Illinois Schools Legislative Issues Increased Access to School Counselor Services Increased Access to School Counselor services by allowing for additions to the current approach for School Counselor Endorsement To allow more students access to school counselor services we are proposing an additional approach enabling qualified and appropriately trained persons to become certified school counselors. This bill would provide the authority to the Illinois State Board of Education and the Teacher Certification Board to draft rules that would allow for school counselor certification without obtaining an Illinois teaching certificate.
  • School Counselors Certified in other states. It would allow ISBE and the State Teacher Certification Board to establish rules to allow certified school counselors from other states, who have experience as school counselors and equivalent or greater educational experience as Illinois requires, but who do not have teaching certificates in those states, to be certified in Illinois.
  • Counselors who do not have a current teaching certificate. It would allow ISBE and the State Teacher Certification Board to establish rules to allow counselors to become eligible for the Type 73 school counselor certificate if they had a master's degree in counseling and equivalent or greater educational training that meets all current state requirements for school counselors.     For the 2004-2005 school year, approximately 580 certified personnel registered 600 certificates. There were approximately 2,565 full and part-time teachers and administrators employed in Champaign-Ford Counties. The numbers are low due to the cycles of professional development. As of March 1, 1996 the Champaign-Ford Certification Department has established a hook-up link with the Illinois State Board of Education Certification division. The Regional Office is now able to issue authorization for Entitlements, Substitute and Teacher Aid Certification within a matter of a few minutes of receiving the applications.

    September/October 2001 Keeping track of re-certification for Illinois teachers by Lynn Bush and Karen Becker Lynn Bush is an assistant professor with Northeastern Illinois University in Western Springs, Illinois. Karen Becker is an associate professor with St. Xavier University in Chicago. As schools continue to move toward additional educational reform, one fact that remains obvious is that a school plan for professional development for teachers is strongly needed. The majority of Illinois administrators, school board members, teachers and parents would agree and need to know what current law requires. Senate Bill 556, which became official in July 2000, addressed three levels of certificates for Illinois teachers. Level One teachers can obtain an initial teaching certificate after completing an approved teacher education program, while Level Three addresses teacher certification for those individuals who have achieved National Board Certification and are recognized as master teachers. The vast majority of teachers in Illinois are at Level Two. Level Two includes teachers who held a standard certificate prior to February 2000. When it is time for certificate renewal, each teacher will need to show proof of continuing education or professional development in the form of Continuing Professional Development Units (CPDU) (

    Business Coalition Strengthens Education Reform Laws Problem: Although education reform legislation had passed two years earlier, the Illinois General Assembly was considering watering down specific measures to implement standards-based teacher certification, practices and policies. Chicago United, a consortium of Chicago business leaders, was seeking to organize a public education campaign to promote an environment favorable to applying high standards and a rigorous, fair and meaningful assessment system to help improve the quality of Illinois' teachers. What we did: Working with Jasculca/Terman, a Chicago public relations firm, Public Opinion Strategies conducted focus groups among a diverse spectrum of voters and parents around the state, including Latinos and African Americans in urban Chicago, suburbanites in the North suburbs, and down-state voters in Peoria. The qualitative research helped underscore the importance of language in discussing the issue of teacher competency. For example, in discussing the ability to weed out "bad teachers" through these assessments, many voters were reluctant to call teachers "bad" as if them seemed to imply they were "bad people." Instead, focus group respondents came up with the term "problem teachers" to define teachers they might want a child of theirs to avoid having as a teacher. The focus groups were followed by a statewide survey of voters, including an oversample of parents. The survey showed strong public support for higher standards for teacher certification and helped focus the messages for the public education effort to create awareness about and support for teacher certification reform legislation.

    • The Illinois Professional Teaching Standards were placed into rules in February 1999.
      The special education expectations for general education teachers are an integral part of the Illinois Professional Teaching Standards, and are presented as knowledge and performance indicators related to the specific standards. These become effective July 1, 2003.
    • The core Technology Standards and the core Language Arts Standards for all Teachers focus on specific knowledge and skills that all teachers must be able to demonstrate.
      • The core Technology Standards ensure that all teachers are prepared to take full advantage of the learning potential of technology and telecommunications and to assist student learning.
      • The core Language Arts Standards require teachers to be effective classroom communicators. All teachers, from pre-kindergarten through grade 12, need the knowledge and skills necessary to help students meet the State reading standards.
