Fingerprint scanners coming to Illinois library
Library officials in a Chicago suburb plan to scan and record visitor fingerprints, purportedly to prevent unauthorized persons from using library computers. Way to make libraries a more happyfun haven of knowledge, guys! But privacy advocates have criticized the plan, which would make Naperville only the second library system in the nation to use fingerprint-scanning technology, according to the American Library Association. "We take people's fingerprints because we think they might be guilty of something, not because they want to use the library," said Ed Yohnka, spokesman for the American Civil Liberties Union in Illinois. Illinois Legislative History Sources
In comparison to federal legislative history documentation, there are far fewer sources to determine legislative intent for Illinois legislation. One good (but dated) source about Illinois legislative research is Wendt, Illinois Legal Research Manual (St. Paul: Butterworth Legal Publishers, 1988) (R,REF KFI 1275. W4 1988). Chapter Six discusses Illinois Legislative History. This chapter originally appeared at 1982 Southern Illinois University Law Journal 601. An additional authoritative resource is the following: Researching Legislative History by Richard C. Edwards, Illinois Legislative Reference Bureau.
    LEGISLATIVE HISTORY RESEARCH STEPS:
Determine the Appropriate Statute To Be Researched To trace the legislative history of an Illinois statute it is necessary to obtain a copy of the statute and determine the particular Illinois public act that was the source for the section that you want to research. Illinois has various statutory compilations such as Illinois Compiled Statutes Annotated (Michie ed.) (S,AA KFI 1230 1993 .A42; S,IL KFI 1230 1993 .A42), (West ed.) (S,IL KFI 1230 1993 .A422) or the
