October 25, 2004 This week’s cyber chat was written by Marcia Breese, the Director of Highlighting Education and Resources.
Because there are many new staff at ISD, we wanted to take this opportunity to inform them, and update veteran staff, about the function of two of ISD’s outreach programs: Highlighting Education and Resources and Hearing and Vision Connections
Highlighting Education and Resources (H.E.A.R.) and Hearing and Vision Connections (H.V.C.) have many things in common, however, they are two separate and distinct programs. Marcia Breese is the coodinator for Highlighting Education and Resources, and Gail Olson is the coordinator for Hearing and Vision Connections. This week’s Cyberchat will focus on Highlighting Education and Resources.
Highlighting Education and Resources employs 7 trainer/consultants who reside in different parts of the state, and work on a contractual basis. Three of the trainers are deaf or hard of hearing, one of whom is a certified audiologist and has a cochlear implant. Six of the trainers are certified teachers of the deaf, and two trainers also hold type 75 certificates. Trainings are provided at the convenience of the schools... after school, in the evenings and on weekends. The amount of travel is considerable and involves loading and unloading heavy equipment and materials. Fortunately, Highlighting Education and Resources employs trainers who are well qualified and committed to the Highlighting Education and Resources program!

Department of Public Health required to maintain a registry of children with positive screening results reported to them by the hospitals. Department of Human Services to organize a hearing advisory committee by July 1, 2000, for training hospitals to implement programs; developing systems for tracking, follow-up diagnosis, and referral for early intervention and hearing aids; developing educational materials; monitoring third party reimbursement for universal screening; developing an application process for financial assistance from the Division of Specialized Care for Children for follow-up diagnostic hearing testing; and recommending rules to implement the law.

Program Goals
There are many goals of the EDOPC project, including improving the delivery and financing of preventive health and developmental services for children birth to three. We plan to build on existing programs to develop a range of strategies that primary care settings can implement to most effectively provide comprehensive, developmentally-oriented health care. info@edopc.org . Finally, we will be working with state systems like Early Intervention and Medicaid as well as community level services, insurers and others to change policies to better support developmentally-oriented primary care. Trainings Available
Through the EDOPC project, we will be offering several office-based presentations, including Social/Emotional Screening and Referral Maternal Depression Screening and Referral , and Developmental Screening and Referral . These presentations include instructions on the use of screening tools, including the Ages and Stages Questionnaire (ASQ) system and the Edinburgh Post-Natal Depression Scale. Recordkeeping and billing issues, as well as referral procedures are also covered during the trainings.
