From the time the first European settlers came to this land, immigration has stirred conflict. Those who are already here argue among themselves about opening the gates to newcomers. The controversies over immigration are deeply tangled with other issues that concern all people: competition for jobs, anxiety about spreading resources too thin, unwillingness to mingle with people who seem too different, fear that new ideas will change a familiar way of life. Even when the colonies were young, the earliest settlers made laws to isolate new immigrants unless they had the right religion, skills, or homeland. Even Benjamin Franklin expressed some doubts about the large numbers of German immigrants pouring into Pennsylvania in the late 1700s, although he did not favor shutting the door.

United States Outlines Vision for Immigration, Border Management The U.S. Department of Homeland Security issued a fact sheet January 25 outlining a vision for a 21 st century immigration and border management system. According to the department, the new system aims to make cross-border travel and in-country immigration activities simple and convenient for eligible, low-risk persons, and virtually impossible for those who seek to do harm or violate U.S. law. Improvements will enhance the integrity of the U.S. immigration system and “scrupulously protect” the privacy and civil liberties of U.S. citizens and foreign visitors, according to the fact sheet. “The future will be an environment in which all parties – federal, state, local, and foreign governments as well as the private sector – coordinate, cooperate and collaborate to achieve the immigration and border management mission.” Text of the fact sheet follows: (begin fact sheet) U.S. Department of Homeland Security

Quick Reference on Immigration Issues for Academic Advisers International students are subject to immigration laws and regulations that occasionally conflict with—and always take precedence over—University academic policies and procedures. International advisees must be identified early in the academic advisement process to ensure that advisers offer guidance that is consistent with the constraints of their students’ immigration status. The Department of Homeland Security (DHS) is unforgiving of violations of student regulations that previously were treated as minor transgressions. Violations now will result in enforced departure. Furthermore, a visitor’s failure to maintain immigration status will be a matter of record with the Department of State and Immigration and Customs Enforcement (ICE) agents at ports of entry and is likely to prejudice eligibility to return to the U.S. in the future. All Columbia F and J visa holders and their accompanying dependents are monitored by the DHS’s Student and Exchange Visitor Information System (SEVIS), mandated by the U.S. government to provide real-time tracking of foreign students and scholars. All immigration-related student transactions must be processed through SEVIS. SEVIS business rules are rigid; if a student is calculated to be out of status, no processing is permitted.

Part 1 is a discussion of the news of the day with Carol and Joe. Angelo joins us for parts 2 and 3. To briefly summarize my opinions regarding illegal immigration: 1. The people trying to sneak into the United States for job opportunities are not criminals. They should not be criminalized for trying to better their lives and that of their families. They are similar to the 49ers who came to California to find their fortune during the Gold Rush. 2. The glut of unskilled and skilled illegal immigrant labor is depressing wages in the United States. When politicians talk about the need for illegal immigrants to perform the jobs that Americans "refuse" to do, what we are talking about is jobs that Americans refuse to do for the low wages the employers want to pay to have those jobs performed. If being a busboy in a restaurant paid a living wage and provided benefits including paid vacation and health insurance, there would be plenty of Americans willing to accept that job. We need dignity and respect in the workplace so that all workers needed to keep this society operating are paid more than a subsistence level wage.

The benefits of open immigration
BY MICHAEL TANNER America has always been a nation of immigrants. Thomas Jefferson emphasized this basic part of the American heritage, taking note of "the natural right which all men have of relinquishing the country in which birth or other accident may have thrown them, and seeking subsistence and happiness wheresoever they may be able, and hope to find them." The Libertarian Party has long recognized the importance of allowing free and open immigration, understanding that this leads to a growing and more prosperous America. We condemn the xenophobic immigrant bashing that would build a wall around the United States. At the same time, we recognize that the right to enter the United States does not include the right to economic entitlements such as welfare. The freedom to immigrate is a freedom of opportunity, not a guarantee of a handout. A policy of open immigration will advance the economic well-being of all Americans. All major recent studies of immigrants indicate that they have a high labor force participation, are entrepreneurial, and tend to have specialized skills that allow them to enter under-served markets. Although it is a common misconception that immigrants "take jobs away from native-born Americans," this does not appear to be true. In 1989, the U.S. Department of Labor reviewed nearly 100 studies on the relationship between immigration and unemployment and concluded that "neither U.S. workers nor most minority workers appear adversely affected by immigration."

Eig American Law Division October 18, 2000 CONTENTS SUMMARY As the year-end business of the 106 th Congress progresses, the top immigration issue is whether amnesty should be extended to certain aliens in the U.S., including certain Guatemalans, Hondurans, Salvadorans, Haitians, and Liberians. Reportedly, consideration of this amnesty is holding up a final Commerce-Justice-State appropriations bill ( H.R. 4690 ), and at least one Senator is threatening a filibuster should amnesty be included.     The special visas, which would have expired in March, were created to assist El Salvador after that country was ravaged by powerful earthquakes in 2001. The temblors destroyed 300,000 homes and damaged roads, hospitals and other vital infrastructure.
    El Salvador is still rebuilding, and officials said the U.S. visa program has provided the Central American government with needed breathing room. Not only do immigrants stay in the United States legally, many of them send money to relatives, an indirect form of aid to El Salvador.
    The extension would be the second since U.S. Atty. Gen. John Ashcroft offered the visas to Salvadorans in 2001.
    It is part of a larger immigrant program that Congress established in 1990 to help noncitizens in the United States who temporarily are unable to safely return to their countries because of ongoing armed conflict, environmental disasters or other difficulties.
    Of the more than 2 million Salvadorans who live in the United States, about half reside in California. A majority of them are in Los Angeles. Many of them send money, totaling $2.5 billion a year, home, according to a U.S. government estimate. That is about 15% of El Salvador's annual gross national product.

    Most of the 955,310 people who were apprehended last year trying to cross our unprotected southern border were Mexicans. The number who got through is anybody's guess, but add them to the estimated 7 to 11 million illegal aliens already here. Oddly, the Mexican government seems more concerned about the welfare of its citizens once they flee their own country than while they are enduring the hardships of life at home, without either jobs or a "safety net." In Mexico the poor are a burden and could stimulate unrest, but once in the United States, they become a precious asset to their government. Mexico wants its citizens to have unlimited access to work and a better quality of life in the United States, rather than trying to provide these benefits in Mexico. Not satisfied with $11 billion yearly in remittances that immigrants send home to their families, the government pushes for the unrestricted transport of goods and people across a new transnational zone that replaces the border between our two countries. Part of Mexico's long-range plan for virtual merger with its rich northern neighbor-and on its own terms-is the Matricular Consular Card.
