Dr. John Huie, vice president of Purdue University, and Dr. Neil Theobald of the Indiana University Education Policy Center presented on the second panel. Their comments focused on the implications for eliminating property taxes as a revenue source for public education in Indiana. As co-chair of the Governor's Commission on Taxes, Dr. Huie began by describing the purpose and work of the Commission. The Commission is composed of representatives from every taxpaying group in the state, including farmers, realtors, citizens, schools, universities, towns, counties, and townships. Its number one priority is to explore substitute strategies to reduce the property tax. One approach is to target tax relief to population groups, such as low-income citizens, homeowners, or small business owners. A second approach is to shift certain funds away from property tax support to state support. Funds for consideration may be the general fund, city welfare, or others. Dr. Theobald

PORTAGE The days of black puffs of smoke emitting from the tailpipes of Portage Township School buses could be numbered.
The School Board recently gave approval to seek bids for biodiesel fuel, a fuel alternative consisting of 20 percent soybeans and 80 percent diesel fuel. "It is a good alternative to reduce emissions on buses," said PTS Director of Transportation Dave Harman. Less emissions mean cleaner air, especially for children who ride one of the township's 96 buses back and forth to school each day.
Biodiesel fuel isn't new. The School City of Hammond has used it in their buses for three years.
"If you were behind one of our buses, there would be no fumes, no black smoke," Hammond's Director of Transportation Alexander Fraser said. The alternative fuel burns so clean, said Fraser, that when Hammond first began using it, the maintenance department had to change fuel filters more than usual because the biodiesel fuel was cleaning out the buses' engines, tanks and pipes. Fraser said in his district's experience school mechanics have not been able to identify any ill effects of using biodiesel fuel, and they have seen a slight increase in fuel mileage per gallon.

History
Opportunity House opened during the 1999-2000 school year. During the first semester, the overall program and curriculum were developed. Student enrollment began the second semester. Opportunity House is a fully accredited alternative educational program with the State of Indiana. All financial considerations are overseen by the Danville Community School Corporation.
Opportunity House was originally developed by the school administrations of the three neighboring school corporations: Danville Community Schools, Mill Creek Community Schools and North West Hendricks Schools. The three founding superintendents assisted in the development and funding to help students at risk.
Staff
The staff at Opportunity House consists of the director/teacher of alternative education and one (1) support staff member. The director is the administrator of the program as well as the lead teacher. Support staff assists the director in his/her development, assessment, and success of the program.
Alternative Education
Alternative schools have emerged as a way to denote schools and programs targeting students who are or who have been unsuccessful in the traditional school environment. School corporations may see this alternative as a means of dropout prevention and/or remediation. Students admitted into an alternative program may be parenting, in the juvenile court system, homeless, having family problems, or experiencing other obstacles to learning in the traditional school. The Purdue University Cooperative Extension Service since 1991 has been involved with a special project which partners Juvenile Court judges and Extension educators at the local community level. A county Extension educator and a Circuit Court judge saw a need for such cooperation in order to address the needs of today's youth and families. Together they developed a training package for community teams of an Extension educator, the judge with juvenile court jurisdiction, and other law enforcement and human service personnel. Each team participated in two three-day training sessions, assessed community needs, conducted community information sessions, and developed and implemented plans of action to address alcohol and substance abuse issues and other juvenile issues identified by the assessment process. As a result of the CSR Initiative in Indiana, local community teams have generated various levels of community and organizational involvement in juvenile justice issues and developed local community action plans. Efforts to evaluate the CSR project have been challenging because of this variety.

Buildings
The Alternative Power and Energy Grant Program provided financial incentives to businesses, nonprofit institutions, and local government agencies to install alternative energy systems in building heating and cooling, power generation, and other non-transportation applications of alternative energy. Eligible projects included applications of photovoltaics, active solar, geothermal, wind, hydro, waste to energy, and biomass energy systems. It promoted wind resources and helped to develop those resources, promoted biomass fuels through workshops, promoted the USDA Section 9006 energy program, and supported the DOE regional biomass energy program. The Energy Building Codes and Sustainable Facilities activity worked to promote the adoption of up-to-date energy codes and sponsored statewide energy codes training and workshops for code officials, builders, and designers. It partnered with the Sustainable Buildings Industry Council and the US Green Buildings Council to promote green buildings, and worked with state agencies to identify energy saving opportunities at their facilities. It provided funding to state agencies for energy upgrades.

CURRENT OUTREACH PROGRAMS
In expanding its Youth Outreach to Porter County, NIAA has seen the success of a mural project taught by Fred Gonzalez for students aged 7-14 at Hilltop Neighborhood House, grow into year-round programming. Upcoming projects include drumming in various cultures, utilizing found objects to create a piece of environmental art, and street tap. As a culmination of the first full year of their NIAA art instruction, Hilltop students will demonstrate their drumming and dance skills at a performance. Both the mural and sculpture will remain at the facility permanently.
"Toot ‘n Doodle," NIAA’s six-year partnership with the Northwest Indiana Symphony gives over 800 second graders a chance to try out musical instruments and complete a music-inspired art project. In response to teacher requests, the new "Rhythm and Hues" program introduces an additional 800 first graders to drums and other percussion instruments, as well as art basics such as texture, color and pattern.
