    True Learning, True Teaching Seminars provide free opportunity to study the Renaissance or the Midwest’s important folk and ethnic music heritage CHICAGO—After the tests are taken and grades assigned, how do Illinois’ best teachers spend their summer break? In class, with the Illinois Humanities Council (IHC) , of course. This summer the IHC provided 34 Illinois K-12 teachers the opportunity to take part in an intellectual retreat. The teachers—recently accepted into the IHC’s "True Learning, True Teaching Seminars" program—spent July 13-18 in one of two all-expenses paid, residential seminars at Starved Rock State Park in Utica, Illinois. The seminars offered were "Understanding Nature through Art and Science" and "Folk and Ethnic Music in Illinois and the Midwest." Created six years ago by the IHC, the "True Learning, True Teaching" program rewards the state’s finest teachers with opportunities for further learning and intellectual renewal. Each seminar contains a humanities focus, is interdisciplinary in scope, and is led by a prominent humanist scholar from a local college or university.

    Despite the Illinois Constitution's strongly worded education clause, the Illinois Supreme Court has twice rejected plaintiffs' challenges to the state's education finance system, based on the separation of powers principal. While rejecting "equity" claims and a quality-of-education claim in Committee for Educational Rights v. Edgar 672 N.E.2d 1178 (1996), the court held that "the process of [school funding] reform must be undertaken in a legislative forum rather than in the courts." In Lewis E. v. Spagnolo 710 N.E.2d 798 (1999), the court rejected plaintiffs' attempt to distinguish its 1996 decision from their "adequacy" claims and characterized the case as "once again" asking the court to "enter the arena of Illinois public school policy." Costing Out The Illinois General Assembly established the Education Funding Advisory Board to study the state's system of K-12 school funding, recommend changes to the state aid formula, and recommend a new foundation level. The Board issued its first report in December 2000, recommending minor changes for fiscal year 2001-02 and hired a nationally-known school finance consulting firm to perform a costing-out study on which to develop longer-term recommendations.

    The current crop of elementary and secondary students has been called generation dot.com, after the .com suffix on the addresses of commercial Web sites. One defining characteristic of this generation is that it has never known a world without computers and the Internet.
    One thing we know is that there are a lot of them, and there will be many more. The so-called "baby boom echo" will continue well into the next century as the student population is expected to continue to climb steadily each year.
    What follows is a summary of some of the recent research and news about what must be the most studied generation in history. Family Much has been written about the breakdown of the American familyand much of it appears, sadly, to be true.
    In 1997, only 68 percent of American children lived with two parents, compared with 77 percent in 1980, according to government statistics. Almost one-fourth of children lived only with their mothers. (These and a wealth of other government statistics can be found at http://www.childstats.gov/ac1998/poptxt.htm#_ Toc419087056)

    Solar Electricity at the Reagan Middle School in Dixon, Illinois

    President Ronald Reagan grew up in Illinois and spent most of his childhood in Dixon, Illinois. In Dixon, Ronald Reagan’s childhood home is popular with tourists. There is a bronze statue of President Reagan in a park next to his boyhood home and down the street there is the Ronald Reagan Middle School. In the lobby of the school hangs a picture of the President and a personal letter from him to the students.
    Today, thanks to the wonderful Dixon Public School District, a 51 kW solar electricity system is now sited next to the school. It is a ground-mounted system, designed to increase its visibility to the community and to the students. It is one of the largest photovoltaic (photo = sun and voltaic = electricity) or PV system at any public K-12 school in the world. Typically, large solar electricity installations go on the roof of a building in order to minimize the ground space that the panels occupy. By putting solar panels on the open or unused roof space of buildings, the panels take up no ground space. At the Ronald Reagan Middle School, David Blackburn took a different approach. “We wanted the students and the community to be able to see the solar panels. Had we put them on the roof, they would have been impossible to see by anyone unless they physically went up on the roof of the school. By putting them on the ground next to the school, the students will be reminded every day that their school is powered in large part by the electricity generated when the sun hits their solar panels. Our primary focus was on our students and that made the decision on where to put the panels easy to make.”
