Participants at WEF voice their fears about the global economy So all is well then: inflation and interest rates are low, global economic growth is strong, corporate profits have recovered, and bosses around the world are as optimistic as they haven't been for a long time.
The economic crisis 2004, predicted by many, has not materialised. Not so fast, say the economic experts at the World Economic Forum in Davos. "The good news of 2004, the past performance is not indicative of future returns," quips Stephen Roach, chief economist at investment bank Morgan Stanley. Fair enough, Mr Roach is a notorious "Davos bear", well-known for his economic pessimism. Trouble is, many people here are happy to agree with him, even his old sparring partner, the perennial optimist Jacob Frenkel, vice-chairman of insurance giant AIG. The list of potential problems is worryingly long:

Public Policy Note Bhanoji Rao The Chinese model of development has stood it in good stead, with agriculture first getting transformed and growing rapidly, creating the funds and manpower surpluses for fuelling industrial growth, notably in the small and medium industrial sector. If India wants to clock similar rapid overall growth, its agriculture must grow rapidly and form the basis for a strong industry sector grounded in the rural and semi-urban areas, with the right market connectivity, says Bhanoji Rao. T HE latest World Economic Outlook database of the IMF provides a capsule summary of some of the world's fastest-growing economies (see Chart). The last 25 years of growth performance indicates the absolute superiority of the Dragon. The good news for the Elephant, however, is that it has joined the fast-movers club. An issue of considerable purport is how China has done what it has done and what, if any, are the main lessons to the only other equally populous economy, India. This is not the first article on the subject, and comparative analyses of economic growth will continue for long to engage professionals and policy-makers.

S. Venkitaramanan It is easy to go overboard in our admiration of the Chinese experience. But a recent comparative study puts things in perspective by pointing out the flaws in China's industrial strategy and specifically highlighting the `waste' of resources implicit in its rapid industrialisation model. Each country has to progress according to its own inherent strengths, says S. Venkitaramanan, explaining that no country's model is completely replicable. T HERE have been many recent studies of the springs of China's industrial growth. I was particularly struck by Prof R. Nagaraj's comparative study of India's and China's industrial performance in the Economic and Political Weekly of May 21, 2005, presented at a Conference at the China Development Institute, Shenzhen.

    Child Labor and India A proactive policy towards eliminating child labor India has consistently followed a proactive policy to tackle child labor, and has adopted constitutional, statutory and developmental measures with a view to eliminating it. The Indian Constitution prohibits the employment of children in factories, mines or other hazardous employment (Article 24); enjoins the State to direct its policy towards securing that children are not abused, that citizens are not forced by economic necessity to enter avocations unsuited to their age or strength (Article 39 (e)); that children and the young are protected against exploitation and moral and material abandonment (Article 39(f)); and requires provision of free and compulsory education to children up to the age of 14 years (Article 45). Indian labor laws are in compliance with ILO Conventions on child labor to which India is a Party. India has ratified six ILO Conventions relating to child labor (see Annex A) and played a leading role in the adoption of ILO Convention No. 182 on Elimination of the Worst Forms of Child Labor at the 87 th Session of the International Labor Conference in Geneva in June 1999.
