide, and the idea may have a better shot in Indiana this year because Republicans control both the General Assembly and the governor's office. * * * The current proposal would let cities and towns issue citations up to $100 based on the pictures but also would require signs to alert drivers that cameras are in use. Only 10 intersections in each community would be covered during the initial period.

    "Bill offers shield from sewer penalties" is the headline to an AP story today by Rick Callahan. Some quotes: INDIANAPOLIS Environmentalists told a Senate committee yesterday that they support legislation to protect Indiana's cities and towns from costly penalties as long as they are working to fix their overflow-prone sewers. * * * In 102 Indiana cities and towns with so-called combined sewer systems, both sanitary waste and storm runoff are funneled into the same sewer lines. During rainy periods, those systems are overwhelmed and raw sewage must be dumped into waterways. Legislation passed by the General Assembly in 2000 gave these communities temporary exemptions from water-quality standards to discharge sewage during and after storms if they have a state-approved plan for fixing their sewers. The new bill addresses issues left unresolved by the original legislation, said its sponsor, Sen. Beverly Gard, R-Greenfield. A key aspect of that is protecting cities and towns from penalties that could sap their ability to continue their sewer upgrades.

Cross-town travel grinds to a halt an average of seven hours each day, hampering commerce and periodically causing accidents, some of them deadly, as motorists try to beat the trains by racing across the Norfolk Southern Corp. tracks. "We're ecstatic to have this money," said Wayne Kramer, a city spokesman who said a 2002 study showed train-related traffic jams cost the city $7 million annually in lost worker productivity, and also increases pollution and poses a public safety threat. The Elkhart project, and a similar one in Vincennes in southwestern Indiana, are part of the $889 million Indiana would receive annually over the next six years as part of the nearly $300 billion highway spending plan.

    The Trail Neighbors The Indiana Trails Study was designed to obtain attitudes and opinions from those property owners who lived adjacent to the trail, known as trail neighbors. It was determined early that the best method to survey the trail neighbors was a sample of all adjacent property owners as provided by the trail agency. Each agency was asked to provide a listing of trail neighbors from their city records so that all neighbors, as defined by the local trail agency, would receive the mail survey. Response rates from the trail cities ranged from 38% to 51% after follow-up mailings; with an average response rate
