GROSSMAN STAFF REPORTERS This past spring, a group of Chicago children learned their lessons from a teacher who had flunked 24 of 25 tests of teacher competence. In Elgin District 46, students studied the English language with a teacher who had failed 21 of 21 tests for teachers. That included nine of nine Basic Skills testsan exam so easy, experts say, an eighth- or ninth-grader should pass it on the first try. And in Aurora last school year, a group of elementary children took classes from a teacher who failed 15 of 16 teacher competency tests. The three teachers were among hundreds employed full time last year in Illinois public schools who had not passed both a Basic Skills test and a subject matter test. Both must be passed for a regular, or "initial," Illinois teaching certificate. Far morenearly 5,250failed at least one Illinois certification test, though most went on to pass later. Such teachers stood at the head of classrooms and taught more than 180,000 Illinois children last spring, a Chicago Sun-Times investigation found. With calls for improved student achievement echoing across the state and nation, the Chicago Sun-Times analyzed the achievement of teachers on tests meant to gauge their competence. It examined the results of nearly 166,000 Illinois certification tests taken by more than 67,000 public school teachers who taught full time last school yearmore than half of the state's public teaching force. All had been tested since Illinois began giving its own certification exams in 1988.

Candidates seeking a bachelor's degree and either initial elementary or secondary certification should expect that their total program of study will exceed the minimum number of hours required for graduation.   • Fill out the "Application for Certificate" using ink. Be sure to complete all sections and indicate your complete mailing address. Present your completed application to Illinois State University, Campus Box 2202, Normal, IL 61790-2202, by the 12th week of your final semester. NOTE: Do not purchase a money order, draft or certified check at this time. During your final semester, request a copy of your official transcript ($6 per copy) at the Student Accounts Office to be sent to you after posting of your degree. You will be required to take the Illinois Teaching Certificate examination before your teaching certificate is issued. If you have not taken the examination, you can obtain information concerning this requirement at a Regional Office of Education or the Office of Clinical Experiences and Certification Process. After your final semester's grades are recorded, your record audited, and the degree posted, a copy of your Application for Certificate will be officially signed and sealed, and returned to you.

    Golden Apple Expands Alternative Teacher Certification Program (Chicago - June, 2001) GATE is an alternative pathway to teacher preparation in Illinois designed and taught through partnerships of Northwestern University and University of Illinois at Chicago (UIC) faculty and classroom teachers–winners of the Golden Apple Award for Excellence in Teaching. The program has attracted a number of business professional into the teaching profession, utilizing corporate experience. "The need for math and science teachers is especially strong," said Jim Pudlewski, Director of GATE for the Golden Apple Foundation. "We’ve found during the past three years that the program is successful in preparing professionals for a mid-career change into teaching." The program has selected 48 adults for the program, to start working with master teacher during the eight-week summer school semester beginning June 19, 2001 and enter classrooms in fall, 2001. The first year of the program produced 12 GATE interns for Chicago schools, and the second year produced 26. The program focuses on 6th-12th grade math and science, responding to the need for these teachers in Chicago Public Schools. K-5 elementary teachers have also been chosen. Candidates must have a bachelor’s degree and a 3.0 collegiate grade point average.

    A Summary of Standards and Procedures For Renewal of Standard and Master Teaching Certificates

    Introduction Illinois law requires that holders of the Standard Teaching Certificate renew their certificate every five years, contingent upon proof of continuing education and professional development. The following paragraphs describes the legislation adopted by the Illinois Senate (SB 556, as amended) on March 25, 1999. Changes or additions from the previous summary are identified in italics. The bill will now go to the House for its consideration. Therefore, all of the provisions set forth in this summary are subject to change. We recognize that this summary will not answer all questions. Once legislation is adopted, the State Board of Education and the State Teacher Certification Board will begin the challenging process of implementation. Effective Dates SB 556 changes the effective date for the certification system changes to January 1, 1999. Since certificates are registered and renewed with a July 1 date, the effective date for the certificate renewal requirement is July 1, 2000.

    A COMMITMENT TO ILLINOIS EDUCATION Barry Sweeny, President of Best Practice Resources, has been an Illinois teacher and administrator for 22 years and then worked for 6 years at two Regional Offices of Education in Illinois. He has also been a part of the three year effort to establish mandated, state-funded induction for new teachers. He lives in Wheaton, Illinois and is very committed to making education in Illinois all it can be. WHY A WEB PAGE JUST FOR ILLINOIS EDUCATORS Barry has served on all three of the Illinois State Board of Education Teacher Induction Panels meeting in 1998, 1999, and 2000. These panels have researched quality new teacher induction and mentoring programs all over the world and have developed recommendations for the ISBE and Illinois General Assembly proposing mandated mentoring programs and mentoring for every initially certified teacher in Illinois. Barry was a co-author of each of these panels final reports. Long recognized for its outstanding teacher education programs, WIU has maintained its excellence in the traditional aspects of teacher preparation while undergoing expansion and development to meet the changing needs of society. WIU's teacher education program has a well-established and growing field experience program in which partnerships exist with cooperating private and public schools.     House Bill 4466, allowing the option of specialized special education teacher certification, passed the Illinois House Elementary and Secondary Education Committee on Thursday on a unanimous vote It was supported by many groups (both the IEA and IFT, the School Management Alliance, many special ed groups, etc.) and actively opposed by the Illinois State Board of Education and the Chicago Board of Education.
    Strong comments in support were made by both Democrats and Republicans. Please IMMEDIATELY contact your own State Representative either in Springfield or in their local office.
