India official: No government edict on open source

APRIL 01, 2003 (IDG NEWS SERVICE) The Indian government will not back open-source software to the exclusion of proprietary software, according to Arun Shourie, India's minister for information technology and communications. The government is a key buyer of information technology in India, and backers of open-source software had been hoping the government would throw its weight behind open source. "In India we always like to think in terms of either/or. The formula we want to adopt instead is 'and also,' and encourage all kinds of software development in the country," Shourie told reporters shortly after the formal launch in Bangalore today of the PARAM Padma supercomputer, designed by the government-run Center for Development of Advanced Computing (C-DAC) in Pune. "If there is an important security software that we need urgently, for example, we are more likely to buy it than spend time deciding whether we should develop it in India in open source," Shourie said.

Many hard comments have been made on my efforts in India from the side of the Congress party, yet I feel content in the deep conviction that the offer I traveled 22,000 miles to discuss with Indian leaders was a real contribution to a solution of our differences. Concerning the attitude of the British Government there can be no doubt the Secretary of State for India made a statement last week which makes it plain that "His Majesty's Government stand firmly by the broad intentions of their offer in the draft declaration" which I took with me to India, and that they "reiterate their resolve to give the fullest opportunity for attainment by India of complete self-government." It is, therefore, plain beyond doubt that Indian self-government is assured as soon as hostilities are over and it becomes possible to re-plan life in India upon a new basis. It is of no avail for protagonists of sectional interests in India to deny these simple facts. A promise has been made and that promise will be carried out. Is it reasonable then for people of India, while hostilities are continuing, to demand some complete and fundamental constitutional change? Is it practical in the middle of a hard-fought war in which the United States, China and Britain are exerting all their strength to protect the Eastern world from domination by Japan?

BJP called to form new Indian government
March 15, 1998 Web posted at: 11:18 a.m. EST (1618 GMT) NEW DELHI, India (CNN) After days of political uncertainty, India's President K.R. Narayanan Sunday invited the Bharatiya Janata Party's prime ministerial candidate Atal Behari Vajpayee to form the next government. The president's decision to call on the BJP to try to form the next government came after Sonia Gandhi the widow of assassinated Prime Minister Rajiv Gandhi and new head of the Congress party told the president that her party did not have the numbers to form the next government. The president's decision ended days of intense political negotiations by the BJP and the Congress to secure support from smaller parties in order to build a workable parliamentary majority to guarantee a stable government. The BJP, a key rival of Congress, had won the most seats in the February-March parliamentary elections but fell short of an absolute majority. On Saturday, the BJP won support from the Tamil Nadu-based All India Anna Dravida Munnetra Kazhagam (AIADMK), which delivered the backing of 27 lawmakers it commands.

Burn, beating and 12-hour days for bonded children
The Indian government is failing to protect the rights of hundreds of thousands of children who toil as virtual slaves in the country's silk industry, Human Rights Watch said in a new report released today.
The 85-page report, "Small Change: Bonded Child Labor in India's Silk Industry," calls on the Indian government to implement its national laws to free and rehabilitate these "bonded children." Bound to their employers in exchange for a loan to their families, they are unable to leave while in debt and earn so little that they may never be free. A majority of them are Dalits, so-called untouchables at the bottom of India's caste system.
"The Indian government claims there are no bonded children in India," said Zama Coursen-Neff, counsel to Human Rights Watch's children's rights division. "In fact, they're everywhere. They are easy to find."
Human Rights Watch interviewed children, employers, government officials and members of nongovernmental-organizations in three states that form the core of India's sari and silk industries: Karnataka, Uttar Pradesh and Tamil Nadu.

NEW DELHI, India (CNN) The party headed by Sonia Gandhi said Tuesday it had enough support to form a new Indian government, but Prime Minister 's ousted coalition immediately challenged the claim. The Congress Party will be ready to form a new government by Wednesday, party officials said, after the lower house of parliament votes on a national budget, a priority of President K. R. Narayanan. A spokesman for the party said after three days of maneuvering it had letters of support from the parties that helped it bring Vajpayee down over the weekend. But it remained unclear whether the Congress Party would have enough support to form a minority government with the alliance of regional, leftist and caste-based opposition groups with which it joined to defeat Vajpayee. None of the parties on which Congress Party would rely for a majority of 272 lawmakers confirmed their support, and a leader of one 20-deputy group denied it had sent a letter of support.

The government has started distributing CDs containing Tamil-language versions of various open-source applications, including the Firefox browser, the OpenOffice.org productivity suite and the Columba e-mail client. It plans to freely distribute 3.5 million copies of the CD to Tamil speakers worldwide, according to R.K.V.S. Raman , a researcher at the Centre for Development of Advanced Computing, a Bangalore-based organization involved in the production of the CD. Open Source Software

Child Labor and India A proactive policy towards eliminating child labor India has consistently followed a proactive policy to tackle child labor, and has adopted constitutional, statutory and developmental measures with a view to eliminating it. The Indian Constitution prohibits the employment of children in factories, mines or other hazardous employment (Article 24); enjoins the State to direct its policy towards securing that children are not abused, that citizens are not forced by economic necessity to enter avocations unsuited to their age or strength (Article 39 (e)); that children and the young are protected against exploitation and moral and material abandonment (Article 39(f)); and requires provision of free and compulsory education to children up to the age of 14 years (Article 45). Indian labor laws are in compliance with ILO Conventions on child labor to which India is a Party. India has ratified six ILO Conventions relating to child labor (see Annex A) and played a leading role in the adoption of ILO Convention No. 182 on Elimination of the Worst Forms of Child Labor at the 87 th Session of the International Labor Conference in Geneva in June 1999.

NEW DELHI, India (CNN) India's new 13-party coalition government led by the Hindu nationalist Bharatiya Janata Party on Wednesday presented a policy agenda that emphasizes ridding the nation of poverty, promoting national security and encouraging wide-ranging economic nationalism. The BJP's Prime Minister-designate Atal Behari Vajpayee presented a "national agenda for governance" that includes the following key priorities:
  • Continue the economic reforms India began in the early 1990s, but largely limit international investment to infrastructure.
  • Banish unemployment by channeling investment into housing, infrastructure and other areas where jobs can be created.
  • Enact special legislation to deal with political corruption.
  • Respect all religions.

public, can carry out electrification without an established
workforce. But if that question was intended to demonstrate
that only the government can have an established workforce
in trying to point out how ridiculous that contention is. It is empirically false, not just theoretically false. The same argument was forwarded when the question of allowing the private sector into providing telecommunications. For over 100 years, telecommunications was the sole preserve of the government and one assumes that by then the government had succeeded in establishing a workforce. What did we the consumers
