Ind. Gov't. - Indiana boards "on the chopping block"
Following along on the progress of the Governor's board bills, the Fort Wayne Journal Gazette reports today, in a story by Niki Kelly: More than 200 state boards and commissions are on the chopping block under a bill heard Thursday that is backed by Gov. Mitch Daniels. House Bill 1188 aims to eliminate ineffective or wasteful boards and commissions that exist in state government, many of which cost Indiana per-diem pay and travel reimbursements. Some of the entities haven’t met in years or involve more minor issues, such as the Boiler and Pressure Vessel Rules Board; the Civil War Flags Commission; the Indiana Egg Board and the Indiana State Capitol Athletic Council. Others, though, have major regulatory or policy roles, including the Education Roundtable, State Board of Education, State Ethics Commission, Indiana Board of Tax Review and the troubled Intelenet Commission. “A review of these boards and commissions and their functions is needed to determine if they are still needed or should be abolished,” said Rep. Rich McClain, R-Logansport, author of the bill. * * *

Indiana Government - Daniels' resignation request surprises education panel members
"Daniels' request surprises education panel members" is the headline to this story today in the Indianapolis Star that begins: Hoosiers serving on boards setting policy for public schools and universities were troubled and surprised by news Monday that Gov. Mitch Daniels intended to seek their resignations. Quite a few said they wouldn't comply. Members of both education panels agreed widespread changes would wipe out the depth of experience and historical knowledge on the boards and that could harm Indiana's efforts to improve its schools and universities. "I don't think that is good policy at all," said Bryon E. Klute, a higher education commission member who intends to finish his term. "For someone who is brilliant and put in all kinds of hours, why would you ask that?" The 14-member Indiana Commission for Higher Education and the 10-member State Board of Education are among 11 appointed panels Daniels wants to overhaul..

Indiana School Boards Association What is ISBA? As the voice of over 1,683 Indiana school board members, the Indiana School Boards Association is proud to be of service. ISBA represents community leaders who are entrusted with instructing and molding the kindergarten through 12th grade population of the state. The mission: to assist local school boards in their respective governance roles through education, services, information, and legislative advocacy, ensuring the opportunity for the highest quality public education for all children. Looking back to the Association's beginning, it is easy to see the program has continuously changed as the problems and the needs of local school boards have changed. In 1949, the Indiana School Boards Association was officially organized. Prior to 1949, the ISBA was defined as an ineffective and harmless "Ladies' Aid Society," where the board members attended one annual dinner at which time they were to be seen and not heard. Gradually the ISBA added new members, increased its budget and expanded its services. Since 1949, the ISBA has grown from just one executive director to seven professional and three support staff members.

Indiana School Boards Association Board Development Certification Awards Program (CAP) What is the Certification/ Awards Program? "The purpose of the Indiana School Boards Association shall be the instruction of individual public school board members for the purpose of developing his/her ability to serve in that capacity. . ." ISBA Constitution and Bylaws Through the opportunities sponsored by ISBA, school board members are provided training programs to help them effectively fulfill their duties as leaders of public education in Indiana. These programs use a variety of strategies to assist participants in broadening their knowledge base regarding efficient and effective governance of public elementary and secondary education. Academies, conferences, seminars and retreats are some methods of delivering information of assistance to board members. The ISBA believes that voluntary participation by board members in their own training enhances board effectiveness. In order to identify the involvement and participation in good boardmanship activities, a Certification/Awards Program (CAP) exists to recognize individual board members and entire school boards. Other state school board associations have programs similar to ISBA's in place. In fact, some states mandate board member training and accreditation.
