E-Mail This Article Published on Tuesday, May 31, 2005 by the Boston Globe The 'I' Word: Impeachment by Ralph Nader and Kevin Zeese The impeachment of President Bush and Vice President Cheney, under Article II, Section 4 of the Constitution, should be part of mainstream political discourse. Minutes from a summer 2002 meeting involving British Prime Minister Tony Blair reveal that the Bush administration was ''fixing" the intelligence to justify invading Iraq. US intelligence used to justify the war demonstrates repeatedly the truth of the meeting minutes evidence was thin and needed fixing. President Clinton was impeached for perjury about his sexual relationships. Comparing Clinton's misbehavior to a destructive and costly war occupation launched in March 2003 under false pretenses in violation of domestic and international law certainly merits introduction of an impeachment resolution. Eighty-nine members of Congress have asked the president whether intelligence was manipulated to lead the United States to war. The letter points to British meeting minutes that raise ''troubling new questions regarding the legal justifications for the war." Those minutes describe the case for war as ''thin" and Saddam as ''nonthreatening to his neighbors," and ''Britain and America had to create conditions to justify a war." Finally, military action was ''seen as inevitable . . . But the intelligence and facts were being fixed around the policy."

WASHINGTON June 9 - Green leaders reiterated the party's July 2003 call for impeachment of Bush, and called on all Americans outraged by the Bush Administration's list of deceptions, violations of the U.S. Constitution, the disastrous Iraq occupation, and policies that have disgraced the U.S. to demand that Congress begin the impeachment process. "The invasion and occupation of Iraq has caused the deaths of over 1,600 U.S. military personnel, as well as untold suffering and tens of thousands of civilian dead in Iraq," said David Cobb, the Green Party's 2004 candidate for President of the United States. Associated Press Writer WASHINGTON (AP) David P. Schippers, chief investigator for the House Judiciary Committee, could hardly be called a Republican partisan if he ends up spearheading an impeachment investigation of President Clinton. That's because he's a Democrat. Chosen by committee Chairman Henry Hyde, R-Ill., Schippers and Hyde have known each other since they served together on a panel investigating judicial corruption and other crime issues in Illinois nearly 30 years ago. Schippers, 68, a former federal prosecutor in Chicago who specialized in convicting top mobsters, heads a nine-member investigative team working for majority committee Republicans. All nine are current and former investigators and prosecutors in Chicago who have handled everything from racketeering and gang violence to sexual harassment. The team is working on a top-to-bottom review of the Justice Department, but would instantly become impeachment investigators if Independent Counsel Kenneth Starr submits a report of possible impeachable acts by Clinton. "They wouldn't have to change their shirts," Schippers said of his new staff.

Gingrich's Impeachment Committee Idea Runs Into Opposition
WASHINGTON (March 17) House Speaker Newt Gingrich's proposal for a special inquiry committee on impeachment of President Bill Clinton is meeting with resistance on the Hill. Republican members of the House Judiciary Committee, the panel which historically handles such matters, are opposing such a move. In a note to Gingrich, committee chairman Henry Hyde (R-Ill.) reportedly said the idea would divide the GOP and politicize the impeachment process.

Veterans for Peace Monday 04 July 2005 Group also announces petition to remove President Bush. St. Louis - A national veterans' organization today issued a "Declaration of Impeachment" and announced it is beginning an online petition to remove President Bush from office for crimes committed during the invasion and occupation of Iraq. Using the same language as the original "Declaration of Independence," Veterans For Peace cited many of the same reasons to remove George Bush that Thomas Jefferson cited to separate from King George of England. And in a modern version of the signing of the Declaration, VFP announced the posting of its online impeachment petition. "The history of the present King of Great Britain is a history of repeated injuries and usurpations, all having in direct object the establishment of an absolute Tyranny," Jefferson wrote, and then added the famous litany of abuses charged against the king that VFP said is unchanged today:

Wahid impeachment proceedings begin
JAKARTA, Indonesia The People's Consultative Assembly has launched formal impeachment proceedings against President Adburrahman Wahid just 21 months after it picked him as Indonesia's first democratic head of state in four decades. A few hours earlier, Wahid declared on national television that he would boycott the hearing, which he described as unconstitutional and treasonous. An overwhelming majority of assembly members voted to proceed with the impeachment process with or without the cooperation of the president, who has repeatedly threatened to declare emergency rule and dissolve the assembly. Some predicted he could be dropped within days and replaced by Vice President Megawati Sukarnoputri, the daughter of Indonesia's founding leader, Sukarno.     IMPEACHMENT
    Impeachment, the process specified in Article I, Sections 2 and 3, of the Constitution for trial and removal from office of federal officials accused of misconduct, has two stages: (1) the House of Representatives brings a formal accusation, known as "articles of impeachment," against the official, and (2) the Senate tries the impeached official on these articles. A two-thirds vote is required for conviction. The sole penalties after conviction are removal from office and disqualification from future officeholding under the Constitution. The Framers of the Constitution borrowed impeachment from the English constitutional system; the seventeenth-century parliamentary opponents of the Stuart kings used impeachment as a powerful political weapon against officials allied with the Crown, and colonial legislatures in the seventeenth and eighteenth centuries followed their example. Article II, Section 4, of the Constitution defines only "Treason, Bribery, or other high Crimes and Misdemeanors" as impeachable offenses. The exact meaning of "high Crimes and Misdemeanors" is a perennial source of controversy. One school of thought maintains that the phrase covers only crimes for which one can be indicted under federal or state law.     Senators start talking about procedures for possible trial
    WASHINGTON (AllPolitics, December 6) President Bill Clinton's attorneys will have 30 hours on Tuesday and Wednesday to make their case to the House Judiciary Committee that he shouldn't be impeached for his role in the Monica Lewinsky affair. On Sunday afternoon, the White House issued a statement accepting that schedule, which was put forward by the Judiciary Committee earlier in the day. But the statement made it clear that White House was not happy that the committee refused to give Clinton's lawyers four days to present his case, as they had requested Friday. "The Independent Counsel (Ken Starr) spent four years and $40 million investigating the president. The committee is spending four months doing the same. Our request for just four days has now been cut in half," the statement said. "Nevertheless, we will work to defend the president despite these restrictions."
    Lott says he now expects Senate trial
    On Sunday, senators on both sides of the political aisle said the time has come for the Senate to consider what procedures it will use to try Clinton if the full House of Representatives approves any articles of impeachment.
