The Directors of the Field Foundation of Illinois have adopted the following guidelines for the making of grants:
The Foundation awards grants only to institutions and agencies operating in the fields of urban and community affairs, culture, education, community welfare, health, and environment, primarily serving the people of the Chicago metropolitan area.
To assist the Directors in making grant decisions, certain criteria are followed: the need for the program, the institution's or agency's ability to meet this need effectively, including proper control of expenses, and the use of volunteers when applicable.
The Foundation is interested in supporting both new and established organizations. Preference will be given to funding innovative approaches for addressing problem areas. Established organizations (older than five years old) may receive funding, but only for new projects/programs that demonstrate innovative approaches to problems. As a general rule, general operating funds will not be provided for these established organizations. Operating support may be provided to an organization for up to three consecutive years. Project or operating support beyond a period of three years will not be considered.

Local Efforts An Educational Service Center (ESC) survey of its directors and technology specialists was conducted to determine the extent and manner of Illinois school districts' use of technology to obtain sufficient information on which to base policy direction. Because ESCs provide a variety of technology-related services to local school districts, their staff seemed a reasonable source for this information. The results of this survey tend to confirm national data suggesting that slow progress is being made in integrating technology into education. The averages reported by ESC personnel indicate the following:
  • Less than 10 percent of Illinois school districts are making use of multiple technologies as part of an overall plan for restructuring their schools.
  • The use of technology as part of the total curriculum has not yet begun in 76.4 percent of Illinois districts.
  • For 44.6 percent of the districts in Illinois, technology is, at best, a resource for teachers and students.

Executive Report Tax acceleration works
Tax collection acceleration and the deferment of some state education payments proved effective as cash flow management actions by the General Assembly, according to the November 30 report of Comptroller George W. Lindberg. The tax acceleration legislation is giving a one-time boost to the state's cash flow which Lindberg says was apparent in October with an increase of about $30 million in tax revenues. Beginning in October, income taxes withheld from individuals by large employers are to be remitted four times monthly. At the same time, the deferment of about 1120 million in payments for special education and pupil transportation reimbursements to local districts greatly reduced the draw of funds from the state's treasury during the July-October period. "In the July-to-October period last year (fiscal 1976) the balance in the state's general funds declined by over a quarter of a billion dollars, touching off a cash shortage which lasted nearly the entire year," reported Lindberg. "A repeat of last year's drawdown would not have been possible in fiscal 1977 because the state began fiscal 1977 with only $126 million in general funds," said Lindberg. The treasury balance at the end of October 1976 of $52 million is evidence that the gain of approximately $ 150 million from the two cash management actions was absolutely essential, according to Lindberg. RECORD GROUP 613.000 - ILLINOIS ECONOMIC AND FISCAL COMMISSION
The Illinois Budgetary Commission was created in 1937 to study and investigate all state expenditures, income, and license tax fees and to formulate a plan for the standardization and classification of salaries, wages, fees, and services rendered to the state. The commission consisted of the Governor as an ex officio member, chairmen of the appropriations committees of the House of Representatives and the Senate, and two members from each chamber of the General Assembly (L. 1937, p. 194). In 1957 the office of the executive director was established within the Illinois Budgetary Commission to carry out study projects assigned by the commission, make cost studies and management analyses of state government operations, conduct performance checks on state agencies operating under appropriation bills and authorizations, analyze appropriation measures introduced during legislative sessions and submit reports concerning them to each member of the House and Senate appropriation committees, and advise legislative committees on the estimated and ultimate cost of each bill (L. 1957, p. 2882). The same act expanded the commission to include two additional members from each chamber of the General Assembly. The commission further was empowered to study and make recommendations on budget procedures, analyze and investigate all budget recommendations and all state expenditures and income, and make available for public inspection copies of all audits made by or for the Auditor General. The Illinois Budgetary Commission was abolished in 1972 and its staff and facilities were transferred to the newly created Illinois Economic and Fiscal Commission (P.A. 77-2054, pp. 667-670).

    September/October 2001 Misuse of the word ‘technology’ in schools by Halil I. Avci Halil I. Avci is manager of the radiological health risk section, Environmental Assessment Division, Argonne National Laboratory, and a school board member in Darien School District 61 in Darien, Illinois. Since becoming a school board member nearly two years ago, I have noticed that in primary and secondary schools, the word "technology" is often used to mean the use of computers in education and school administration. This over-generalization without regard to the true meaning of the word "technology" is not only inappropriate for schools, but is also likely to hurt students' chances to excel in engineering and technology fields when they enter college. The situation can be rectified with simple modification to school curricula and by using more appropriate terminology to designate school programs and courses that relate to technology and computers. The Webster's Dictionary (1994 Edition) defines technology as "the application of scientific knowledge to serve man in industry, commerce, medicine and other fields." The American Heritage College Dictionary (1997 Edition) defines it as "(a) the application of science, especially as it relates to industrial and commercial objectives, (b) the scientific method and material used to achieve a commercial or industrial objective."
