With the crackdown of illegal immigrants along the California-Mexico border, the Sonora Desert has become the choice illegal point of entry. The desolate landscape, the shortage of Border Patrol agents and the small population along the American side of the border make Arizona tempting for illegal Mexicans and Central Americans to cross into the United States. The costs of illegal entrants are enormous. According to a 2004 study from the Federation for American Immigration Reform, illegal immigration costs Arizona $1.3 billion, or approximately $700 per Arizonan resident per year. Just as importantly, there are numerous deaths as a result of making the trek from Mexico through Arizona. The Arizona Department of Health Services reported that 196 illegal immigrants died from 1997 to 2002 because of heat exposure, and this number was a huge increase from the 90s due to the increase of crossings into Arizona in the same time period.

Hands that Shape the World finds that immigrant women are among the most vulnerable to exploitation, abuse, and human rights violations in the U.S. Assessing the state of immigrant women in the five years since the 1995 Fourth World Conference on Women in Beijing, China, this unprecedented review of conditions for immigrant women finds that the U.S. government has not only failed to protect the rights of immigrant women, but has implemented new legislation negatively impacting the well-being, health, employment, and family life of immigrant women. Hands that Shape the World, first released as part of a U.S. immigrant women's delegation to the "Beijing + 5" activities in New York City in June 2000, is an important contribution to the process of assessing progress on the Platform for Action set at the 1995 conference. Although the Beijing Conference made important strides in promoting international standards for women's rights, the particular challenges facing migrant women continue to be ignored, both at the United Nations level and by the U.S. government. IMMIGRATION ISSUES IN THE UNITED STATES Part I: Illegal Immigration 1. INTRODUCTION
Illegal immigration is a controversial topic. It is hard to say a lot about it without in some way sounding controversial. Nevertheless, it is an important issue to address, because it raises questions about fairness and the sustainability of *real* income in the United States of America (and across the world). President Bush recently proposed a so-called "more compassionate" illegal immigration "reform" proposal . I thought this would be an opportune moment for analyzing this issue. Congressman Marty T. Meehan Hosts Forum on Immigration Issues Facing the Iranian Community By: Pouya Bavafa Boston, MA, September 1st – At Suffolk University Law School, Congressman Marty T. Meehan (D-MA) hosted a public forum on immigration issues facing the Iranian American community with the assistance of the Iranian Association of Boston (IAB) and the Iranian American Political Action Committee (IAPAC) . The event, which was moderated by IAPAC Trustee Ross Haghighat, included two panels of three speakers each who spoke on various themes of immigration and then fielded specific questions from the mostly Iranian American audience. Meehan, a member of the House Armed Services and Judiciary Committees, started the event stressing the need to adopt immigration policies that keep Americans safe but still welcome immigrants from all over the world. “The fact is,” he said, “immigrants share core American values.” However, citing such looming problems as application backlogs, detentions, and deportations, Meehan said that the immigration system has failed. Moreover, he highlighted the fact that Iranians, whom the U.S. government deems nationals of a “state sponsor of terrorism,” have experienced these difficulties to a disproportionate degree.

In the wake of the September 11 terrorist attacks on the Pentagon and the World Trade Center, the U.S. government must strengthen its efforts to stop terrorists or potential terrorists from entering the country. But those efforts should not result in a wider effort to close our borders to immigrants.
Obviously, any government has a right and a duty to "control its borders" to keep out dangerous goods and dangerous people. The U.S. federal government should implement whatever procedures are necessary to deny entry to anyone with terrorist connections, a criminal record, or any other ties that would indicate a potential to commit terrorist acts.
This will require expanding and upgrading facilities at U.S. entry points so that customs agents and immigration officials can be notified in a timely manner of persons who should not be allowed into the country. Communications must be improved between law enforcement, intelligence agencies and border patrol personnel. Computer systems must be upgraded to allow effective screening without causing intolerable delays at the border. A more effective border patrol will also require closer cooperation from Mexico and Canada to prevent potential terrorists from entering those countries first in an attempt to then slip across our long land borders into the United States.

In many cases, after being ordered deported by a judge, the immigrant simply walked out of the courtroom. Fred Alexander, a deputy district director for the Immigration and Naturalization Service publicly told a group of "undocumented" day laborers that "It's not a crime to be in the U.S. illegally, it's a violation of civil law." The Department of Justice's Office of the Inspector General did not find any evidence that the INS is capable of locating visa violators still in the country.
