INTRODUCTION
Advocates of school library media programs have long been convinced of
the relationship between quality library media programs and academic
achievement. Most studies of this relationship were conducted between
1959 and 1979, were limited in scope, and usually used a small number
of subjects in a limited geographical area. This study was designed both to update the existing research and to examine the relationship between library media programs and student achievement. METHODOLOGY Ideally, schools included in the sample for a study such as this would be selected on a random, stratified, or quota basis. None of these sampling designs was possible, because schools included in the sample had to have library media centers that responded to the 1989 survey of school library media centers in Colorado and had to use the Iowa Tests of Basic Skills (ITBS) or Tests of Achievement and Proficiency (TAP).

This digest is based on Libraries for the National Education Goals, by Barbara K. Stripling. By the year 2000, it is envisioned that our nation will have accomplished the six National Education Goals adopted in 1990 by the President and the governors of the United States. Since libraries are the only educational system available to everyone, regardless of age or affiliation, it is logical to turn to our nation's libraries to help to achieve these goals. To demonstrate the critical role libraries can and do play in support of the national education initiatives, an extensive literature review and analysis was undertaken (Stripling, 1992). This digest highlights the findings of that review.
GOAL ONE: BY THE YEAR 2000, ALL CHILDREN IN AMERICA WILL START SCHOOL READY TO LEARN.

The Best Practice High School Library Media Center welcomes students and staff to a friendly atmosphere conducive to learning. Our library houses close to 6,000 items that include circulating books of fiction and nonfiction, reference volumes, professional development materials, and information about and support for the Chicago Reading Initiative. We also have a small but growing collection of recorded books, DVDs, videocassettes, and educational software. Compton's Encyclopedia Americana World Book Sirs are among the encyclopedia maintained, along with numerous cultural and subject-specific reference tools. We subscribe to over forty periodicals.
The Library Media Center hosts many events, and students have the opportunity to meet authors and poets through several programs. Some of these include: October - Teen Read, November-National Library Week, Mayor Daley's Book Club , Raise the Roof Readers, two annual Book Fairs and the annual Chicago Public Library Card Drive
The purpose of the Library Media Center is one of supporting the curriculum, teaching successful research strategies, and fostering life long learning.

    March 2005 CHANGES AT ILLINOIS SCHOOL
    PARENT PEP RALLY

    In an effort to educate parents about the upcoming referenda on April 5th, Dr. Davis said a Parent Pep Rally has been scheduled for 7:00 p.m., March 22, at Huth Commons. She said parents are encouraged to attend the evening, which will provide information that will enable parents to make an informed decision in the voting booth. The April 5th ballot will include three proposals:
    • abolish the offices of school township treasurer and trustees of schools, which will save the District money approve a $0.125 tax rate increase in the Operations and Maintenance Fund to eliminate a $250,000 shortfall in that fund approve a $0.125 tax rate reduction in the Bond and Interest Fund, which negates the increase in the Operations and Maintenance Fund.
    Combined, these three issues will not increase the District’s tax rate. THANK YOU
    Regarding the referenda, Board President Rodman McCray acknowledged the people who have worked to educate the community about the issues on the April 5 ballot. She thanked David Barr, a former Board member, who is serving as general chair of the
    District 162 Referendum Committee, Don Ransford and Sandi Gordon, who are serving as co-chairs, Evelyn Green and her colleagues in the schools’ parent organizations, Brad Hemingway, Karen Floyd, Felix Simpkins, Shirley Green, Dr. Glenda Allen-Jones, C. Larry Green, Janet Knol and Marsha Reitz and the MEA, Pat Ransford, and Mogda Walker. She also thanked Board Members Ron Bean, Scott Phillips, and Mark Messersmith for bringing information to various civic groups, Earnestine Foster for making important contacts, Assistant Superintendent David Holm for providing facts, and Denise Faris for the production of the informational “Report to the Community.”

In November, 1995, Byron Middle School Media Specialist Susan O'Neil was awarded the Progressive School Library Media Award at the annual ISLMA conference. The Progressive School Library Media Award is an award and monetary grant offered by the Winnebago Software Company and the Illinois School Library Media Association for the best implementation of innovative ideas by librarians/media specialists to enhance the lifelong learning of students.

What percent of your students are impacted by your special program? 100% of 8th graders, and 20% of all 6th and 7th graders. Was the program designed for all students or for a special segment of your enrollment? The program was originally designed for the students who were not enrolled in a performance music program, but was expanded to include all 8th grade art students. List technology presently used in this program. Technology includes laser disk, cd-rom, electronic card catalog, the internet, video taping, audio taping, photography, multimedia production programs.
