Illinois law provides for each state legislator to annually award a 4-year scholarship to the University of Illinois and a 4-year scholarship to any other state-supported university (*qualifying schools listed below). These scholarships can be divided into four 1-year scholarships if the legislator wishes to do so.

Students applying for the General Assembly Scholarship must be a resident within the legislative district of the awarding legislator. Attention

Law - Illinois Attorney General creates public records counselor
"Illinois A.G. Creates 'Public-Access Counselor' Position" was the headline of this report Thursday in . Some quotes: CHICAGO Illinois Attorney General Lisa Madigan has appointed the state's first "public-access counselor," who will work to promote compliance with state public-records and open-meetings laws. Assistant Attorney General Terry Mutchler was named to the newly created position inside the attorney general's office. The public-access counselor will resolve sunshine-law disputes and educate public officials on access issues, Madigan said in a press release. "It is critical that both the public and public officials understand these laws and that all public officials know their obligations under these laws," Madigan said. "Open and honest government depends on the full participation of citizens in their government and the free exchange of information between government and it citizens." * * * "This may be the biggest step toward government accountability in the state's history," said Phil Kadner, a columnist for the Daily Southtown in Chicago. "News media organizations and citizen watchdog groups believe that a public access counselor, by documenting complaints and unresolved problems, will ultimately be able to make a case for improving the existing laws and toughening the enforcement provisions."

Chicago, IL, June 27, 2003 (The Digest) - The Illinois Coalition for Competitive Telecommunications (ICCT) today praised Illinois Attorney General Lisa Madigan for filing a motion with U.S. District Court requesting that the Illinois Commerce Commission (ICC) become a nominal party in the highly controversial court battle over the SBC-backed Senate Bill 885. The Attorney General's motion would excuse the ICC from any briefing or pleading requirements in the court proceeding and states that the ICC will abide by the June 9th preliminary injunction granted by Judge Kocoras, and that the Illinois Attorney General "will not defend the newly-enacted provisions of the Public Utilities Act." Senate Bill 885, legislation that would allow SBC to significantly raise local wholesale phone rates, was rammed through the Illinois General Assembly and signed into law in just 96 hours. The law has not yet taken effect because SBC's competitors and consumer groups have challenged the measure in federal court. In a recent victory for Illinois consumers, Judge Kocoras issued a preliminary injunction to block the ICC from implementing the significantly higher wholesale local phone rates dictated by SB 885 until the constitutionality of the law is determined. "Attorney General Madigan demonstrated her commitment to Illinois consumers and taxpayers by withdrawing the ICC from this litigation the people of Illinois should not be forced to foot the bill to defend SBC's unconstitutional law; a law that would ultimately lead to higher phone bills," said Gary Mack, executive director of the Illinois Coalition for Competitive Telecommunications. "SBC's Senate Bill 885 violates federal law and would rob consumers of millions of dollars in savings and crush local phone competition by jacking up wholesale phone rates. We hope the Court will issue a permanent injunction against this law and block SBC's scheme to re-monopolize local phone service."

ACT 40. ILLINOIS BRAND ACT
40/1. Short title § 1. This Act shall be known and may be cited as the "Illinois Brand Act". 40/2. Definitions § 2. As used in this Act, unless the context otherwise requires, the terms specified in Section 2.01 through 2.05 have the meanings ascribed to them in those Sections. 40/2.01. Department § 2.01. "Department" means the Department of Agriculture of the State of Illinois. 40/2.02. Director § 2.02. "Director" means the Director of the Department of Agriculture, or his duly appointed representative. 40/2.03. Person § 2.03. "Person" means any individual, firm, association, partnership, corporation, or other legal entity, any public or private institution, the State of Illinois, or any municipal corporation or political subdivision of the State. 40/2.04. Livestock § 2.04. "Livestock" means bison, cattle, swine, sheep, goats, or equidae. 40/2.05. Brand § 2.05. "Brand" means an identification mark burned into the hide of a live animal by a hot iron or another method approved by the Department. Each character in a brand shall, at the time of application, be not less than 3 inches in diameter and each shall be a distinct character. Brands of lesser dimensions may be approved by the Department for goats, sheep, and swine. Arabic numerals alone are not acceptable characters for such ownership brands.

I am the candidate of the Socialist Equality Party for State Representative in the 103rd District, which includes Champaign and Urbana. My ballot status is currently under review by the Champaign County Electoral Board after a challenge by the county Democratic Party to the 2,003 signatures submitted by the SEP to place me on the ballot for the November 2 election. It has come to my attention that state employees on the staff of the Illinois House of Representatives were directly involved in compiling objections against our petitions and overseeing the challenges to signatures on those petitions before the Champaign County Electoral Board. This activity has clearly been of a partisan character. The activities of Bauer, Hostetler and Brown are expressly prohibited by provisions of the Illinois Governmental Ethics Act and Illinois Election Code, as well as federal law protecting constitutional rights. I am therefore requesting that the Office of the Inspector General launch a full investigation into the violation of these laws.

Performing upgrades on your home in the form of a new roof, new kitchen, or addition can increase its value, but home improvements can also be needlessly expensive and frustrating if you pay for work that is not performed, work that does not meet the building codes in your town, or work that is of poor quality. For these reasons, it's important to take extra care when you hire someone to work on your home. Of the more than 20 thousand complaints received each year by the Office of the Illinois Attorney General, approximately 20 percent involve disputes between home owners and home repair contractors. Home owners can protect themselves by following some important rules and asking the right questions. Common Home Repair Scams Complaints received by the Office of the Illinois Attorney General demonstrate that unscrupulous home repair contractors use some common techniques to gain the confidence of home owners. Unscrupulous contractors might tell you they have "leftovers" from a larger job and can do the repair work for you at a discount. They might attempt to frighten you by claiming that your house contains health hazards or code violations that must be fixed right away. They might claim to be a representative of your insurance company in an attempt to get you to agree to work they say your insurance policy will pay for. You might be offered a "free furnace cleaning" by a heating and cooling company as an excuse to sell you a new furnace you do not need.
