OH WHAT A TANGLED WEB WE WEAVE.... ALL CURRENT TEACHERS AND STUDENTS TO BE AFFECTED BY CHANGES IN TEACHER CERTIFICATION:"PREDOMINATELY NON-CATEGORICAL"
Near the end of the over 5-hour July 28, 2000, Illinois legislative hearing on special ed certification, the Illinois State Board of Education (ISBE) was forced to distribute a document detailing how its proposed changes in Special Education Teacher Certi-fication would drastically affect CURRENT teachers AND students. Current teachers "should receive the new LBS I designation when they attempt to renew their current certificates" with current categorical endorsements. "But those categorical endorsements should have NO meaning in terms of limiting the disability types [of students] holders of these new certificates may be required to service." So ANY CURRENT special ed teacher could be required to teach ("service") all students with emotional and behavioraldisorders, physical disabilities, autism, mental retardation,learning disabilities, other health impairments, or traumaticbrain injury.

Guidelines to Apply for Illinois Teacher Certification
  • Students completing degree requirements in an initial certification program BA-Elem Ed, BA-ECE, BA-Sec, MAT and MA-UT) are entitled to Illinois Certification. Students are strongly encouraged to apply for teacher certification upon completion of their program. Step 1: Complete the Application for Teaching Certificate and return it to the Registrar's Office (Judy Ludwig) during the term in which you plan to graduate. Forms are available in the Registrar's Office. Step 2: Be sure to complete all State of Illinois tests.

    The department offers all certification candidates the option of completing their student teaching requirement following graduation. While student teaching, participants in the program are required to pay only a minimal fee to cover registration and supervisory costs. To qualify for this program option, a candidate must complete, upon graduation, all requirements for both the content area major and the professional education sequence for the education major with the sole exception of student teaching. The reduced fee option is applied to the three credits for student teaching only. The Postgraduate Student Teaching Option does not apply to students participating in the ACM Urban Education Program.     All states require teachers to have some form of certification before they are hired. In Massachusetts , as in an increasing number of states, this is called provisional certification because public school teachers are regularly required to renew their certification. In Massachusetts A number of states have programs in place to enable people with only a BA to obtain teaching jobs while pursuing their provisional certification (e.g. California , New Jersey, New York , North Carolina; Resident Teacher Program in Baltimore: 410-545-3574). Candidates have to meet certain basic standards and agree to complete the regular certification process while simultaneously teaching in a classroom. Most fields in suburban schools do not have a shortage of eligible candidates for openings. In most cases urban and rural school systems seek candidates with only a BA and no provisional certification.
