In May, 1868, the Senate came within a single vote of taking the unprecedented step of removing a president from office. Although the impeachment trial of Andrew Johnson was ostensibly about a violation of the Tenure of Office Act, it was about much more than that. Also on trial in 1868 were Johnson's lenient policies towards Reconstruction and his vetoes of the Freedmen's Bureau Act and the Civil Rights Act. The trial was, above all else, a political trial....

Judiciary committee goes after fund-raising memos
WASHINGTON (AllPolitics, December 1) On a party-line vote, the House Judiciary Committee Tuesday expanded its impeachment inquiry against President Bill Clinton to include alleged campaign finance abuses, approving subpoenas for Attorney General Janet Reno, FBI Director Louis Freeh and federal prosecutor Charles LaBella.

The committee, which voted 20-15 to issue the subpoenas, has until now been investigating the president's relationship with former White House intern Monica Lewinsky and whether or not the president lied under oath about that relationship. Justice Department chief spokesman Myron Marlin responded to the committee's decision Tuesday saying, "I understand we will be receiving a subpoena. We will work with the committee in every way possible consistent with the law."

LLOYD OGILVIE, SENATE CHAPLAIN: Mr. Chief Justice, it's with profound sadness that we express our grief over the loss of our legislative clerk, R. Scott Bates, who along with his wife Ricki Ellison (ph) Bates last evening was struck by a car while walking across Lee Highway in Arlington. Mrs. Bates remains in serious condition, and needs our prayers throughout this day. Let us pray. Oh Eternal God, our Heavenly Father, who loves us within everlasting love and transforms the darkness of the valley of the shadow of death into bright hope, the Senate family of members and staff call on you for strength, comfort and courage. A tragic death has taken from us a beloved friend, an admired fellow worker, a faithful Senate employee for over 30 years. Depiction of the impeachment trial of Andrew Johnson, then President of the United States , in 1868. Impeachment is the process by which a legislative body formally levels charges against a high official of government . Impeachment does not necessarily mean removal from office; it comprises only a formal statement of charges, akin to an indictment in criminal law , and thus is only the first step towards possible removal. Once an individual is impeached, he or she must then face the possibility of conviction via legislative vote, which then entails the removal of the individual from office. Conviction of officials involves an overturning of the normal constitutional procedures by which individuals achieve high office (election, ratification or appointment) and because it generally requires a supermajority , typically only those deemed to have seriously abused their offices will suffer impeachment. WASHINGTON (AllPolitics, October 1) As House lawmakers head for a possible impeachment inquiry vote next week, Democrats are trying to fashion an alternative proposal to limit the scope of any congressional probe into the sex, perjury and obstruction-of-justice allegations against President Bill Clinton. Rep. John Conyers, the ranking Democrat on the House Judiciary Committee, said Thursday the Judiciary Committee needs to find out whether Independent Counsel Ken Starr plans to send any further referrals to Congress. The impeachment trial of President Bill Clinton in 1999, Chief Justice William H. Rehnquist presiding. The House managers are seated beside the quarter-circular tables on the left and the president's personal counsel on the right, much in the fashion of President Andrew Johnson's trial. In the United States impeachment at the federal level can apply only to those accused of " treason bribery , or other high crimes and misdemeanors". The removal of such officers takes place automatically upon conviction. Impeachment can also occur in the United States at the state level; state legislatures can impeach state officials, including governors.

GOP group pushes for Clinton's censure
Rep. Henry Hyde WASHINGTON (AllPolitics, December 3) House Judiciary Committee Chairman Henry Hyde told Republican members of the committee Thursday that the impeachment inquiry against President Bill Clinton will not be expanded to look into alleged campaign finance irregularities. Three Republican members of the committee told CNN that Hyde (R-Illinois) informed GOP lawmakers on the panel that he does "not expect campaign finance to be part of the impeachment debate." Hyde made his comments during a conference call with the Republican committee members.

Because of the shift in focus, Republican sources told CNN, the Judiciary Committee no longer plans to take sworn depositions from FBI Director Louis Freeh; Charles LaBella, former head of the Justice Department's campaign finance task force; and White House Deputy Counsel Bruce Lindsey. Wednesday a judge allowed lawyers for both the Republicans and the Democrats to review memos from LaBella and Freeh. Those memos reportedly called on Attorney General Janet Reno to appoint an independent counsel to look into alleged campaign finance abuses by the president.
