China, India strengthen trade ties
Indian Foreign Minister Jaswant Singh meets with Chinese Vice Premier Qian Qichen From Lisa Rose Weaver CNN Correspondent BEIJING, China (CNN) Indian Foreign Minister Jaswant Singh has ended a five-day visit to China with increased economic cooperation high on the agenda for improving bilateral ties between the two Asian giants. In a move aimed at softening their often strained political relations, the world's two most populous nations have agreed to a timeline for solving tensions that have been festering since they fought a brief border war 40 years ago. Two-way trade was high on the agenda, with China setting an ambitious goal of tripling bilateral trade with India to $10bn by the end of the year. Singh's visit, which began a day after direct commercial flights between India and China were launched Thursday, paves the way for Premier Zhu Rongji to travel to India later this year.

In a case that has sparked outrage across India, parents of the children are accusing the B.C. Roy Memorial Child Hospital in Kolkata of negligence and health officials concede conditions at the hospital are far from adequate. Grieving parents allege their babies were starved of bottled oxygen and died slowly. Most of the children who died in the past two days were suffering from respiratory problems, stomach ailments and meningitis. India restores ties with Pakistan
Vajpayee has offered to open talks with Pakistan on Kashmir. Story Tools SPECIAL REPORT Kashmir history Where conflict rules NEW DELHI, India (CNN) India has said it will restore full diplomatic ties with Pakistan, appointing a new ambassador to Islamabad and renewing air links between the two neighbors. Ties with Islamabad were cut last year as both sides moved to the brink of war during a tense standoff over the Kashmir region, sparked by a militant attack on India's parliament. "It has been decided to appoint a high commissioner in Pakistan and to restore civil aviation links," Indian Prime Minister Atal Behari Vajpayee told Parliament on Friday. "We're committed to the improvement of relations with Pakistan and are willing to grasp at every opportunity for doing so." Pakistani Information Minister Sheikh Rashid Ahmed responded positively from Islamabad. "We appreciate this decision. This is a good gesture," he said. "It is a good start." Calling it a "good step in the right direction in normalizing relations," diplomatic sources told CNN they expected Islamabad to reciprocate soon, possibly sometime Friday.

LUCKNOW, India (Reuters) A bitterly cold winter in northern India killed 43 people overnight, raising the toll from near-freezing temperatures sweeping the region since Christmas to 189, officials said on Thursday. Agra, the city of the Taj Mahal, and adjoining districts were the coldest, with heavy fog and an icy breeze during the day. The temperature dipped to three degrees Celsius (37 Farenheit) at night. Day temperatures were 10 degrees Celsius below normal in most parts of the Uttar Pradesh state, officials said. Weather officials said the cold snap would continue for another few days, putting at risk poor and homeless people, who depend on government agencies for relief. "The administration is doing its best to ensure whatever respite is possible within our means. Beyond that we have to depend on God's mercy," Ambika Chaudhary, revenue minister of Uttar Pradesh, told Reuters.

Russia backs India on terror
The situation in Kashmir remains extremely tense NEW DELHI (CNN) Russia's foreign affairs minister has condemned "continued acts of cross-border terrorism against India" and supported that country's demand Pakistan clamp down on groups India blames for the attacks. Foreign Minister Igor Ivanov's sentiments were contained in a joint statement he issued with Jaswant Singh, Indian Minister of External Affairs, during his visit to New Delhi Sunday. India has charged that Pakistan is backing Muslim extremist groups that have staged a number of terrorist attacks, including the deadly one in December against the Indian Parliament in New Delhi. As a result, hundreds of thousands of troops from the nuclear-armed countries remain poised at their common border. Last month, Pakistan's President, General Pervez Musharraf, announced a ban on four militant Islamic groups, including two that were blamed for the December 13 attack on the Indian Parliament that killed 14 people.
