Indian Government Orders Legalisation of Software Patents
India's Minister of Industry Kamal Nath has issued an ordinance (a law that doesn't need parliamentary approval) in order to greatly expand the patent system, among other things by legitimating USPTO/EPO-style software patents in India.

The ordinance represents further amendment to the Indian Patents Act of 1970 (see ministry gloss Regarding software patents, its effect is to replace the following clause, introduced in the Patents (Amendment) Act 2002 , specifying as excluded subject-matter: 3(k) a mathematical or business method or computer programme per se or algorithms; by new clauses: 3(k) a computer programme per se other than its technical application to industry or a combination with hardware;
3(ka) a mathematical method or business method or algorithms; It is not yet clear how these changes would affect the Rules for Software Patentability in the Indian Patent Office's Manual of Patent Practice and Procedure.

Similar changes were proposed by the UK Patent Office as an alternative to the faltering directive project in early 2002 and by the Council's text of 2004-05-18 . The trick consists in redefining the exclusion of computer programs (i.e. claim objects such as "a computer program, characterised by [ some allegedly new way of using conventional general-purpose computing equipment ]") to a pseudo-exclusion that has no regulatory meaning whatsoever (but may serve temporary political purposes, such as deception of journalists).

Religious Groups Should Call for Calm in Wake of Ayodhya Attack
(Mumbai, July 5, 2005) —The Indian government and religious groups should take urgent steps to prevent outbreaks of communal violence after today’s attack on a contested religious site in Ayodhya by unidentified gunmen, Human Rights Watch said. Political and religious leaders should urge Indians to remain calm and use responsible language in their public pronouncements at this delicate moment. Otherwise, political or religious manipulation could inflame the situation and lead to the kind of violence that has engulfed whole communities in earlier riots.

On Tuesday morning six men, pretending to be tourists, hired a car to Ayodhya and then hijacked it, forcing the driver out of the vehicle, according to press accounts. The men then used explosives placed in the vehicle to blast a hole through the boundary wall of the 80-acre complex, which contains a makeshift Hindu temple. The area is guarded by paramilitary troops who immediately engaged the men in a gun battle. All the assailants were killed, and there was no damage to the actual site.

RELATED STORIES, SITES NEW DELHI, India (CNN) Prime Minister Atal Bihari Vajpayee was expected to submit his resignation Saturday, after his crisis-plagued government fell, when it lost a vote of confidence in parliament by a single ballot. The count vote was 269 votes in favor of a motion expressing confidence in the coalition led by Vajpayee's Bharatiya Janata Party, and 270 votes against. The number of abstentions was not announced. Vajpayee convened a cabinet meeting after the vote. "The result of the division is ayes 269, noes 270. Noes have it, noes have it, noes have it," speaker Ganti Balayogi declared after a second ballot was held to clear up doubts over the verdict of the initial, electronic vote.

The President has the right to be updated about crucial governmental matters and other rights like giving amnesty to prisoners etc. According to the Constitution, elections are to be held once in every five years, unless the parliament dissolves earlier or, on the other hand, a state of emergency is declared, in which case parliament can continue for another year. ......
