Judiciary Committee votes for impeachment inquiry
Resolution now goes to full House
WASHINGTON (AllPolitics, October 5) The Republican-controlled House Judiciary Committee voted late Monday to recommend a full impeachment inquiry into the sex, perjury and obstruction of justice allegations against President Bill Clinton. The full House could vote on the panel's proposal Thursday or Friday. Following a day of historic deliberations, the panel approved, 21-16, a Republican proposal for a free-ranging House probe that would not be limited to Independent Counsel Ken Starr's report on the Monica Lewinsky matter and would have no deadline for completion. Also in this story: Two Democratic alternative resolutions that would have limited the length and scope of such an inquiry failed earlier in the day on party-line votes. The atmosphere in Rayburn 2141 the location of hearings on Watergate more than 24 years ago was dominated by a combination of hard-line partisanship and sober musing on members' constitutional responsibilities.

The article details yet another episode of Bolton's aggresive behavior in the run up to war with Iraq, and another attempt to quash dissenting opinions. In addition, the probe results reinforce the notion that "the intelligence was being fixed around the policy". Emphasis has been added. AP Probe on Bolton Finds Disturbing Links to Iraq War John R. The decision, Yeltsin said, was "a difficult but necessary one." "We are just treading water," he said. "The economy is not working. What we need is a clever breakthrough, not just prudence." Yeltsin named his interior minister, Sergei Stepashin, to serve as acting prime minister, and submitted Stepashin's name to the legislature for approval as the permanent prime minister. Stepashin, a longtime Yeltsin ally, also heads Russia's police forces and internal security units.

Impeachment trial of President Andrew Johnson
Previous Chapter Next Chapter Quote Fourth Circuit Court of Virginia was the jurisdiction Andrew Johnson wanted for the treason trial of Confederate President Jefferson Davis Military officials wanted to try him in their courts. The authorities debated over the jurisdiction for two years while Davis was imprisoned. Johnson knew a military trial would make Davis a martyr. Chase refused to hear cases in the Virginia Circuit while the State was still under the military government and not until the writ of habeas corpus was restored. When Chase finally sat at the Davis trial in November 1868 he approved Davis' lawyer's argument that the 14th Amendment that had recently gone into effect applied to Davis. In December Johnson issued a general amnesty. At the next session of circuit court, Chase discharged Davis on the grounds he was included in the pardon and could not be tried ex post facto.
Impeachment trial of President Andrew Johnson
At the only impeachment trial of a president in history, the Impeachment of Andrew Johnson for High Crimes and misdemeanors, (1868), Chase refused to let the Senate turn the hearings into a mockery of the law when he faced an angry mob of radical senators who wanted to limit the Chief Justice's power in the trial. Chase insisted and by cleverly out maneuvering the senators, he insured that the trial would be conducted with impartially and with the proper character of judicial process assuring the President a fair trial. The Senate knew if Chase didn't have his way, the Chief Justice could refuse to preside over the trial thereby violating the Constitution.

White House: Clinton's conduct does not warrant impeachment
White House floats idea of a 'plea agreement'
By John King/CNN
WASHINGTON (Sept. 10) The White House is planning to mount an aggressive push designed to persuade the American people, and the House of Representatives, that President Bill Clinton's conduct in the Monica Lewinsky matter does not warrant impeachment, White House aides and advisers tell CNN. But there is some disagreement and disarray in the White House response to Independent Counsel Ken Starr's report to Congress, outlining his case for impeachment. White House aides have not been allowed access to the report, complicating efforts to compile an alternative document designed to challenge Starr's key conclusions. House Democrats are expected to push Thursday to give Clinton attorney David Kendall access to the report before it is released by the House on Friday. It was not clear if the Democrats would succeed in that effort, or how hard they would fight if Republicans resist the move.

Veterans For Peace Call for Congressional Action to Remove George W. Bush from the Office of President of the United States
Who:
Veterans For Peace, a national organization of military veterans including men and women from World War II, Korea, Vietnam, the Gulf War, the Iraq War, other conflicts and peacetime.
What: A call to congress to impeach George W. Bush and Richard Cheney from the offices of President and Vice-President of the United States, respectively. Why: In a letter sent to each member of the U.S. House and Senate, Veterans For Peace (VFP) stated that "this administration's war on Iraq, in addition to being increasingly unpopular among Americans, is an unmistakable violation of our Constitution and federal law which you have sworn to uphold. In our system, the remedy for such high crimes is clear: this administration must be impeached." David Cline, a decorated Vietnam War combat veteran and VFP President, said, "We do not make this call lightly and as former members of the U.S. armed forces, we take our responsibilities as citizens very seriously. For that reason we believe that when our government conducts a war of aggression on Iraq and commits a growing and appalling series of what must legally be considered war crimes and crimes against humanity in the execution of that war, it violates Article VI of the U.S. Constitution, the War Crimes Act of 1996 (18 U.S.C. § 2441), and numerous international treaties which are legally binding on our nation."

Republicans divided over impeachment inquiry
Hyde said the hearings will start as scheduled
WASHINGTON (AllPolitics, November 11) As the House impeachment inquiry of President Bill Clinton kicks into high gear, some Republicans are warning that the issue is hurting the party and say the process should be halted. Even so, House Judiciary Committee Chairman Henry Hyde repeated Wednesday that the panel would "press forward and do our duty," and said hearings would start as scheduled on November 19, with Independent Counsel Ken Starr as the headline witness. All Republican members voted in September to proceed with an impeachment inquiry of the president's efforts to conceal and cover up his relationship with ex-intern Monica Lewinsky, but congressional sources tell CNN about 20 Republicans in the full House are poised to vote against formal articles of impeachment. After last week's election, the GOP only has a six-vote majority in the House. Moderate Republican Reps. Chris Shays of Connecticut and Connie Morella of Maryland have already said there isn't enough evidence to impeach.

George W.
