Role of the Indian Government
Healthcare India The Indian constitution charges the states with "the raising of the level of nutrition and the standard of living of its people and the improvement of public health" (see The Constitutional Framework, ch. 8). However, many critics of India's National Health Policy, endorsed by Parliament in 1983, point out that the policy lacks specific measures to achieve broad stated goals. Particular problems include the failure to integrate health services with wider economic and social development, the lack of nutritional support and sanitation, and the poor participatory involvement at the local level. Central government efforts at influencing public health have focused on the five-year plans, on coordinated planning with the states, and on sponsoring major health programs. Government expenditures are jointly shared by the central and state governments. Goals and strategies are set through central-state government consultations of the Central Council of Health and Family Welfare. Central government efforts are administered by the Ministry of Health and Family Welfare, which provides both administrative and technical services and manages medical education. States provide public services and health education. The 1983 National Health Policy is committed to providing health services to all by 2000 (see table 8, Appendix; The Legislature, ch. 8). In 1983 health care expenditures varied greatly among the states and union territories, from Rs13 per capita in Bihar to Rs60 per capita in Himachal Pradesh (for value of the rupeesee Glossary), and Indian per capita expenditure was low when compared with other Asian countries outside of South Asia. Although government health care spending progressively grew throughout the 1980s, such spending as a percentage of the gross national product (GNPsee Glossary) remained fairly constant. In the meantime, health care spending as a share of total government spending decreased. During the same period, private-sector spending on health care was about 1.5 times as much as government spending.

New Delhi, January 11, 2005 - In the days immediately following the Tsunami disaster, the World Bank and the Asian Development Bank had offered their sympathetic concern and offer of assistance to the Government of India in its efforts to deal with the crisis and to rebuild the lives of thousands affected by the disaster. Initial Government estimates put the loss of life in excess of 10,000 and the loss of property at about US$1.5 billion. The World Bank and the Asian Development Bank announced today that they have received a request from the Government of India to consider providing assistance for undertaking the work of rebuilding infrastructure, both public and private, and for rehabilitation of livelihoods of those affected, and assistance in developing disaster prevention and management systems for the future.

Policy: India's focus on self-reliant industrialization in the 1970s and 1980s has been replaced with reforms aimed at positioning India in the world economy: the foreign direct investment process has been streamlined, new sectors have been opened up to foreign direct investment and ownership, and the government has exempted the ICT industry from corporate income tax for five years. These reforms have helped India to become increasingly integrated into the global economy through growth in the export of software and skill-intensive software services, such as call-centers. The establishment of the Telecommunications Regulatory Authority of India (TRAI) was a key step towards effective implementation of telecommunications reforms. In 1992, the mobile phone market was opened up to private operators, in 1994 the fixed services market followed, and finally in 1999, national long distance operations were opened to private competition. Prior to these reforms, the Department of Telecommunications had been the sole provider of telecommunications services. In addition, to attract foreign direct investment, the government permitted foreign equity of up to 100 percent and duty free import on all inputs. Government-created technology parks also offered professional labor services to clients, a cost-effective program for India since ICT labour is so inexpensive by global standards.

Government Even though the Indus River Valley civilization's government is somewhat of a mystery, we do know that they had some what of a central government, because of the lay out of the city that was so much the same between all of the cities. We know very little about India's government. Perhaps the undeciphered seals that have been found in many places will be the key to this.
They did have Rajahs which were the rulers of the cities. Perhaps they could have combined their systems to have one central government. Also religion was a big part of how things operated. The Indus Valley people were not that big on schooling. Every Hindu village had an schoolmaster that would teach the boy children from when they were about five years old to when they were eight years old. To them, discipline was the essence of schooling. Yet, a Guru (which was a type of teacher) would live with his student until the student was twenty. Until then the student was required to do chores and services for the Guru. All the subjects were of a religious nature. Schooling has to do with government, because in school they learned a lot about religion, and religion was a big part of government.
