A Parent's Guide to Special Ed / Special Needs Glossary of Special Education Terms Prepared by Dr. Joy J. Rogers, Professor, Loyola University School of Education Achievement/ability discrepancy. A criterion often used to determine whether a child has a learning disability. It asks, is the child working up to expectations? One "formula" for determining the presence of a discrepancy has been promulgated by the Illinois State Board of Education. Some districts have developed their own. Some scholarly texts offer alternative formulae. ADA - Americans with Disabilities Act of 1990. This law follows the principles established under Section 504. It provides for the protection from discrimination of persons with disabilities and allows claims for compensatory and punitive damages. Adaptive behavior. A sort of "practical intelligence." The Standards of the Network The Standards of the Network of Colleges and Universities Committed to the Elimination of Drug and Alcohol Abuse were developed as a resource and guideline to assist schools in the common task of reducing the negative impact of alcohol and other drugs upon students, their friends, and their families and to facilitate students' successful educational efforts. ARTICLE I. INTRODUCTION SECTION 1. General Statement The Board of Trustees is appointed by the Governor of the State of Illinois by and with the advice and consent of the Senate. The Board is directly responsible to the Governor and to the General Assembly for the operation, management, control and maintenance of Northern Illinois University. The laws of the State of Illinois assign to the Board the authority to discharge these responsibilities. Northern Illinois University exists to preserve, augment, criticize and transmit knowledge and to foster creative capabilities through instruction, public service, research, scholarship and other creative activity. The Process of Developing a State-Wide Teacher
INDEX: Some Background on the Process in Illinois - 1985 - 1997 The Teacher Induction Advisory Group (Phase 1) and Their Recommendations - 1997 Some Background on the Process in Illinois - 1985 - 1997 In the Illinois State Board of Education (ISBE) commissioned a state-wide survey that looked at induction and mentoring support of new teachers in the various Illinois school districts and across each of the United States. That survey was done by Eastern Illinois University in Charleston, Illinois, and found that support for new teachers was "sporadic" in Illinois school districts. The report also recommended a coordinated state-wide program for Illinois to address the needs of Illinois' beginning teachers. In September ISBE did sponsor an induction/mentoring conference which was held at the University of Illinois at Chicago campus. The conference proceedings were published and were titled "The First Years of Teaching: Background Papers and a Proposal. The final recommendations were written by Dr. Gary Griffin, then of the University of Illinois at Chicago. Though no state-wide action was to follow, this discussion led to provision in SB 730 of state funding for a three year "pilot" of a few mentoring programs. One of the pilots supported several staff development and mentoring efforts in School District 300 in Carpentersville and Dundee, Illinois. These pilots all ended after three years when the state funding expired.

Each state inspector is responsible for the tri-annual inspection of one third of his or her respective 500 plus facilities. Congratulations to the Illinois and Indiana Petroleum Marketers Associations on their joint annual meeting and convention. Americans want common sense education ideas from Washington - not more regulations, unfunded mandates, and duplicative programs. A common sense, back-to-basics approach quality programs, better teaching, accountability, local control, dollars directly to the classroom, basic academics, parental involvement and responsibility will guide the education agenda of the 108th Congress. Let me assure you, this common-sense approach to education is one of my top agenda items. On Jan. 8, 2002, the President signed into law the No Child Left Behind Act of 2001 , which Congress had passed overwhelmingly in both houses. This landmark legislation, which I proudly voted for, provides excellence for America’s estimated 46.8 million public school children, nearly 3 million public school teachers and nearly 90,000 public schools in 17,000 school districts. Division of Banking
The Division of Banking oversees the regulation and licensure of State chartered banks, trust companies, ATMs not owned by financial institutions, check printers, pawnbrokers, savings banks and savings and loan associations, mortgage bankers and mortgage brokers. The mission of the Division is to protect and educate the public and promote confidence in the regulated industries through administration of statutory responsibilities in an efficient, professional, responsive, and innovative manner. The Division is comprised of the Office of the Director and two bureaus that represent the Division's various functions and activities; Bureau of Banks and Trust Companies and the Bureau of Residential Finance. The Division of Banking is headed by a director appointed for a term of four years. The Governor makes the appointment with the advice and consent of the Illinois Senate. D. Lorenzo Padron was appointed as the director by Governor Rod. R. Blagojevich on May 2, 2003, and unanimously confirmed by the Senate.
