NONPOINT SOURCE POLLUTION
October 20-23, 2003
Congress Plaza Hotel
Chicago, Illinois Cosponsored by
Chicago Botanic Garden
U.S. Environmental Protection Agency
CONFERENCE OVERVIEW
Nonpoint source pollution begins and ends with each of us. "Information and education". . ."I & E" . . . they're popular buzz phrases among those working to solve water pollution problems. What's behind this increasing attention to information and education? Also known as people pollution, nonpoint source pollution control relies on people changing behaviors. Quite simply, our message must be brought before and understood by the public in order for them to change. Many people have never been exposed to such terms as "nonpoint source pollution" (does your next-door neighbor know what it is?). But, when these same people come to understand the important role they can play in reducing pollution through simple changes in their everyday actions and behaviors, we're making real progress.
REGISTRATION The Conference registration fee of $240 includes three breakfasts, three luncheons, refreshment breaks, a terrific reception and dinner at the Chicago Botanic Garden, written materials, and Conference proceedings. There are no discounts available for students or single-day registrations. There is an additional $55 registration fee for each of the three Pre-Conference Workshops on Monday, October 20. (you may attend only one since each is an all-day program). You may register for a Pre-Conference Workshop without attending the full Conference.

    Well, well, well!
One of our Loopers was out browsing and came across a webpage that had blocks of text suspiciously similar to this Illinois Loop quotations page. We checked, and sure enough!
None other than the National Education Association has a page on its website for Education Quotes that takes many of our quotes listed here verbatim, credit and all, many times in the same series in the same order. The NEA prefaces the page by saying that these quotes "may help you prepare remarks or materials for American Education Week." We're glad to see that someone at the NEA has come to rely on the Illinois Loop for valuable information!
Welcome to the Illinois Loop collection of quotations on education! For teachers and parents who value such antiquated concepts as "knowledge" and "teaching" , this huge collection of quotes will also provide ammunition as well as encouragement!
If you gag on the never-ending parade of out-of-context quotations posted up in classrooms as supposed arguments against substantive learning (e.g., "Imagination is more important than knowledge" Einstein) then you've come to the right place!

McGuinness December 2001 Across the great diversity of political cultures, states rely upon a limited set of functions or policy tools to ensure colleges, universities and systems operate individually and collectively in ways that are aligned with state priorities and serve the public interest. States employ these policy tools through specific formal structures (e.g., state coordinating or governing boards), as well as through a wide array of other mechanisms, from governors' and legislators' actions to the informal networks and associations of institutions, administrative staffs, faculties and students. It is important, therefore, to think of the state role in functional terms before considering the specific structural means to carry out these functions. The state role in American postsecondary education has evolved over the years and is still evolving. The public's needs have changed as have the dominant political beliefs about the roles of government. There are fundamental differences between the philosophical underpinnings and practice of state policy in the 1960s and early 1970s, when many states established new postsecondary education structures, and the period of the 1980s and 1990s, when centralized, “rational planning” and management approaches were displaced by more market-driven “strategic investment” approaches. These changes were reflected in

A major emphasis is the importance of social-emotional development, and its relationship to school readiness. ECAP supports research, technical assistance, and service projects. In addition, ECAP collects and describes the literature on elementary and early education, care, and child development.
The Prekindergarten Research in Progress database provides descriptions of ongoing or recently completed studies of State-funded prekindergarten programs, or studies that use State-funded prekindergarten programs as one of several settings for research. Two examples are (1) The National Survey of Lead Teachers in State-Funded Prekindergarten Programs (also known as the National Prekindergarten Study), and (2) a study of parent involvement in rural Illinois state-funded prekindergarten programs conducted by Dr. Brent McBride at the University of Illinois. Project staff plan to add several records to the database each month.

The purpose of these examination programs is to assist state boards in determining the qualifications of dentists and dental hygienists who seek licensure to practice. These examinations typically fulfill the written examination requirement for U.S. licensing jurisdictions. One of the goals of the Joint Commission is to encourage the improvement of cognitive dental assessment methods. In light of this, in 1998 the Joint Commission established a fund to support research and development and to encourage innovation in testing methods. The fund is entitled Innovative Assessment Methods Research Grant Program (IDEA Grants Program). A copy of the request for proposals can be obtained from the Joint Commission's offices or downloaded using the link below. Please direct questions to the Joint Commission's offices; contact information is below. All proposals received by the Joint Commission will be reviewed for completeness and evaluated by reviewers familiar with the focus of the proposed research or development activity. IDOT State Bike Plan - Input Needed
The Illinois Department of Transportation has begun its statewide bike plan focusing on improving two areas:
  • Prioritizing which of IDOT's upcoming road projects most need bikeways - and what type? Prioritizing trail/bikeway projects potentially using Transportation Enhancements grants.
Specific criteria for prioritization and bikeway type selection will be applied to a large state database of existing bikeways, bike plans, destinations, and census data. The second round of public involvement meetings will take place in early May. Afternoon meetings on May 3 (Springfield), May 5 (Rend Lake), and May 11 (Sugar Grove) will include discussions on the criteria that have previously been identified as important elements of a bicycle facility. This set of meetings will be held to further refine these criteria. More information and meeting details are available at www.dot.state.il.us/bikemap/bikehome.htm cchambers@wightco.com We want to help gather bicyclist input for the plan.
