University of Illinois Residency Status Regulations for Admission and Assessment of Student Tuition
General
The University of Illinois is a land-grant institution supported by funding from state of Illinois tax revenue. As a state tax-supported institution, the University (with some exceptions) extends preference in admission and tuition to residents of the state of Illinoisthat is, to persons whose circumstances conform to the University's definition of resident status stated below. Principal elements which determine residency are domicile in Illinois and actions which evidence the intent to make Illinois the person's permanent residence. A person has but one domicile at any time. Mere physical presence in Illinois, regardless of how prolonged, is insufficient to establish residency without action and intention to make the place a permanent residence and principal home. To establish bona fide residency in Illinois under this policy, a person must demonstrate presence and intent to reside permanently in Illinois for reasons other than educational objectives. The burden of establishing that a person is domiciled in Illinois for other than educational purposes is upon the person. The regulations, factors, and procedures enumerated in this policy will be considered by the University in determining residency status.

Uniform Method for Calculation

The Northern Illinois University College of Law marked its twenty fifth year in 1999. It was established at Lewis University in Glen Ellyn, Illinois in 1974, was acquired by Northern Illinois University in 1979 by authorization of the Illinois General Assembly, and was moved to NIU's DeKalb, Illinois campus in 1982. In that year, the College of Law was fully accredited by the American Bar Association and became a member of the Association of American Law Schools in 1985. Clinical courses, courses in Lawyering Skills, Trial Advocacy, and Mediation Practice are offered every semester. Responsibilities and Purpose of the Board
The Act
The Illinois Educational Labor Relations Act was established on January 1, 1984. The Act sets forth the rules, regulations and procedures for labor relations and collective bargaining between public educational employers and educational employees in Illinois. The Act affords public educational employees the right to organize, to select a labor organization to represent them, and the right to bargain with their educational employer through their chosen labor representative. Educational employers and labor organizations have a duty to bargain in good faith and to enter into written labor contracts that include agreements to arbitrate their differences during the term of their contracts. Read Full Article In the light of Illinois' continuing budget crisis and the increasing pressure from interested partisans to raise taxes, political leaders should examine how the proposed tax rates will effect productivity and economic growth. While these tax increases will rapidly expand the state's tax base, they will also discourage economic growth and thus shrink the amount of tax revenue available over time. The only way to really expand the tax base is to increase the size of the economy. This requires pro-growth policies. For example, the state will lose billions of dollars in potential tax revenue over the next two decades from riverboat casinos that are being taxed too much. Illinoisans are driving to Indiana, Iowa and Missouri to gamble because Illinois' casinos have had to cut perks and operating hours as a result of the excessive taxation.

Latest statistics indicate a nationwide average of about 25 percent, up from four percent a decade ago. In Illinois, about 20% of all remains are cremated. The decision regarding cremation should reflect the wishes of the deceased. Other parts of the country have varying rates of cremation usage. Many who choose cremation also select a funeral service. What is the Envirothon?
The Envirothon is a natural resource education program sponsored by local Soil and Water Conservation Districts (SWCDs) for high school students. The Envirothon emphasizes hands-on, team oriented problem-solving skills. The team is tested on their knowledge in the areas of Aquatics, Forestry, Soils, Wildlife and a current environmental issue that changes each year.
How it Works
Five member teams, representing a school or organization, are formed. Long before the competition starts, teams begin by studying resource material to learn the fundamentals of each category. At the competitions, students visit in-the-field test stations where presentations are given by resource professionals. They are challenged to work as teams to answer written questions and conduct hands-on problem solving situations focusing on each of the five environmental areas. The program is competitive but learning is the bottom line.

    Overtime Pay Take-away
    The President's New Overtime Rule Will Affect Some ESP
    By Dave Arnold President Bush's new overtime rule has modified the criteria for exempt categories. This allows employers greater freedom to exempt workers from the overtime pay requirement.
    Many years ago, before an Education Support Professional (ESP) Association existed in my school district, ESP earned no overtime pay. In fact, the more hours you worked back then, the less money you earned per hour. What I thought I would receive for my added hours of hard work was a far cry from what I was paid. I confronted my superintendent about it and he explained their system of calculating the rate of pay for overtime. As he explained: Employment Protections Eroding In other words, employees earning under $425 are still eligible for overtime benefits. ESP who perform manual labor, and who do office work or other non-manual labor while also earning less than $425 per week will continue to be covered by overtime under the new guidelines. Registered nurses will not be covered by overtime protections whatever they earn.

Two categories of use of University-Sponsored Educational Materials are differentiated for purposes of this policy:
  • Use internal to the University - use by any unit of the University for instruction or education, either on campus or off campus. Use external to the University - use other than by a unit of the University for instruction or education; for example, use by educational institutions other than the University, use by governmental and other nonprofit institutions, or use resulting from lease or other contractual arrangements for commercial distribution of the materials. Use of University-Sponsored Educational Materials under this policy shall be subject to the following conditions:
  • As long as the author remains affiliated with the University:
  • Unless otherwise specified by written agreement between the author and the University, the author may specify revision of the materials prior to any internal University use.
