Links Library Services and Technology Act Grants in Illinois: Fiscal Year 1998 Background The Library Services and Technology Act (LSTA) was passed by Congress on September 30, 1996. This legislation replaces the 30 year-old Library Services and Construction Act (LSCA) and opens a new and exciting era in library funding by the federal government. Appropriated funds are administered by the federal Institute of Museum and Library Services. The Illinois State Library sought the assistance of the Illinois library community and other interested organizations to help in the development of a comprehensive long range plan for use of these new federal funds over a five year period extending through the year 2002. The plan was submitted to the Institute for Museum and Library Services prior to July 1, 1997. In the past, LSCA funding was restricted primarily to public libraries. The newly enacted program allows more flexibility, stressing services and technology, regardless of the type of library. The New LSTA Under the program there are a number of changes from the old Library Services and Construction Act.

In the Departments Computer technologies have become an integral part of higher education in addition to our very culture both inside and outside the halls of our educational institutions. Many of our instructors make extensive use of the computer and place vast amounts of course materials on a course Web site. During a recent summer, economics professor Thom Mitchell (left, in image at left) and philosophy professor Pat Manfredi were among several faculty who experimented with a collaborative teaching-and-learning program. Students in the College of Liberal Arts will use computers to complete at least some course assignments in many of their courses; they will use email to communicate with their professors and their classmates; in some cases, assignments will be collected electronically, graded electronically by the instructor and returned to the student electronically!

The Computer-Assisted Instruction and Research Laboratory in the College of Liberal Arts at SIUC serves all of the departments in the college by providing computer lab space for undergraduate and graduate courses. Half of the CAIRL-CoLA houses Macintosh micro-computers where students are able to work on various types of class assignments; the other half of the CAIRL facility houses nearly two-dozen PCs that provide faculty and students access to the on-line library card catalogue, the Internet, and mainframe computer-assisted instruction materials.

Bush's Contemptuous Plans for Our Public Schools
By Paul Fasse On January 23, President George W. Bush delivered his education bill to Capitol Hill, entitled "No Child Left Behind." Congress recently passed the act in a bipartisan effort, which Bush has now signed into law. It entails students from grades 3-8 being tested annually in mathematics and reading. The schools that have good scores on the test will be rewarded, while the ones that do poorly or do not show adequate progress within three years will be left to rot. Bush plans to give vouchers to students at these poor schools so they have the choice to attend another schoolparticularly private schools. He has said that this is aimed at aiding the African-American and Latino students in our inner-city schools that are not doing well. This plan may sound wonderful since it holds schools accountable for the student's progress and offers minority students a choice of schools to which they want to attend. However, it is really just another cracked-up conservative idea to promote their values, leaving behind schools that desperately need funding, and inhibiting the education of students in inner-city schools so that their situation is more hopeless than before.

Is There a New School in Your Future? By Pat Smith and Jessica C. Billings Aging buildings along with increasing enrollments have put school construction on the agendas of many school boards. Some school districts are feeling a pinch as the children of the Baby Boom generation fill and overflow classrooms. In the next ten years, according to population projections, many areas in Illinois will see a gentle swell in enrollments, which will recede after the year 2005. One study projects that some of the counties around Cook County/Chicago (DuPage, Lake, McHenry, and Will) will experience increases in the thousands. Some communities in the Metro-East area also are seeing increasing enrollments. Even those counties which are seeing no significant rise in enrollments may need to spend more money on their schools. A recent survey conducted by the federal General Accounting Office indicates that some $112 billion is needed nationwide for repairs and upgrades of existing schools. Ten percent of that amount, or $11 billion. is needed just to meet federal mandates: that is, to make the buildings accessible to handicapped students and to remove, or otherwise protect students from, hazardous substances in their schools, such as asbestos and lead. Much of the rest is needed to accommodate students and give them an education which will prepare them for life in the twenty-first century.

The Technology Coordinators is network of teachers and principals who are responsible for maintaining technology in Bronzeville schools.
The Digital Media Center started this group in January 2001 to help schools collaborate with IIT and each other to get their technology needs met. One area where schools consistently seek help from each other is in developing their Technology Plan - a 300-page document required to secure government technology funding.
The Digital Media Center hosts a bi-monthly breakfasts that address how to prepare technology plans, helpful hints on how to get plans successfully approved, and information sharing about technology issues, including equipment discounts and funding opportunities. In the future the Digital Media Center plans to offer this group (and other community adults) in-depth training for University credit.

Prairie School was built in 1980. It was named by Douglas O'Reily, a student from Willow Grove School, who won a naming contest with the name Prairie. Mrs. Kalogeropoulos was the principal from 1980-1985. Mrs. Gruenberg was the principal from 1985-1999 when our current principal, Mr. Louis, took over. Click here to see Mr. Louis' page! Currently there are approximately 386 students that go to Prairie School. These students attend classes from first through fifth grade, as well as many other special classes such as gym, art and music. Technology and Learning Center skills and projects are integrated into the curriculum. In all, there are 60 staff members who work very hard to make Prairie a great place to learn!

Deadline : March 15, 2006 COLLABORATIVE RESEARCH GRANT: The Center for African Studies invites applications for a seed grant of $2000 to support collaborative research between two Africanist faculty. Applications should be submitted as a joint proposal between faculty members, one faculty member based at a university other than UIUC and one faculty at the University of Illinois, Urbana-Champaign. Competitive proposals must outline the planned research to be carried out with the seed grant and identify further directions for the research and sources of on-going support. The grant is for Summer 2006. Applications from students working on a Ph.D. dissertation or master's thesis will not be considered. DEADLINE: February 7, 2006 APPLICATION PROCEDURE
Submit a 3-5 page proposal. It must clearly identify the topic to be explored and outline the research to be undertaken. Applicants must state how the research advances their career, and how projected activities advance knowledge about the African continent. Projects that include a curricular component are especially encouraged. Indicate in the proposal previous teaching, fieldwork or research experience in Africa, courses taught with African content and/or the percentage of African content covered in courses. Each applicant is further required to submit a curriculum vita and one letter of reference.

Cook County Welcomes Eighth Graders From Marie Murphy School
March 1, 2005 - Cook County Commissioners today welcomed a group of 30 eighth grade students from Marie Murphy School of Avoca District 37, in Wilmette at a County Board meeting. Most Marie Murphy students rank in the 90th percentile or above on nationally-normed achievement tests, which reflects the importance the community attaches to education. The students are currently immersed in a ten week study of local government. By observing, students will learn more about the fundamentals of meeting management, parliamentary procedure and the democratic process.
