Illinois libraries now have unlimited access to OCLC services
Illinois libraries now have unlimited access to a variety of OCLC services with a fixed annual subscription that allows libraries in the state to budget and plan for the next three years. Illinois libraries have unlimited use of OCLC cataloging, resource sharing, content management and FirstSearch reference services under terms of a new three-year agreement. Services will support and be supported by the Statewide Illinois Library Catalog (SILC), a group online union catalog created by Illinois libraries and OCLC that gives all Illinois citizens access to the more than 55 million items held in libraries throughout the state. “The Statewide Illinois Library Catalog represents the culmination of much hard work, persistence and determination on the part of many individuals,” said Jean Wilkins, Director of the Illinois State Library. “I am excited—and I’m confident librarians will be excited—about SILC because this new tool is available to everyone and offers unlimited searching. Our patrons will benefit enormously because they will have access to more information available through the rich resources of Illinois libraries.” “Illinois library leaders have been partners with OCLC in developing the group services concept, and have been instrumental in moving the concept forward into a viable solution to a variety of challenges faced by libraries of all types and sizes,” said Phyllis B. Illinois Academic Institutions The Paul V. Galvin Library of Illinois Institute of Technology is part of the Illinois Library Computer Systems Organization ( ILCSO ) consortium. ILCSO is a consortium of 56 Illinois libraries that share an online union catalog, ILLINET Online . The mission of ILCSO is to enhance, expand access to, and effectively utilize information resources through collaborative partnerships among ILCSO members and with the Illinois library community. ILCSO membership includes the libraries of each state-supported university, private colleges and universities, community colleges, the Illinois Mathematics and Science Academy, and the Illinois State Library. The Galvin Library is committed to the consortium, abides by its bylaws, and welcomes ILCSO libraries and their patrons. The Galvin Circulation Policy provides details for borrowers.
Non- ILCSO Library Patrons
Any non-ILCSO library patron may enter the Galvin Library to use books, periodicals, government documents, and electronic resources such as ILLINET within the library without a borrower card. No Infopass is required. However, each visitor under the age of 17 must be accompanied by an adult, 21 years of age or older, and must accept the terms stated below. In addition, parents are responsible for the use of the library and the behavior of their children.

Some Illinois libraries to require fingerprint scan to get online at library
A cluster of public libraries in Naperville, Illinois are now using fingerprint scanners on their computers with Internet access. In other words, you need to scan your fingerprint to use the machine. I'm not sure where I am on this, especially after reading that the system was used (only after the police obtained a proper subpoena order) to bust a man who "fondled himself in front of teenagers while viewing pornography" [ Chicago Tribune What's interesting to me is that the American Library Association has not taken a position on the use of fingerprint scanners in libraries. I thought they'd be opposed to it, given their past opposition to things they rightfully opposed, such as the evil aspects of the PATRIOT Act. The ALA has some very smart people in it who seem to have their heads screwed on straight. Their non-position on it leaves me to wonder. schools and hospitals , as are RFID tags Questions:

IV. Collaborative Collection Management among Illinois Libraries Illinois Cooperative Collections Management Program. The Library is a member of the Illinois consortium which has developed collaborative collections projects as described in A Plan for Collaborative Collections Management among Illinois Libraries . The consortium, the Illinois Cooperative Collections Management Program ( http://libws66.lib.niu.edu/ccm/ ), gives grants that provide funds to purchase titles not held in the statewide meta-collection and negotiates very advantageous terms with commercial producers of electronic resources. Electronic delivery of information makes cooperative projects between Illinois libraries efficient and effective methods of sharing resources. As part of its membership in the ICCMP, The Library has agreed to retain the last copy of any monograph in its collection in the state of Illinois in order to preserve the unique statewide collection. Illinois Libraries Converted to a Statewide KLAS Network
January, 2001, Raleigh, NC - Keystone Systems, a leading producer of library automation systems, is excited to announce that KLAS®, the Keystone Library Automation System, has been installed at the Illinois State Library Talking Book and Braille Service and its six sub-regional libraries throughout the State of Illinois. The cooperation among the regional and sub-regional libraries involves less duplication of effort, allowing the sub-regional libraries to concentrate on serving the patrons more effectively. All the libraries share the same title information and statewide collection. All staff have access to all data regarding patrons, patron services and machines and books on loan to the patrons across the libraries. Intra-state patron transfers have become paper-less and seamless. The new system allows for many processes to be centralized and carried out by the State Library thus reducing duplicate efforts previously done by sub-regional libraries. These common functions include reporting to the National Library Service of the Library of Congress, downloading new titles from the National Library Service, submitting magazine subscription changes and address changes to the national clearinghouse for talking book and Braille produced magazines. The staff also enjoy using easy queries and report generating facilities and abundant predefined reports now readily available to the sub-regional libraries as well as the State Library.

Shared principles which will guide the continued growth and development of Illinois Library service through this time of rapid and profound change are as follows:
LIBRARIES AND READING
An important role for the library continues to be stimulating children to become lifelong learners and lovers of books and reading. Librarians need to encourage people of all ages to enjoy the pleasues and to understand the necessity of reading.
ACCESS TO INFORMATION
Information is the key to successful living and libraries are the primary access points to information. There is a general awareness of the value of information and its potential to empower the individual. Libraries create equal information opportunities, enabling every citizen in Illinois, whether urban or rural, to realize their right to access information. Libraries have a commitment to inform and educate the public, and libraries help peopole make informed decisions. Librarians are the primary guides to information resources and facilitators for their use. The exponential growth in information underscores the importance of the use of technological advances in addressing users' needs. Although opportune use of technologies is a key mechanism for improving information access, knowledgeable and enthusiastic library personnel are essential to timely and accurate information retrieval.
