The General Assembly recognizes that equine infectious anemia is a serious disease in the equine industry. It is the intent of this legislation to protect the Illinois equine population from equine infectious anemia being brought into the State through the importation of infected equidae and to control the spread of equine infectious anemia within the State. Therefore, a program aimed at controlling the spread of equine infectious anemia, reducing the risk of infecting equidae in the State, and providing measures for controlling the movement of infected animals will ultimately benefit the equine industry.

As used in this Act unless the context otherwise requires: "Accredited veterinarian" means a veterinarian who is licensed by the state in which he or she practices, is approved by the Animal Health Official of that state, and is accredited by the Animal and Plant Health Inspection Service of the United States Department of Agriculture or any successor agency. "Advertised equine event" means a show, rodeo, exhibition, trail ride, sale, auction, or horse fair that is posted or media promoted.

Sets forth requirements for the format of agricultural production contracts.  Helps organize the contract by providing a general index of major contractual components and clarifies who can see a confidential contract.  Requires the use of 10-point modern, one point leaded typeface for every contract and a Flesch Scale readability score of 50 or more, which represents a high school graduate reading level, to ensure understanding of the contract. HB 1017 TRUSTS-TECH Amends the Trusts and Trustees Act. Provides that a trust for the care of one or more designated domestic or pet animals is valid. Establishes rules regarding the administration and termination of these trusts. An interesting precedent has been set here. From the Chicago Sun-Times , with thanks to EPG: Attorney Reem Odeh said Saturday that her client, Mae Sallal, of Frankfort, should be able to collect her $15,000 dowry, pending a court ruling in Jordan expected soon. "They have respect for the American judicial system,'' Odeh said. Sallal won what Odeh thinks is a virtually unprecedented legal victory last month before Will County Circuit Court Judge Robert Baron. He ruled that an Islamic marriage contract known as an Aqed Zawage could be enforced in the United States. In the past, Odeh said, judges have been reluctant to uphold religious contracts as binding law. In that contract, which the couple signed in Jordan where they were married eight years ago, husband Rami Sallal agreed to pay $10,000 Jordanian dinars as a Muacher, or deferred dowry, if the couple split up. He also agreed to give her gold and other jewelry at her wedding as a dowry. In Muslim culture, dowries are given from males to females, said Mae Sallal, who is Palestinian. Rami Sallal is from Jordan. Here is the main point: Aaron Jaffe, a Cook County Chancery Court judge who formerly worked in the domestic relations division, said there are no legally binding religious contracts in American law. Jaffe, who is Maria Jaffe's father-in-law, could recall no instances when he upheld Islamic religious law.

Special to JURIST] While continuing as a part-time visiting professor at the Academic Law University of the Institute of State and Law of the Russian Academy of Sciences, your Russia Correspondent has been nominated by the American Department of State to be legal counsel for an international organization based in Moscow concerned with nonproliferation activities and non-dual use technology exchange — the International Science and Technology Center ( www.istc.ru Lithuania As a result, I recently traveled to Vilnius, Lithuania in order to obtain a diplomatic visa (n.b. a "technical," rather than "representational" status) available to international civil servants under the Vienna Convention of 1961. Instead of the anticipated one or two-day waiting period, it took two weeks. During this unplanned and enforced interlude away from work, I was afforded an opportunity to explore the legal system of this immediate neighbor of Russia and a candidate for accession to the European Union. My first indicator of Lithuanian antipathy toward everything Russian was epitomized by the cover of the Vilnius In Your Pocket guide which contained a photo of an old Russian-manufactured Lada, turned from an auto into a planter filled with greenery and that was punningly captioned: "A Whole Lada Information." Strolling around a bit of the Old City, the Lithuanian language, of course, got pride of place in signage, but unlike Uzbekistan where there is much bilingual signage in English, virtually everything was in Lithuanian or "nada."

by Judy Purdy Ignorance of the law is no excuse. But Alan Watson will forgive you if you don't know exactly where that law came from.
The fact is, the law of the land likely started as the law in some other land. Americans, like everybody else, merely adapted laws from other countries.
"Law is usually borrowed, frequently without any great deal of thought for the quality," said Watson, who is completing his 30th book on legal history this year.
As an authority on the lineage of laws, Watson, the UGA Ernest P. Rogers Professor of Law, believes second-hand legislation often has led lawmakers to foist inferior laws upon society.
"Making laws is often circumstantial," he said. "There's surprisingly little reflection on the making of most laws."
Watson's research demonstrates that the scales of justice tip according to the source of the law: custom or legislation, judicial decision or a jury's opinion. And the source and interpretation of law can affect more than legal application; they may chart the course of national events.
Take the Dred Scott case, for example. A misinterpretation of borrowed Dutch principles "resulted in a turning point in American history," Watson said.

We conclude that the custody dispute itself clearly comes within section 425.16, subdivision (e)(1) as it is ". . . a legislative, executive, or judicial proceeding, or any other official proceeding authorized by law." Hence, the article, insofar as it discusses the statements made during deposition or at the hearing at the custody trial, falls within the ambit of section 425.16, subdivision (e)(1), and respondents need not separately show that these statements concern an issue of public interest. Nevertheless, appellant directs our attention to the wife-beating allegations gathered from Blow's interviews which were not part of the custody hearing. Appellant claims that as to those allegations, section 425.16, subdivision (e)(3) is the pertinent subsection: "any written or oral statement or writing made in a place open to the public or a public forum in connection with an issue of public interest." He asserts that the article should not be privileged because wife-beating is not an issue of public interest. We disagree. Domestic violence is an extremely important public issue in our society. (

General Support Provisions: (a)In a proceeding for dissolution of marriage, legal separation, declaration of invalidity of marriage, a proceeding for child support following dissolution of the marriage by a court which lacked personal jurisdiction over the absent spouse, a proceeding for modification of a previous order for child support under Section 510 of this Act, or any proceeding authorized under Section 501 or 601 of this Act, the court may order either or both parents owing a duty of support to a child of the marriage to pay an amount reasonable and necessary for his support, without regard to marital misconduct. The duty of support owed to a minor child includes the obligation to provide for the reasonable and necessary physical, mental and emotional health needs of the child. For purposes of this Section, the term "child" shall include any child under age 18 and any child under age 19 who is still attending high school
