Teacher Certification A primary service of the Regional Office of Education is to advise applicants on proper teacher certification procedure. The certification specialist, Julie Rusciolelli-Campbell , is up to date on changes in regulations, laws, policies, procedures, and precedents in teacher certification. The certification specialist acts as a liaison between the Regional Office of Education and the State Teacher Certification Board for applicants, school districts and other interested parties. As of 1996 the Regional Office of Education is on line with the Illinois State Board of Education and has the ability to issue Temporary Employment Authorizations to individuals who have completed an approved Illinois Teacher Education Program. We also issue substitute certificates and teacher aide approvals. Besides issuing certificates and approvals, this office also annually renews certificates in-house and off-site. Alternative Approaches to Training Teachers
Looking at teacher supply and demand numbers without considering quality is dangerous. One obvious negative impact of teacher shortages is unfilled teaching positions. But perhaps a more hidden negative impact is the positions that are filled with ineffective teachers. Although the states involved in this project did not identify quality of teacher preparation as a high priority for research, they did say more information was needed across the region about alternative routes to preparation.

Summary of Forum Proceedings Prepared by Sabrina Laine Introduction On June 23 Summary of Proceedings Teacher Quality: The Title II Vision and its Role in North Carolina Teacher Quality Activities Morning presentations provided seminar participants with an opportunity to hear from the Director of the Title II Teacher Quality Enhancement Program at the U.S. Department of Education, Dr. Ed Crowe and Dr. Kathy Sullivan , Director of Human Resource Management at the North Carolina Department of Public Instruction. The Title II Vision Dr. Crowe's presentation provided participants with not only a background on the development of the Title II reporting requirements in the 1998 Higher Education Act, but also the opportunity to envision how the Title II requirements can be used to further improve teacher quality reform within Illinois. Crowe suggested that many states across the nation have teacher quality programs/ initiatives that are "program rich and system poor," meaning states have a number of initiatives under way working independently of each other. According to Crowe, few states have developed a strong systemic structure that ensures quality teachers are generated and supported from their preservice teacher training through their careers as certified/ master teachers. It was for some of these reasons, reports Crowe, that the Title II grants program and reporting requirements were instituted.

Program description
North Park's Teacher Certification is designed for students who possess an undergraduate degree recognized by the Illinois State Board of Education and wish to return to become certified to teach. Our program is a non-degree program preparing you for Illinois state certification requirements. The Illinois certificate is recognized as a professional credential and is transferable to many other states. North Park offers four certificates:
  • Childhood, infant-grade 3 (type 04) Elementary, K-9 (type 03) Secondary, 6-12 (type 09)
Biology, Chemistry, Economics, English, History, Mathematics, Physics, Political Science, Sociology
  • K-12 (type 10)
Art, French, Music, Physical Education, Spanish The components of each program include:

Program length will vary from student to student. In order to complete our program, every student must fulfill the state mandated general education courses. In addition to these requirements, each individual must also complete the major and/or academic area of concentration components of their program and the education coursework. The average completion time of education courses is 1 1/2 to 2 years part-time and 1 to 1 1/2 years full-time. The number of deficiencies a student has and whether a student attends full-or part-time will also affect the length of their program.

The M.A.T.C. program is offered in a cohort format. This is an entire sequence of courses offered to a group of participants that begins and remains together until the completion of the program. The unique elements of this cohort program are that you will be a part of a group for the duration of the program and you will be able to share similar educational goals, research, and study together. Cohort classes are taught by experienced faculty with a wide range of expertise, including current and former classroom teachers, principals, and district administrators, who blend theory and practical experiences to provide a rich environment for teacher education

It will be necessary for you to follow the procedure outlined below in order to obtain a teaching certificate form , administrative or school service personnel certificate form in the State of Illinois. 1. Complete an Application for Certificate form. Return with the required information for evaluation. 2. Attach or have sent to this office OFFICIAL transcripts bearing the seal of the college/university, signature of an official of the college and any degrees earned from all colleges/universities attended. 3. Attach a CERTIFIED CHECK OR MONEY ORDER in the amount of made payable to: State Superintendent of Education. This is the required evaluation fee and is not refundable. NO PERSONAL CHECKS OR CASH WILL BE ACCEPTED FOR THIS FEE 4. A registration fee will be due to the Lake County Regional Office of Education upon issuance of a certificate by the Illinois State Board of Education. You will be notified when the certificate has been issued and that a registration fee is required to receive your certificate. This fee must be a certified check or money order payable to the "Regional Office of Education" or if paid in person, it may be cash.

Benedictine University Alternative Teacher Education Program in Science and Mathematics
Benedictine University together with the Illinois Mathematics and Science Academy have designed a fast-track program for science and mathematics professionals who want to enter teaching careers. The program is in full accordance with Illinois law, which authorizes the development of alternative routes to teacher certification.
Participants in the program, who must have at least a bachelor's degree in an area of science or mathematics and a minimum of 5 years of work experience in a related field, undergo an intensive, eight-week training program in educational theory and practices. They spend a full school year in paid teaching positions with the expert guidance of mentor-teachers and opportunities for continuing development. Thirteen months after beginning the program, successful candidates will receive their Initial Teaching Certificates from the State of Illinois.

Elementary Certification The elementary certification program of study in the MAT program is designed to provide those who have already earned an undergraduate degree (without certification) with the course work that satisfies Illinois elementary certification requirements, including the middle school endorsement. Additional required courses and electives enable the prospective educator to blend theoretical and research-based perspectives of education with practical, hands-on instructional strategies. The elementary certification program of study requires 32 hours with the thesis option or 36 hours with the non-thesis option. Additional general education courses may be required to meet Illinois certification requirements.

In February 1999, the Illinois Board of Higher Education, the Illinois Community College Board, and the Illinois State Board of Education endorsed the creation of a P-16 Partnership Agreement. Under the leadership of the Deputy Governor for Education and the Joint Education Committee, the chief executive officers of the education agencies and their staffs have worked together to improve student preparation, teacher preparation, and the implementation and integration of technology in all levels of instruction. One of the most tangible results of this sustained focus on joint educational priorities is the successful submission of a grant proposal to the federal Title II Teacher Quality Enhancement State Grant Program that resulted in a $4.3 million grant over three years.
The Illinois State Teacher Quality Enhancement (TQE) grant entitled A Common Vision: Teacher Quality Enhancement in the Middle Grades in Illinois, is a collaboration of the three principle educational agencies in Illinois-the Illinois Board of Higher Education (IBHE), the Illinois State Board of Education (ISBE), and the Illinois Community College Board (ICCB). Having won their lawsuit against the Illinois State Board of Education (ISBE), advocates for the disabled are now pressing the state for extra money to help Chicago carry out its plan of inclusion and for a new way of certifying special education teachers. The ISBE presented a remediation plan in April, but the plan was rejected by the plaintiffs in the class action lawsuit and by attorneys for the Chicago Public Schools (CPS). At press time, a revised plan was due May 28. ISBE officials declined to comment on the proceedings. "Our main concern is that ISBE keeps saying it wants to augment our settlement, but throughout its proposal it doesn’t," says CPS attorney Kathleen Gibbons. "In much of our response, we are saying that if this is what the ISBE is proposing, we can’t meet the settlement agreement." Gibbons says CPS is particularly concerned that the ISBE has not offered "resources and technical assistance." The plaintiffs want supplemental funding to assist schools in developing inclusion classrooms, and they want the state to pay for informational meetings with parents, an information package for teachers, administrators and parents, and a web site that would provide in-depth information on the least restrictive environment mandate and its implementation.
