Federal Update
Paul Kimmelman, Ed.D. Dr. Kimmelman provided an update on the political climate in Washington, D.C., and on events that have impacted or will impact educational issues. Dr. Kimmelman suggests that the degree of federal support for the educational work of the states is higher than states realize. He encourages states to keep this in mind as they think of ways to recreate themselves to address new and different educational trends while tackling the most critical issues, such as high school graduation rates. An excerpt from Helping Students Graduate: A Strategic Approach to Dropout Prevention Alternative Schooling (Written by Terry Cash) From a very broad perspective, the term alternative education refers to all educational programs that fall outside the traditional K–12 school system, including home schooling and special programs for gifted children. As an at-risk intervention strategy, however, the concept is more narrowly defined. For the purposes of this chapter, we consider an alternative school to be a school for students who have exhibited academic and discipline problems, as well as those having difficulty adjusting to the traditional school routine for a myriad of reasons. It could be a separate facility where students are transferred when they are s uspended or expelled, or it could b e a school-within-a-school. Either way, the program is specifically designed to reach students who are at risk of academic failure and dropping out of school. Alternative schools are prevalent in virtually every school district in America and recently have begun to develop a significant presence in Europe. Although alternative schools have proliferated in the past decade, not only in numbers but also in school mission and philosophy, there is no reliable information on the number and kinds of alternative schools in existence today. Individual alternative schools develop their own schedule, their own organizational structure, and their own standards and criteria for success. Only recently have alternative schools been compelled to provide standards-related information on the students they serve, such as attendance, academic gain, number of dropouts, number of students returned to a regular school program, recidivism rates, discipline statistics. A systematic and reliable process is needed on the state and national levels to secure these data for further review and dissemination.

Indianapolis Public Schools, the state's largest school system, serves students within the old city boundaries. The remaining districts of Beech Grove, Decatur, Franklin, Lawrence, Perry, Pike, Speedway, Warren, Washington and Wayne serve the rest of the county. It's the call every parent dreads hearing his or her child has been suspended and faces expulsion.
Parents of students at Pierce Middle School in Merrillville and Crown Point High School got those calls this fall and have since questioned how their children were punished for first-time offenses involving drugs and alcohol. In Merrillville, where the school district has a zero tolerance policy for students that encompasses alcohol, drugs and weapons, the parents of an eighth-grader accused of tasting alcohol at school won their daughter's expulsion appeal.
In Crown Point, where the school district doesn't use zero tolerance, two boys expelled for allegedly smoking marijuana in the school's parking lot weren't as lucky.
Some parents and even school officials are hoping the schools will re-examine their policies and figure out how to help students who've gotten into trouble and, at the same time, keep them in the classroom.

Sample Selection
Information from the pilot study helped guide the allocation of the total sample to the two major categories of districts: districts that reported alternative schools in the CCD and those that did not report alternative schools in the CCD. Within each category, the samples were further allocated to district size strata (less than 2,500, 2,500 to 9,999, 10,000 or more) in rough proportion to the aggregate square root of the enrollment in the stratum. The sampling frame was also ordered by metropolitan status (urban, suburban, rural) and region (Northeast, Southeast, Central, West) to induce additional implicit stratification. Within each primary stratum, districts were selected systematically and with equal probabilities. The sampling frame constructed consisted of 14,619 regular public school districts during the 1998–99 school year. After the stratum sample sizes were determined, a final sample of 1,609 districts was systematically selected from the sorted file using independent random starts. The 50 states and the District of Columbia were included in the sample, while school districts in the outlying U.S. territories were excluded. Districts are of three types: unified, secondary, and elementary. Unified districts serve students across all grade levels and comprised 83 percent of the total sample (table A-1). Secondary districts comprised 2 percent, and elementary districts (i.e., serving grades no higher than grade 8) comprised 15 percent of the sample.

    The City of Indianapolis, led by Mayor Bart Peterson, and the Indianapolis Public Schools (IPS) will provide "at risk" students at a new alternative high school and middle school with the latest communications advances via a grant from 3Com's Urban Challenge program. Using the grant, the schools, one which will occupy a retail space donated by the Simon Youth Foundation (SYF) and the other located in Indianapolis' historic Union Station, will deploy 3Com switching and voice technologies to help students attending these schools bridge the digital divide.
    Working with SYF, students will use the 3Com systems to enhance a self-paced, self-directed curricula developed by IPS. After hours courses will include GED programs and 3Com's NetPrep program, a two-year course that introduces juniors and seniors to careers in network management and prepares them to earn an associate's degree in network administration.
    The middle school will use 3Com technologies for network services designed to sharpen students' focus on values and leadership skills. Students attending these alternative schools will receive mentoring from community role models. The Indiana Pacers of the National Basketball Association are a key sponsor of the project. One school will actually be named "Pacers Academy." IPS is primarily using 3Com equipment today, and the two new schools will be connected to the IPS backbone.
    The partnership between 3Com, the city of Indianapolis, IPS, and the Simon Youth Foundation, exemplifies what government, business and our schools can do together to help America's youth.

    Current ... Contact Us Program Focus TACO U Northeastern High School senior Drew Rhoda wanted to explore whether going on to college was right for him. The TACO U (Take A Course On Us) program available at his local Ivy Tech campus gave him that opportunity. Through TACO U, Drew signed up for English 111 and is now thoroughly enjoying the course. He has adapted well to his three-hour night classes though he does acknowledge that there is definitely an increased responsibility expected of college students. Drew has been accepted at a four-year university, and plans to begin his studies there next fall. He would recommend TACO U to fellow high school seniors, but emphasizes that college is very different from high school and students need to be prepared to accept the increased responsibility. Stephanie Hill Alexander is very enthusiastic about the program. "TACO U has really been a labor of love for me. I've seen many apprehensive students walk through the door and I've seen TACO U change those students. They gain confidence and the knowledge that they can be successful in college. It's been really amazing."

    The East Gibson School Corporation consists of Wood Memorial High School, Wood Memorial Junior High School and three kindergarten through sixth grade schools that are located in Oakland City, Mackey and Francisco. The corporation was organized Jan. 1, 1965. The total student enrollment is 1,042 for 2003-2004. Enrollment for each school is: Wood Memorial High School, 340; Junior High School, 161; Oakland City Elementary, 284; Barton Township School, 144; and Francisco Elementary, 113. North Gibson School Corporation has an enrollment of 2,105 youths from Princeton, Patoka, Hazleton and the Mt.
